COME (와라! 간다!): COME의 기본의미 ― 1
Native speaker는 COME을 이렇게 생각한다
방향성을 가진 동사는 모두 "관점"이 있습니다. COME의 관점은
누가 보느냐가 중요합니다. 내가 또는 상대방이 보기에 나 쪽으로
오는 경우가 COME입니다. BRING도 마찬가집니다. 나쪽으로
가져오는 경우가 BRING입니다. GO는 나쪽에서 멀어져 가는
것이고, TAKE도 나쪽에서 멀어지며 가져 가는 것입니다. 그래서
COME과 BRING이 한쌍을 이루고 GO와 TAKE가 한쌍을 이루지요.
우산 가져가라고 하려면 "Take your umbrella with you"라고
말합니다. 우산 가져왔다고 하면 "I brought my umbrella"라고
하지요. 빨리 와서 밥먹으라고 하면, 우린 대개 "가요~~"라고
하지요. 영어로는 부르는 사람의 관점에서 자신쪽으로 온다는
뜻이기 때문에 "I'm coming"을 씁니다. 나는 가는 것이지만 말을
할 때 그 말을 듣는 사람의 관점을 존중하는 경향?
있기 때문입니다.
Native speaker에게는 어느쪽이건 COME입니다. 결과가 생기려면
그 결과 쪽으로 움직였다는 방향이 있어야 하고, 움직임도 있어야
하니까요. 이걸 나타내주는 게 COME입니다. 또 한가지 중요한
것은 "방향성"이라는 겁니다. 방향성을 나타내는 건
전치사거든요. Native에겐 너무도 자연스러운 전치사. 전치사를
외우려들면 망합니다
감을 길러야 합니다.
다음 우리말을 영어로 옮겨봅시다. "오다"라는 개념은 숨겨져
있습니다. 나의 관점에서 볼 때 나의 방향으로 움직이는 그
무언가를 찾아보세요. 훨씬 이해하기 쉬울 겁니다.
1. 같이 가도 돼?
2. 쪽팔린 줄 알아! 새치길 하려들다니. 순서를 기다려야지.
3. 복통이 있는데 아프다 말다 그래요.
4. 대학 마치면 내개 오려무나. 널 위해 준비한 게 있어. (영화
"대부"에서)

