Work on standard began in 1994, at the 10th Session of the
Codex Coordinating Committee for Asia held in Beijing.
The Codex standard is a standard for food products set
by the Joint FAO/WHO Food Standards Program.
Its importance is hard to ignore, as the World Trade Organization
in 1995 decided to adopt the Codex standard to settle any trade
matters concerning international food products.

At his separate meetings with the two Kims, the President is expected
to share his view that the country needs to make a suprapartisan
effort to deal with its current problems, especially economic and
inter-Korean issues. There is little denying that the pending problems
cannot be solved by the ruling party alone, as the situation requires
broad public support.

inter-Korean issues.

Still, few expect that the summits will immediately solve many
political questions. However, the series of Chong Wa Dae meetings could
mark a turning point in the rival camps' relations as they move from
mutual confrontation to accommodation. The parties may come to
realize that the continuation of the partisan strife could deal a fatal blow
to both ruling and opposition parties, with the deepening popular distrust
of and antagonism to politicians.

The chronic economic problem of high costs and low efficiency was
seen remaining unsolved next year. The export-based economy is not

In Korea, work is earnestly under way to elevate labor rights through

But the North Korean plight brought on by acute food shortages
after being hit by flooding for the second straight year could now
prompt Pyongyang to accept this latest offer. The North has refused
to hold governmental talks with the South but Red Cross meetings could
be an alternative venue to discuss aid problems and economic
cooperation.

On the basis of these principles, which are expressions of a desire for
peace and cooperation, Kim indicated that his government would help the
North find a ``fundamental solution'' to its food shortages and allow
businesses to expand inter-Korean trade and investment in the
Rajin-Sonbong free trade zone in the North. Also put forward was a
proposal to permit South Korean tourists to visit the North.

South Korea is the only country which will extend substantial
assistance to the North on the basis of national sentiment, instead of
economic logic. As President Kim put it, ``North Korea's economic
problems can be resolved only through genuine consultation and
cooperation with the South. More than anyone else, it is we who have
the strong desire and the capability to assist North Korea.''

The South is ready to help the North restructure its farm industry
as a ``fundamental solution'' to its food problem. Noting that the
North's food crisis will never be solved through temporary outside
assistance, Kim said his government would help North Korea improve its
agricultural productivity by supplying it with machinery and equipment.

Stringent legal punishment alone falls short of grappling with the
problem of misguided student activists. As a fundamental solution to the
question, President Kim Young-sam has come up with a call for a
strengthening in ideological education to show young people the
superiority of free democracy to obsolete socialism or communism.
come up with : 따라잡다, 제안하다, 생각해 내다

There is no reason for the ruling New Korea Party to defend the
government failure to nip the radical student activities in the bud. On
the other hand, it is a mistake for the main opposition National Congress
for New Politics to still regard the motives of the student movement as
righteous, even if it disagrees with its methods.

The other controversy is over the non-inclusion of ``funds given
candidates by political parties for party activities'' in official campaign
spending, whose ceiling is set by the election law _ to the disfavor of
independents. Yet, rewriting the law alone will not help much. We hope
the CEMC action has raised the politicians' respect for and fear of the
law.

As soon as some procedures required by international law are

Now the new team of economic ministers in the Cabinet is pushing
hard with a plan to revamp the country's high-cost, low-efficiency
economic structure. But the structural problems, involving high wages,
high interest rates and high land prices, will take a long time to
restructure. There is no panacea for economic woes like ours and the
key is the recognition of real problems by economic bureaucrats and
bold rejection of any political tint in the drawing up of remedial plans.

The government should allow employer and employee to resolve their own
problems without intervening. The government does not have to soothe labor
unions or bully management but only take legal action against unlawful moves.
This means the government should make sure employers observe legal
requirements before laying off workers. This is the only way to handle the
conflict. Temporary solutions offered by the government only neglect the
reality.

Because of this it often appears that legislation is the law and that the judge's role is simply to apply automatically the ready made solutions provided by the legislature.

Cogitate on this problem. The solution will come.

The first thing we must do is to establish the parameters of the problem, so that we can begin to think in terms of a practical solution.

About 40% of the adult population is overweight.
We put on weight when we take in calories more than we use.
The excess is turned into fat and stored in our body.
Here are two solutions to this problem.
One is to reduce the calories we take in and the other, is to increase activity in order to use more calories.

Conflict arises whenever your needs interfere with those of other people.
Since everyone's needs are different, conflict is a natural and healthy part of all human relationships.
This lesson shows you how to resolve conflicts in a way that is both effective and satisfying.
Gaining skill in resolving conflicts positively reduces the anxiety associated with conflicts and produces more enjoyable relationships.

Another solution to the dangerous energy situation is to improve our conservation efforts.
For example, we have to turn off the lights in rooms that we are not using.
It would also help if we walked or used public transportation more.
Unfortunately, improvements in both conservation and efficiency are only temporary solutions.
Because they do not explain what we will do when fuels run out.

One of the most valuable abilities you can develop is the ability to study, which is not something you study the night before an exam.
Rather, you have to learn how to study so you can independently approach a new problem and think it through to a successful solution.
Mastering a method of doing something is also an accomplishment that can only be achieved through genuine study.
Learning to study effectively is far more important than merely acquiring particular information.

