Any written correspondence or communication sent out by anyone working
on an investigation or review is part of the record, regardless of the specific
form of that document. For example, the record would include:
- questionnaires, instructions
- telex and cable communications
- requests for documents or information
- responses to requests for information
- administrative protective orders
- written records of telephone conferences or calls.
조사 또는 재심업무를 담당하는 직원이 발송한 서신이나 통신문은 문서
의 특정형식에 관계없이 행정기록에 해당되며, 예를 들면 아래와 같다.
- 질문서, 지시서
- 텔렉스, 전송문
- 문서 또는 정보자료 요구서
- 정보자료 요구에 대한 답변서
- 행정보호명령
- 유선협의 또는 통화에 대한 서면기록

A "Memorandum" could take the form of:
- formal written communications of case analysts
- formal memos, reports, or analysis of information
- computer printouts or tapes. (Only our final printouts of the calculations for
preliminary and final determinations for investigations or reviews are part
of the record. Printouts of calculation programs which were corrected
should be thrown out, as any draft worksheet would be.) Documents
prepared to reflect or record the decisions involved in the case are part of
the record.

- 컴퓨터 프린트물 또는 테이프(조사 또는 재심에서 예비 및 최종판정
에서 쓰이는 계산의 최종 인쇄물만이 행정기록의 부분이 된다. 수정
전 계산의 인쇄물은 초안과 마찬가지로 폐기 처분되어야 한다.) 사
건과 관련된 결정내용을 반영하거나 기록하기 위하여 준비된 문서는
행정기록의 부분이다.

parties, outside counsel or other members of the public which do not contain
proprietary or government-classified information are public, including:
- questionnaires
- correspondence
- press releases
- Federal Register notices.
