Checking the background and reliability of government workers

mishandled, as the White House abuse of F.B.I. files shows. But the way
to keep the system clean and efficient is not to turn it over to private
business. The potential for misuse of privileged information is too
great.

I. CATEGORIES OF INFORMATION
제1절 정보의 종류
Section 351.105 of the DOC's regulations sets forth the categories of information in an
antidumping (AD) or countervailing duty (CVD) proceeding: public, business proprietary,
privileged, and classified.
상무부규칙 351.105항은 반덤핑, 상계관세 절차에서 정보의 종류를 공개
정보, 영업비밀정보, 특전부여정보, 비밀정보로 구분하고 있다.
II. PLACEMENT OF INFORMATION ON THE RECORD
제2절 행정기록에 정보 등재
Business proprietary, and public information is placed in the official record file and the
working file for an investigation or administrative review (see Chapter 2 for more
information about the administrative record). Privileged or classified information is
placed on separate official records. Only public information is placed in the public files.
All documents prepared internally, which contain business proprietary information, are to
be placed only in official and working files. Public versions of business proprietary
documents must be prepared for the public file with the proprietary data deleted. It is our
general practice to provide respondent's counsel with advance copies of verification
reports, and other sensitive case documents, in order to confirm the bracketing of business
proprietary information prior to the release of the document under APO and prior to the
creation of the public version for inclusion in the public file. These are not draft
documents. Privileged, pre-decisional memoranda are not placed in the public files.
영업비밀정보나 공개정보는 조사나 행정재심사를 위해 공식기록화일이나
집행화일 등에 등재된다(행정기록에 대한 자세한 사항은 2장 참조). 특권
부여 정보나 비밀정보는 별도의 공식기록에 등재된다. 공개정보만이 공개