1. Can I come with you?
가장 일반적인 의미의 COME입니다. 한가지 명심해야 할 것은
영어권 사람들의 생각입니다. 말을 할 때 언제나 "듣는 사람," 즉
상대방 위주로 생각을 합니다. 위에서도 잠시 설명을 했지만,
"관점"이라는 것도 상대방 위주입니다. 다음 두 문장을 보세요.
A. When will you come?
B. I'll come at 3 P.M.
A 문장은 자신의 관점에서 말하는 것입니다. "언제 내 쪽으로
올래?"의 의미지요. 우리말의 "오다"와 "가다" 개념과는 전혀
다릅니다. COME이 우리말로 "가다"가 될 수도 있다는 뜻입니다.
단지 "관점"과 "방향"만이 다릅니다. COME과 GO의 차이지요.
B 문장은 상대방의 관점에서 말하는 것입니다. "오후 3시에 니
쪽으로 올게."의 뜻입니다. 또 한가지 생각할 것이 "방향"을
어떻게 나타내느냐 하는 것입니다. 전치사로 나타냅니다.
전치사의 기본 뜻만 생각한다면 어려울 것이 없습니다.
움직이기는 움직이는데 어느쪽으로 움직이느냐 (to, toward),
움직인 다음 도달점이 어디냐 (to, at, out, in, into), 움직이는
순서는 어떤가 (after, before), 움직이기 전의 위치는 어디냐
(from, of, out of) 등을 모두 전치사로 나타냅니다. 동사를
공부하면서 전치사를 등한시한다면 native 의 생각을 반도 읽지
못합니다.
Your wife comes before your job. Don't let her down.
일보다 아내를 먼저 생각해. 부인을 실망시키지 말라구.
위 문장에서 움직이는 순서는 아내가 먼저고 일이 나중입니다.
개념상 먼저 온다는 말이 되지요? 더 중요하다는 뜻으로
이어집니다. COME BEFORE를 이디엄으로 생각해서 "~보다 더
중요하다"라고 외우면 절대 응용할 수 없습니다. Native는 COME
BEFORE를 "먼저 온다"로 생각하지 "~보다 더 중요하다"로
생각하지 않습니다.
Does the soup come after the steak in your town? How weird!
니 동네에선 스테이크 먹고 난 다음에 스프가 나오냐? 정말
이상하네.
스프나 스테이크 모두 먹는 사람 관점에서는 자신에게 오는
것입니다. 스프가 나중에 오지요. 순서상 스테이크 다음이라는
말입니다.
2. Hey, shame on you trying to jump the line. Wait till your
turn comes.
사람이나 동물만 움직이지는 않지요. 추상적인 개념도
움직입니다. 사물도 움직입니다. 순서도 움직입니다. 어디로? 그
순서를 기다리는 사람한테 옵니다. 너무도 분명하기 때문에 "Wait
till your turn comes to you"라고는 하지 않습니다.
Winter has come.
겨울이 됐다.
겨울은 모두에게 옵니다. 분명하지요? 특정한 사람에게만 오고 그
옆사람 한테는 안오고… 그런 일은 없습니다. 동화속 이야기가
아니라면. 그래서 단순히 COME만 씁니다.
In the years to come, he'll be remembered as one of the
bravest men ever lived.
오랫동안 그 사람은 가장 용기있었던 사람으로 기억될 거야.
3. I have a squeezing pain in the stomach that comes and
goes.
고통도 옵니다. 고통을 느끼는 사람에게 오지요. 고통이 사라지면
고통을 느끼던 사람에게서 멀어져 가는 겁니다. COME과 GO의
개념상 차이를 극명하게 보여주는 예문입니다. 외우지 말고
그림을 그려야 하는 또 한가지 이유가 됩니다. "come and go"를
외워버렸다면 다음같은 문장은 사용하질 못할 겁니다.
The light comes and goes. Check the fuse box.
불이 오락가락 하네. 두꺼비집 좀 살펴봐라.
그림을 그려야만 생각해낼 수 있는 말입니다. 형광등을 보세요.
불빛이 나한테 오지요? 불을 끄면 내게서 멀어져 가버립니다.
우리말로 "불빛이 간다" 는 말은 없습니다. 그림을 그리지 않으면
저런 문장이 나올 때마다 몽땅 외워야 합니다. 불가능한
일이지요.
4. When you finish college, come to me. I have some plans for
you.
COME과 TO는 찰떡 궁합이라고 했습니다. COME도 방향성이 있고 TO
도 방향성이 있기 때문입니다. 위 예문에서는 방향을 나타냅니다.
내게로 오라지요. 너무도 간단한 말이라구요? 그럼 다음 같은
문장은 영어로 할 수 있습니까
The report of a gun came to us.
총소리가 들렸다.
소리도 옵니다. 듣는 사람한테. 영어권 사람들이 우리와
생각하는게 얼마나 다른지 보여주는 예입니다.
A mean grin came to his lips.
비열하게 씩 웃었다.
참 영어답지요? 저런 말 할 수 있어야 영어 제대로 하는 겁니다.
5. The opposition party came into power.
IN은 "범위"라고 했지요. 여기에 움직임을 더한 것이 INTO입니다.
그 범위 안으로 들어가는 것이지요. 움직여서 뭔가의 안으로
들어간다는 의미입니다. 이 뭔가는 눈에 보이는 것이 될 수도
있고 추상적인 것일 수도 있습니다. 여기서는 권력이란 추상
개념입니다. 그 안으로 들어가지요. 그래서 우리는 "집권하다"로
번역을 하지만 native는 "권력 안으로 들어간다"는 그림을
그립니다.

Native는 돈 안으로 들어가는 그림을 그립니다.

Consultants are often used to perform market research in support of EP, CEP, or NV. In
order to authenticate the validity of market research, the research document should be
submitted for the record as part of the official petition. The petitioner should be
contacted in order to receive clearance to communicate with the market-research
preparers by telephone.

initiation/dismissal phase of your case. Before you start your analysis, always check with
your team leader or supervisor to ensure that there are no other significant activities that
you will have to address.
1. Insert appropriate information into the Lotus Notes case tracking system.
2. Check with the ITC analyst to determine that the petition was filed on the
same date with both agencies.
3. Determine the names of your team members from OP, CCIA, and, if
appropriate, OA. Ensure that they all have a copy of the petition, and advise
them of the date for the team discussion of petition problems.
4. Analyze the petition using the "Antidumping Investigations Initiation
Checklist" found in Section VII of this chapter. Also do a like product
analysis as described in part B of section IV of this chapter. See the like
product memo written for Nails from the PRC.
5. If a draft petition was previously filed and reviewed by another analyst,
determine whether problems identified at the draft stage have been corrected.
6. Meet with your team members to discuss problem areas in the petition.
7. Arrange a meeting for the team with your supervisor or PM to review problem
areas in the petition. Determine what issues need to be brought to the
attention of the OD.
8. Set up a meeting with the OD to discuss significant problem areas.
9. Prepare a memo outlining the significant problem areas for the OD's meeting.
Have the memo approved by your supervisor or PM, and submit it to the OD
the day before the scheduled meeting.
10. After the OD meeting, advise the petitioner of all deficiencies that need to be
corrected. Set a due date for submission of supplemental information that will
allow enough time for analysis and concurrence meetings with the OD and
DAS.
11. Begin to prepare the initiation package as described below.
12. Give the initiation package to your team members for comments and then to
your supervisor or PM once the team comments are incorporated.
13. Incorporate your supervisor's or PM's comments, and set up separate meetings
with the OD and DAS. Sometimes the OD will combine his/her meeting with
the DAS's meeting. Check with your supervisor to determine if this is
appropriate.
14. Place the initiation package in the formal review chain (see Chapter 12, I.E.
for review chain information).
15. If it is determined that the petition is not adequate and a dismissal is
warranted, see section VIII of this chapter.

