It has been reported the mutiny was the work of a number of Chinese
seamen, all ethnic Koreans, who complained of the hard work and
demanded to be sent home. Earlier, conflicts had occurred aboard
several other Korean fishing boats with foreign crew but no fatalities
were involved.

As of July 31, the number of foreign crew members hired by Korean
fishery firms topped 2,500, with most of them being Chinese and
significant numbers of others being Indonesians, Vietnamese and
Filipinos.

Mutiny on High Seas : 공해에서의 선상반란
The frequent violent crime on Korean fishing boats on the high seas
is quite perplexing. Accordingly, we are deeply concerned by the most
recent case in which 11 seamen, seven of whom were Korean, were
killed aboard a tuna fishing vessel allegedly by six ethnic
Korean-Chinese, in a mutiny in the South Pacific.
공해상의 한국어선에서 빈번하게 일어나는 폭력범죄는 참으로 당혹스러운
일이다. 따라서, 우리는 최근 남태평양에서의 참치잡이 원양어선에서 6명
의 조선족에 의한 선상반란으로 7명의 한국인을 포함한 11명이 살해된 사건
에 깊은 우려를 갖게 된다.

The wages paid to the Korean-Chinese and Southeast Asian nationals
are also said to be only 20 to 30 percent of those of Koreans,
triggering labor conflicts between Korean employers and foreign crew,
as exemplified in the latest incident. Now, the authorities are called on
to come up with a flexible policy on the foreigners' employment ceiling,
and to strictly enforce rules on their qualifications in terms of training
and experience.
조선족이나 동남아인들에게 지급되는 임금은 한국인 임금의 20-30%에 불
과하다고 전해지는데 이것이, 최근의 사건에서 나타난 것처럼, 한국인 고용
자와 외국인 선원간의 갈등의 원인이 되고 있다. 이제 관계당국은 외국인
고용비율을 탄력적으로 적용토록 하고, 훈련과 경험에 있어서 유자격자들을
채용하도록 엄격한 규제를 가해야 할 것이다.
