Lee sent a petition letter on Aug. 10 to the Japanese Minister
of Justice, Ritsuko Nagao, asking for Kim's release.
이변호사는 지난 8월 10일 리츄코 나가오 일본 법무성 장관에게 김
희로씨의 석방을 호소하는 탄원서를 제출했다.
``We have studied Japanese cases, and found that most of the
convicts with life sentences are eligible for parole after
serving the first 10 years. You would find it hard to come across
a case where a convict serves beyond 25 years,'' Lee said.
이변호사는 "일본의 판례를 검토한 결과, 대부분의 경우 무기징역수
는 10년 복역후 가석방 대상이 된다는 사실을 알아냈다. 김씨처럼 25
년 이상을 복역한 이는 매우 드문 경우"라고 밝혔다.
Aside from case studies, there is a clause in the Japanese law
that stipulates when a convict is suffering from a grave illness
or when a convict's parents are unable to support themselves due
to illness, those serving life imprisonment will be released,Lee
said.
이변호사는 또 "판례는 접어두고라도, '죄수가 중병을 앓고 있거나
혹은 그 부모가 병으로 인해 생활을 꾸려갈 능력을 상실했을 때 무기
징역수는 석방될 수 있다'는 명문 조항이 일본법에 엄연히 존재한다"
고 말했다.
``Kim has been justifiably sentenced for his crimes, and he has
served a lengthy part of his term. What we are raising objection
to is whether the Japanese legal authorities have been just in
carrying out the sentence,'' Lee said.
"김희로씨는 지은죄에 응분한 형을 언도받았고, 상당 기간을 복역했
다.우리가 여기서 이의를 제기코자 하는 점은 일본 사법부의 형 집행
이 공정성을 갖고 있느냐 하는 것이다"라고 이변호사는 주장했다.
``The spirit of law and sentencing is not only to punish but to
rehabilitate a man, to give him another chance in life,'' Lee
said.
이변호사는 "법과 형벌이 가지는 의미가 단지 응징에만 있는 것은 아
니다.한 인간을 재활의 길로 들어서게 하고 그의 삶에 새로운 기회를
주어야 하는 것"이라고 말한다.
Because of the clout Kim carries as a national hero in the eyes
of many Koreans and the Korean community in Japan, Lee predicted
the Japanese authorities will probably be uncooperative. Perhaps
adding fuel to the fire is Kim himself, who refuses to be treated
by a Japanese doctor.
한국민과 재일교포 대다수가 추앙하고 있는 '국민적 영웅'으로서의
김씨의 영향력 때문에, 일본당국은 김씨 석방에 비협조적으로 나올 가
능성이 클 것으로 이변호사는 내다보고 있다. 더욱이 김희로씨는 일본
인 의사에게서 신병치료를 받는 것을 거부하고있어,김씨 스스로가 일
본의 이런 감정을 더욱 부채질하고 있다.
``We plan to file a petition with the U.N. Human Rights
Commission. We must look at this case with Kim, not as a Korean
convict who slayed two Japanese men and not as a national hero.We
must view it as a case of a person, an individual, who has more
than paid his dues with the Japanese authorities and someone who
is suffering from cancer, and a son whose ailing mother
desperately wants to reunite with him before her time comes and
his,'' Lee said.
이변호사는 앞으로 유엔인권위원회에 탄원서를 제출할 계획이라고 밝
히고, "우리는 김씨의 경우에 있어, 두명의 일본인을 살해한 범죄자
혹은 국민적 영웅이란 시각으로 봐서는 안될 것이며, 일본당국에 그
가 물어야 할 것 보다 과도한 죄값을 치르고 있는 한 인간 혹은 한 개
인으로서, 또한 암으로 시달리는 어떤 한 사람, 눈감기 전에 마지막
으로 상봉하기를 갈구하는 중병 노모를 둔 한 아들로서 대해야 할 것"
이라고 말했다.

이런 추이를 볼 때 시도 이변이 없는 한 신종 코로나 확진자가 급격히 늘어날 가능성은 작을 것으로 내다봤다.