Some types of animals, the jaguar, for example, have been killed off to the point that very few still exist.
A number of these rare animals live in areas where new dams are planned.
In many cases, they could become extinct.
It would be sad if we lost these animals forever.
For this reason, environmentalists work to protect animals so that they can reproduce
until their numbers increase to a safe level.
One solution is to create preserves, large areas of land or water where animals and fish are protected.

One day, a poor man named Scott, came to visit Taylor.
He said, “Taylor, I need your help. I am a poor man, a man with no money.”
Taylor looked at him kindly and answered, “I'll help you. Tell me what's wrong.”
Scott said, “Yesterday I stopped in front of the door of a restaurant.
The restaurant belonged to a rich man.
I only smelled the food.
However, he wanted me to pay him for the food.
And he called the judge.
The judge said I must go to the court today.
Please Taylor, can you help me?”
In the court the rich man began shouting angrily at Scott.
And the judge asked Scott to pay him right now.
Taylor stepped forward and then said, “This poor man is my elder brother. I will pay you instead.”
After he heard this, the rich man smiled, thinking about his payment.
Then Taylor took a bag of money from his belt, a bag of copper coins.
He bent down next to the rich man and shook the bag.
“Listen. Do you hear this sound?” said he.
“Of course I hear it,” shouted the rich man impatiently.
“Well, then,” answered Taylor, “the problem is solved. The debt is paid.
My brother has smelled your food, and you have heard his money.”
The poor man was saved.
Taylor

Many colleges are encouraging students to get out into the world and learn something practical.
Not that anyone has found a magical substitute for textbooks, term papers and lecture halls,
but most schools now recognize that real-world experience is a vital part of an education.
Two thirds of Webster's 2,200 fellow students at Barnard will do at least one internship before graduation.
Kathy O'Byrne, professor at the University of California, Los Angeles, says internships can be especially good for students' problem solving and communication skills.
“If you look at what employers want in young hires, it's just these qualities,” she says.

Many parents continue to demand restrictions on free speech on the Internet.
They argue that the pornography and explicit conversations in chat rooms on the Internet damage the health of society.
Although there is still widespread opposition to regulation of the Internet,
a growing number of computer users agree that some degree of government regulation is necessary.
They want the government to pass regulations to protect the privacy of the user and to limit the amount of pornography available to children.
Most computer users indicate that they do not trust high-tech companies to provide fool-proof solutions.

All of the goals of space science share a common end.
It is to learn more about the earth.
Only by exploring other bodies in the skies can we answer some of the questions we have about the earth.
The things we have learned about other planets have helped us to know our own planet better.
It is important to understand the forces that control the earth.
With that understanding we may be able to manage those forces.
This control would help mankind.

How can young people without power and resources help to solve social problems?
Youngsters learn by digging in and finding out what the issues are all about.
And by being informed, they can influence adults through direct action.
In fact, given an opportunity, young people many times have brought their thinking about significant issues to the attention of public officials.
Thanks to the actions of young people, historical sites have been saved, and several kinds of endangered plants and animals have been preserved.

Credit card misuse remains at an alarmingly high level.
It is a cause not only of personal tragedies, but also of more serious social problems.
But how can we deal with this situation?
Whatever solution we choose, it must focus on changing consumers' spending habits for the better.
Up to now, people have been encouraged to use credit cards for various reasons.
This was good for those who used their cards wisely, but many have taken on large debts as a result.
Now is the time, therefore, to emphasize sensible individual credit card use.
Various financial support programs can be helpful in this, but unless consumers spend within their means, there can be no solution.

When two people have troubles with each other, they often look to the law to decide who is right and who is wrong.
Laws exist so that there are guidelines for behavior ― what is the right thing to do and what is not right.
Unfortunately, as lawyer Peter Smith says in his book, the two sides in a court case can never really win.
The ones who “win” are the lawyers.
Even when one person is the “winner” in a court case, that person must pay his or her lawyers, must pay court costs, and suffers from bad feelings
― particularly the hostility of the other person in the case.
So Peter Smith suggests another solution that can save you from wasting time and money.

A small piece of wood from a campfire flies onto some dry grass and goes unnoticed.
Within the first few minutes this small fire may still be controllable, but in no time at all it's grown beyond the capability of the campers to put it out.
It could take hundreds of fire fighters many days to extinguish this fire.
This is exactly true of solving our everyday problems.
What happens to a little problem that doesn't get resolved when it's little?
It gets bigger and bigger until it becomes a real problem that's going to require a lot of time, energy, and resources to be solved.

When you're having a conversation with someone and he is angry, listen patiently.
Once you get impatient and start arguing, your position hardens, the other person's position hardens, and it becomes impossible to find a mutually agreeable solution to the issues being discussed.
So if you don't want to get into an argument, stay calm and say nothing, though you'll certainly be tempted to interrupt and respond to the person's statements.
Within a few minutes the person will use up all of his anger and energy and talk himself out.
Now that he has calmed down, you can have an intelligent conversation.

Patience is one of the virtues that everyone should have.
In our society everything moves fast.
On TV shows, major problems are often resolved in half an hour.
And with millions of people using e-mail, life is moving more and more at “Internet Speed.”
As a result, many people lack this, and they want to have instant satisfaction.
In this fast moving society, this is very important to all of us.

The most important lessons can’t be taught.
No one can teach us how to get along with others or how to have self-respect.
As we grow from children into teenagers, no one can teach us how to deal with peer pressure.
