The past should not *shackle *visions of the future. The
unfortunate historical past between Korea and Japan has
always been a *stumbling block to closer bilateral
cooperation between the two countries. Seoul's ongoing effort
not to dwell on the past, and the *receding of those members
of the older generation who suffered from the past Japanese
colonial occupation, are making for rapid changes in recent
bilateral relations between Seoul and Tokyo.

Minister Keizo Obuchi as Japan's new prime minister is
certainly a development that will have an important *bearing
on our relations with Japan.