6. 신청서상의 문제점에 대한 토의를 위해 팀멤버들과의 미팅
7. 신청서상의 문제점을 검토하기 위한 감독관, 프로그램관리자, 팀원간
의 회의를 개최한다. 국장에게 보고할 문제점을 결정한다.
8. 중요 문제점을 토의하기 위한 국장과의 면담을 준비한다.
9. 국장과의 면담시 논의할 중요 문제점을 개관한 메모를 준비한다.
이 메모는 감독관이나 프로그램관리자의 동의를 받아 면담예정일자
전날에 국장에게 전달한다.
10. 국장과의 면담 후에 수정되어야 할 문제점에 대하여 제소자에게 알려
준다. 국장과 부차관보와의 면담 등에 필요한 충분한 시간을 가질
수 있도록 보충자료의 제출일자를 결정한다.
11. 다음에서 기술될 조사개시 조치의 준비를 시작한다.
12. 조사개시 조치 내용을 팀원에게 배포하고 의견을 받은 다음, 이를
반영한 조치내용을 감독관 및 프로그램관리자에게 배포한다.
13. 감독관과 프로그램관리자의 의견을 반영하고, 국장 및 부차관보와
별도의 면담을 준비한다. 때때로 국장과의 면담과 부차관보와의
면담이 동시에 실시될 때도 있다. 이렇게 하는 것이 타당한지
감독관과 협의한다.
14. 조사개시 관련 조치를 공식적인 검토모형에 배치한다.
(제12장의 IE를 검토모형자료 관련하여 참조)
15. 신청이 부적절하고 기각이 확실하다고 판정되면 이장의 제8절을 참조
한다.
2. Other Documents
In addition to the FR notice, make sure the following documents are prepared:
a. The "Antidumping Investigations Initiation Checklist."
b. A like product analysis memo.
c. A Customs e-mail message to announce the initiation.
d. The ITC letter announcing the initiation of the investigation.
e. Interested party letters announcing the initiation of the investigation.
f. A letter to Customs requesting comments on the scope language contained in the FR.
g. A memo to the OD in MAC for the country involved announcing the
initiation and case schedule.

If deficiencies in the petition cannot be corrected, the petitioner must be given an
opportunity to withdraw the petition. If the petition is not withdrawn, a FR notice of
dismissal is prepared instead of an initiation notice. That notice must contain a detailed
statement of the reasons for dismissing the petition. The preparation and review process
is the same as that for an initiation.
If a petition is withdrawn prior to initiation or dismissal, no action on the part of the DOC
is necessary.
신청서의 문제점이 해결될 수 없을 경우 제소자가 신청을 철회할 기회
를 부여해야 한다. 신청이 철회되지 않을 경우 조사개시공고 대신 기각
공고를 준비한다. 공고에는 기각사유가 명시되어야 한다. 준비 및 검토
과정은 조사개시시와 동일하다. 신청이 조사개시결정이나 기각결정전에
철회되면 상무부의 조치는 불필요하다.
Documents prepared by the DOC must be placed in the record by the analyst, if they
belong in the record. Review the criteria set forth below in section III. If a document
should be included in the record, it must be sent to CRU marked and assembled in
accordance with CRU procedures. Make sure that appropriate copies of the document for
the official file (OF) and public file (PF) are sent to the CRU.

Any document prepared by anyone working on an investigation or
administrative review that is to be used or is used by others involved in the
investigation or administrative review is part of the record, regardless of the
specific form of that document. Documents cannot be excluded from the
record on the basis that they record or reflect a preliminary position or
analysis that is not adopted or made final.
조사 또는 행정재심과 관련되는 사람이 이용하고 있거나 이용할 문서
로써 조사 또는 행정재심을 담당하는 직원이 준비한 문서는 그 문서의
특정형식에 관계없이 행정기록에 해당된다. 마지막에는 채택되지 않은 분석
내용이나 예비판정시의 입장을 기록하거나 반영한다는 이유로 해당 문서
가 행정기록에서 제외될 수 없다.
A decision memorandum is then prepared by the APO office citing the arguments raised
by the parties concerning the possible release of the disputed data. The decision
memorandum is prepared for approval by the appropriate office director. Concurrence is
obtained from the program manager, team attorney, and APO attorney, as well as from the
team of analysts assigned to the case.
