The revised Income Tax Act included that if a person obligated to pay double income taxes makes an "estimation report" that reports income taxes by estimating without attaching a balance sheet and a profit and loss statement, he or she will be considered "unreported" and will be excluded from the special tax exemption for small and medium-sized enterprises under the Restriction of Special Taxation Act.
