긴급재난지원금은 국내 거주 국민에 대한 지원을 원칙으로 재외국민, 외국인은 지원 대상에서 제외되지만, 결혼 이민자 등 내국인과 연관성이 높은 경우 및 영주권자는 지원대상에 포함한다.

제2조 ①대한민국의 국민이 되는 요건은 법률로 정한다.
Article 2
(1) Nationality in the Republic of Korea shall be prescribed by Act.
②국가는 법률이 정하는 바에 의하여 재외국민을 보호할 의무를 진다.
(2) The State shall protect its citizens abroad as provided by Act.
