Last week, the Ministry of National Unification submitted a bill
to the National Assembly, which would give the ministry full
control on measures to be taken to protect North Korean
defectors.

``We have always felt the need to authorize one central
government body to manage the whole business of taking care of
North Korean defectors,'' a ministry official said.

But some experts on North Korean affairs have doubts about the
Ministry of National Unification being held responsible for the
whole management of North Korean defectors.

Chae Sung-ho of the Research Institute for National Unification
said that the prime minister, not one ministry, should manage
overall policy on North Korean defectors because he has the power
for coordination among government agencies involved.

한 전반적 정책을 관리해야만 한다. 왜냐하면 관련부처간 조정력을 가

The number of North Korean defectors increased as Pyongyang's
chronic food shortages have been notably aggravated by severe
flood damage for the last two consecutive years, said an official
from the Ministry of National Unification.
통일원 관계자는 "탈북자 수가 늘어난 것은 지난 2년 연속 이어진 심
각한 홍수 피해로 고질적 식량 부족현상이 더욱 악화되었기 때문"이라
고 밝혔다.
``The first refugee camp, which will accommodate about 500
people, will operate like a dormitory. North Korean defectors can
reside and acquire job skills in the camp,'' the ministry
official said.
통일원 관계자는 "5백여명을 수용하게 될 보호시설은 합숙소 형태로
운영될 예정이며 탈북자들은 보호시설에 기거하면서 직업 기술을 익히
게 될 것"이라고 밝혔다.
``This exemplary case will help the South prepare for a mass
defection of North Koreans,'' he added.

Securing funds for the program is one of the major problems for
the ministry.

Most of the students pleaded for leniency, asserting that they
participated in the demonstration out of longing for national
reunification.

Students' Violent Clash With Police : 과격학생시위
^^We deplore the violent clashes that indiscreet student activists had
with riot police from Tuesday in Seoul in connection with the
unauthorized unification festival organized by the federation of student
councils, or Hanchongnyon. We also recognize the inevitability of the
joint direction the three Cabinet members responsible for home affairs,
justice and education issued on Wednesday to deal sternly with the
radical students, sending in riot police and helicopters to fire tear gas
to disperse the militant pipe-wielding students hurling stones and
firebombs.

there are very few in South Korea who think that confusion and
violence will help bring that long-cherished goal closer. Very few
also accept at face value the image that radical students, who praise

students' categorization of the South Korean government and police as
elements which oppose unification.

^^The fact is that the leaders of Hanchongnyon and the inter-Korean
Pomchonghangnyon youth-student confederation are regarded here as a
pro-Pyongyang group with their support for the North Korean proposal

confederation. The leftist students at the same time refuse to recognize
the miserable plight of the North Korean people under the hereditary
tyranny of Kim Il-sung and his son, Chong-il. Incidentally, the two
delegates from Hanchongnyon illegally sent to the North via Europe
reportedly bowed in tribute at the tomb of Kim Il-sung, laying a
bouquet there. Ironically, pro-North Korean radical student leaders
here have rarely expressed respect for any of South Korea's presidents.

anywhere else, however, are aware that any unilateral coercive
method of unification that favors one side is not desirable. At the same
time, most are in broad agreement that a gradual step-by-step approach
to unification through inter-Korean personal and material exchanges,
economic cooperation and expanded trade is the best way to build
confidence and create fellow feeling.

Undisputably, reunification is our first and most important task. In
this vein, Kim's National Liberation Day address is of vital
significance as he vowed to help the reclusive communist regime
overcome its hardships in a more practical and reasonable way than
before. His offer is aimed at encouraging the North to participate in
four-party talks involving the two Koreas, the United States and China
which were proposed by Kim and U.S. President Clinton last April to
establish a permanent peace regime on the peninsula.

and the student body is seen to take direct orders from the North. As
our public security authorities have concluded, the pro-Pyongyang
student body is deliberately disrespectful of the South Korean
government, calling it a puppet regime and demanding the conclusion of
a peace treaty between the North and the United States, to the exclusion
of the South, in an overture that it says will end tension on the
peninsula.

In the first place, the students' objectives did not draw any support,
let alone understanding, from the significant portion of our citizens. The
asked for reunification through a confederate system and the withdrawal
of U.S. forces from this country are nothing more than outright
sympathy and respect for the North Korean leadership that has brought
their country to the brink of mass starvation in the most undemocratic
lineal inheritance of power and a disdain for their own government
that was created through a long, hard struggle for democracy.

