생산자물가지수
Producer Price Index: 생산자물가지수
국내시장의 제1차 거래단계에서 기업 상호간에 거래되는 commodities(상품)의
평균적인 price change(가격변동)를 측정하기 위해 작성되는 지수.
옛 이름인 'wholesale price index(도매물가지수)'에서의 'wholesale(도매)'의
의미는 wholesaler(도매상) 또는 대리점에서의 판매를 의미하는 것이 아니라
대량거래가 이루어지는 생산자 단계의 판매를 의미한다는 뜻이다.
따라서 지수작성에 사용되는 가격은 제1차 거래단계의 가격, 즉 domestic
products(국내생산품)의 경우는 value-added tax(부가가치세)를 제외한
producer sale price(생산자판매가격, 공장도가격)를 원칙으로 하고 있다.
반면에 수입품의 경우는 importer sale price(수입업자 판매가격)를 원칙으로
하고, 이것이 불가능할 경우에는 다음 거래 단계인 대량도매상 또는
중간도매상의 판매가격을 이용한다. 그 대상범위가 광범위해 일반적인
national economy(국민경제) 물가수준의 변동을 측정할 수 있고 이에 따른
commodities의 전반적인 수급동향을 파악할 수 있기 때문에 보통
general objective index(일반목적지수)라고 한다.

Finally, where the producer is located in a non-market-economy country (NME),
a comparison is made between U.S. prices and a "surrogate" country.
The difference between a company's U.S. sales price and
the comparison market price or cost is called the dumping "margin" which is
often expressed as a percentage of the U.S. sales price.
마지막으로, 생산자가 비시장경제국가(Non-Market-Economy Country)에
소재하고 있을 때 비시장경제국가를 대체할 수 있는 나라와 미국의 가격
을 비교할 수 있다. 미국내 판매가격과 비교시장가격 또는 생산비의 차이
를 덤핑마진이라고 부르며 보통 미국 판매가격의 백분율로서 표시한다.

In an antidumping investigation, the initial questionnaire requests
information on, among other things, the investigated company's corporate
structure and business practices, the merchandise under investigation or review
that it sells, and the quantity and value of sales of the merchandise in all markets.

조사대상품목, 모든 시장에서의 판매수량 및 판매가격에 관한 정보를 중심으로 요구한다.

Arms-length Transactions (between affiliates)

Generally, the Department may use transactions between affiliates as a basis for normal value,
cost of production, and constructed value only if the transactions are at arms length. Arms-length
transactions are those in which the selling price between the affiliated parties is comparable to
the selling prices in transactions involving persons who are not affiliated. The Department
accounts for terms of sale, conditions of delivery, and other circumstances related to the sales in
deciding if the selling prices are comparable. Sales not made at arms-length are considered to be
outside the ordinary course of trade.

일반적으로 상무부는 특수관계인간의 거래가 정상거래인 경우에는 그
거래를 정상가격, 생산원가 및 구성가격의 기초로 사용할 수 있다. 정상
거래란 특수관계인간의 판매가격이 제3자와의 거래가격과 같은 수준일
경우의 거래를 말한다. 상무부는 판매조건, 인도조건 및 판매환경 등을
고려하여 정상적인 판매가격 여부를 판단하게 된다. 정상적인 거래가 아닌
경우에는 통상적인 거래가 아닌 것으로 본다.

Cost of Production

For market economy cases, cost of production means the cost of producing the foreign like
product. The cost of production is the sum of (1) material, fabrication, and other processing
costs, (2) selling, general, and administrative expenses, and (3) the cost of containers and other
packing expenses. The Department may disregard comparison market sales in calculating
normal value if they are made at prices which are less than the cost of production. The
Department will disregard all sales below cost if made: (A) within an extended period of time
(normally one year) in substantial quantities ( at least 20 percent of the volume of the product
examined is sold below cost or the weighted-average unit price is below the weighted-average
cost for the period examined); and (B) at prices that do not permit recovery of costs within a
reasonable period of time (i.e., the price is less than the weighted-average cost of production for
the whole period examined). Although the Department initiates any cost of production inquiries
for all sales of the foreign like product, this determination is made on a product-specific basis.

시장경제국가에 대한 제소건에서 생산원가는 외국의 동종물품에 대한
생산원가를 말한다. 생산원가는 ①재료비, 조립비용 및 기타가공비, ②
판매비와 일반관리비 및 ③포장비용의 합계이다. 상무부는 비교시장에
서의 판매가격이 생산원가 미만인 경우에는 정상가격 산출시 비교시장에
서의 판매자료를 사용하지 않는다. 보다 구체적인 생산원가 미만 판매
여부의 판단기준은 다음과 같다.
(A) 일정기간(보통 1년) 동안에 동종물품 총판매량의 20%이상이 원가
미만으로 판매되었거나 가중평균판매가격이 그 기간의 가중평균원가 미
만이며,
(B) 적절한 기간에 원가를 회복할 수 없을 정도의 가격으로 판매된 경우
(즉, 판매가격이 조사대상기간의 가중평균생산원가 미만인 경우)
상무부는 비교시장에서의 동종물품의 총판매실적에 대한 생산원가자료
를 요구하고 있지만 원가미만 판매여부에 대한 결정은 개별제품별로
이루어진다. (법 제773조(b)와 규칙(19 CFR) 351.406 및 351.407 참조)

Credit Expense

Credit expense is a type of expense for which the Department frequently makes
circumstances-of-sale adjustments. It is the interest expense incurred
(or interest revenue foregone) between shipment of merchandise to a customer
and receipt of payment from the customer. The Department normally imputes
the expense by applying a firm's annual short-term borrowing rate
in the currency of the transaction, prorated by the number of days between shipment and
payment, to the unit price. If actual payment dates are not kept in a way that makes them
accessible, the calculation may be based on the average of the number of days that accounts
receivable remain outstanding. (See also Imputed Expenses.)

신용비용은 상무부가 판매환경차이조정의 하나로 흔히 조정하는 비용
요소이다. 신용비용이란 거래처에 대한 물품의 인도시점과 거래처로부터
판매대금을 수령하는 시점사이에 발생되는 이자비용(또는 기회비용)을
말한다. 상무부는 대개 회사의 단기차입금 이자율과 판매대금 회수기간
을 감안하여 산출한 신용비용을 단위당 판매가격에서 조정하게 된다.
실제판매대금 회수일을 일일이 추적하기 어려운 경우에는 외상매출금의
평균회수기간을 이용하여 신용비용을 계산할 수 있다("귀속비용"에 대한
용어설명내용 참조).

Export Price and Constructed Export Price

Export price and constructed export price refer to the two methods of calculating prices for
merchandise imported into the United States. The Department compares these prices to normal
values to determine whether goods are dumped. Both export price and constructed export price
are calculated using the price at which the subject merchandise is first sold to a person not
affiliated with the foreign producer or exporter (the "starting price").

Generally, a U.S. sale is calculated as an export price sale when the first sale to an unaffiliated
person occurs before the goods are imported into the United States. Generally, a U.S. sale is
calculated as a constructed export price sale when the first sale to an unaffiliated person occurs
after importation. However, if the first sale to the unaffiliated person is made by a person in the
United States affiliated with the foreign exporter, constructed export price applies even if the sale
occurs before importation, unless the U.S. affiliate performs only clerical functions in connection
with the sale.

The Department makes adjustments to the price to the first unaffiliated customer in calculating
the export price or constructed export price. For both export price and constructed export price
the Department adds packing charges, if not already included in the price, rebated import duties,
and, if applicable, certain countervailing duties (not applicable for non-market economy cases).
Also for both, the Department deducts transportation costs and export taxes or duties (not
applicable for non-market economy cases). No other adjustments are made in calculating export
price. However, in calculating the constructed export price, the Department also deducts selling
commissions and other expenses incurred in selling the subject merchandise in the United States,
the cost of any further manufacture or assembly performed in the United States, and a profit
attributable to the U.S. sale. (Section 772 of the Act. and section 351.401 and 351.402 (b) of the
regulations)

수출가격과 구성수출가격(Export Price and Constructed Export Price)

수출가격과 구성수출가격은 미국으로 수입되는 물품가격을 계산하는
두가지 방법으로 볼 수 있다. 상무부는 이 두가지 가격들을 정상가격과
비교하여 덤핑여부를 판단한다. 수출가격과 구성수출가격은 조사대상
물품이 외국생산자 또는 수출자와 특수관계가 없는 자에게 최초로 판매
된 가격(기준가격)을 이용하여 계산된다.