(1) The President shall be the Head of State and represent the State vis-a-vis foreign states.
②대통령은 국가의 독립·영토의 보전·국가의 계속성과 헌법을 수호할 책무를 진다.
(2) The President shall have the responsibility and duty to safeguard the independence, territorial integrity and continuity of the State and the Constitution.
③대통령은 조국의 평화적 통일을 위한 성실한 의무를 진다.
(3) The President shall have the duty to pursue sincerely the peaceful unification of the homeland.

The President, at the time of his inauguration, shall take the following oath: "I do solemnly swear before the people that I will faithfully execute the Office of President by observing the Constitution, defending the State, pursuing the peaceful unification of the homeland, promoting the freedom and welfare of the people and endeavoring to develop national culture."

South Korean President Kim Dae-jung won this year's Nobel Peace Prize Friday.
김대중 대통령이 올해 노벨 평화상 수상자로 선정됐다.
Kim became the first Korean to receive the coveted Nobel Prize.
한국인으로 노벨상을 받는 것은 김 대통령이 처음이다.
The Norwegian Nobel Committee said Kim was chosen as the
Nobel Prize awardee for his ``work for democracy and human rights
in South Korea and in East Asia in general, and for peace and
reconciliation with North Korea in particular.''
노르웨이 노벨상 위원회는 13일 김 대통령이 북한과의 한반도 평화와
화해를 이뤄내고 한국과 아시아의 민주주의와 인권 상황을 개선한
공로로 올해 노벨 평화상 수상자로 선정됐다고 밝혔다.
``Through his 'sunshine policy', Kim Dae-jung has attempted to
overcome more than 50 years of war and hostility between North
and South Korea,'' the committee said.
노벨상 위원회는 “김 대통령은 일관된 `햇볕정책'으로 50년 이상
지속된 남북한의 전쟁과 적대관계를 해소하기 위해서 힘써왔다"며
``His visit to North Korea gave impetus to a process which has
reduced tension between the two countries.''

The committee hailed Kim for campaigning for democracy
``despite repeated threats on his life and long periods of

노벨상 위원회는 “남한의 독재체제 아래서 수차례 생명의 위협을
느껴가며 오랜 기간 독재정권으로부터 감금과 구속의 억류 생활이
이어지면서도 민주화의 대변자로 자리잡았다"며
"그의 대통령 선출은 한국이 민주주의 국가로 진입한 확실한
징표가 됐다”고 민주화 경력을 높이 샀다.
The committee, apparently conscious of North Korean leader
Kim Jong-il, said it wanted to ``express recognition of the
contributions made by North Korea's and other countries'
leaders to advance reconciliation and possible reunification.''
``Kim also showed considerable commitment in favor of democracy
in Burman and against repression in East Timor.''
위원회는 이 날 수상자 발표자리에서 북한의 김정일 국방위원장을
의식한 듯 “북한과 다른 나라 지도자들도 한반도의 화해와 통일을
위해 기여한 점을 인정한다”며

Kim won the prize from 115 individual and 35 organization nominees,
braving the hottest ever competition since 1901, when the Nobel
Peace Prize was established.
In his run-up to the Nobel award, Kim beat U.S. President Bill Clinton,
who had bridged the now crumbling Middle East peace process,
former Russian Prime Minister Victor Chernomirdin and the Salvation Army.

Kim was first nominated for the prize in 1987 by lawmakers in
the United States and Germany and foreign professors who
sympathized with his democracy struggle.
Since then, he has been nominated every year - a total of 14 occasions.
김 대통령은 87년 민주화 투쟁에 공감하던 미국·독일 등지의 의원들과
외국 교수들이 처음으로 평화상 후보로 추천한 뒤 지금까지 계속해서
모두 14차례나 후보에 올랐었다.
The 2000 award ceremony will be held in Oslo on Dec. 10.
But Kim will actually receive his prize in Stockholm, Sweden,
with the awardees of literature, medicine, physics, chemistry and economics.
김 대통령에 대한 노벨 평화상 수상식은 오는 12월10일 노르웨이 오슬로에서 열리며,
문학·의학·물리·화학·경제 등 나머지 노벨상 수상자들과 함께
스웨덴 스톡홀름에서 상을 받게 된다.
The award comprises a gold medal, a diploma and a check for 9 million
Swedish crowns (1 billion won) and Kim must give a lecture
on his achievement within the next six months.
김 대통령은 이번 수상으로 금메달·상장과 함께 900만 크로네(10억원) 가량의
상금을 받게 되며 앞으로 6개월 이내에 수상 업적에 대해 강연해야 한다.