일반적으로 물품이 미국으로 수입되기 전에 특수관계가 없는 자에
대한 최초의 판매가 일어났을 때는 미국판매가격으로 수출가격을 사용한
다. 또한 특수관계가 없는 자에 대한 최초의 판매가 수입이후에 일어났
을 때는 미국판매가격으로 구성수출가격을 사용한다. 그러나 특수관계가
없는 자에 대한 최초의 판매가 외국수출자와 특수관계가 있는 미국내의
업자에 의해 이루어진 경우에는 판매가 수입이전에 일어났다고 하더라도
미국내의 특수관계자가 판매와 관련한 단순한 사무적 기능만 수행한 것
이 아니라면 구성수출가격을 적용한다.

상무부는 수출가격이나 구성수출가격을 계산할 때 최초의 특수 관계없
는 자에 대한 판매가격을 조정하게 된다. 상무부는 수출가격과 구성수출
가격 모두에 대해서 포장비(가격에 포함되어 있지 않은 경우), 환급된
수입세 및 상계관세(비시장경제국가에 대한 제소건에는 적용되지 않음)
등을 가산한다.

또한 상무부는 운반비와 수출세(비시장경제국가에 대한 제소건에는 적
용되지 않음) 등은 차감한다.

수출가격을 계산할 때 그 밖의 다른 조정요소는 없다. 그러나 구성
수출가격을 계산할 때에는 상무부는 판매수수료와 미국내에서 조사대상
물품을 판매할 때 발생되는 여타의 비용 및 미국내에서 추가 가공이나
조립이 이루어질 때 발생하는 비용, 그리고 미국판매에 귀속되는 이윤을
차감하게 된다. (법 제772조 및 규칙(19 CFR) 351.401, 351.402(b) 참조)

Inventory Carrying Costs

Inventory carrying costs are the interest expenses incurred (or interest revenue foregone) between
the time the merchandise leaves the production line at the factory to the time the goods are
shipped to the first unaffiliated customer. The Department normally calculates these costs by
applying the firm's annual short-term borrowing rate in the currency of the country where the
merchandise is held, prorated by the number of days between leaving the production line and
shipment to the customer, to the unit cost or price. (See also Imputed Expenses.)

Rebates

Similar to discounts, rebates are reductions in the gross price that a buyer is charged for goods.
Unlike discounts, rebates do not result in a reduction in the remittance from the buyer to the
seller for the particular merchandise with which the rebate is associated. Rather, a rebate is a
refund of monies paid, a credit against monies due on future purchases, or the conveyance of
some other item of value by the seller to the buyer after the buyer has paid for the merchandise.
When the seller establishes the terms and conditions under which the rebate will be granted at or
before the time of sale, the Department reduces the gross selling price by the amount of the
rebate. (See also Discounts and Direct vs. Indirect Expenses.)

리베이트(Rebates)

할인과 비슷한 것으로서, 리베이트는 구매자가 상품에 대해서 부담하는
총가격에서 차감되는 것이다. 할인과 비슷하지 않은 점으로, 리베이트는
동 리베이트와 관련된 거래에 대해서 구매자가 판매자에게 송금하는
금액에서 차감되는 것은 아니다. 리베이트는 이미 지급된 금액의 반환,
외상매출금의 감소 또는 구매자가 구매대금을 판매자에게 지급한 이후에
판매자가 구매자에게 금전적 가치가 있는 것을 주는 것을 의미한다. 판매
자가 판매시점 또는 판매이전에 리베이트가 지급될 조건 등을 설정하는
경우 상무부는 총 판매가격에서 리베이트 금액만큼 차감하게 된다.

가격대 설정(price lining)
제품의 판매가격을 결정함에 있어 몇 가지 제한적인 가격대를 설정하여, 각
제품의 가격을 설정된 가격기준에 따라 정하는 방식.

이폭(利幅; markup)
판매시 경로구성원이 제품의 가격을 증가시키는 비율.
이폭가산가격결정법(markup pricing)
제품원가에 이폭을 백분율 또는 화폐금액을 가산하여 판매가격을 설정하는 방식.
