The Ministry of National Defense recently investigated 8 of the 18 national
military hospitals, and unearthed 198 illegal exemptions. Healthy recruits were
allowed to leave the service because of bogus illnesses.
국방부가 의병전역 판정권이 있는 전국 18개 군 (軍) 병원 중 8개 병원을
특별감사한 결과 질병에 걸린 것으로 조작, 전역한 의혹이 드러난 사병 1백98명을
적발한 것이다.
Exemptions due to some kind of disease are especially employed by the sons
of wealthy families because they are officially recorded as having served in full
with no further training burden after discharge.
특히 의병제대는 징병검사때 면제받는 것과 달리 병역의무를 마친 것으로
기록되고, 제대후 예비군 훈련도 면제된다는 점에서 부유층 자제들이 선호한다고
한다.
The 198 men granted exemption did not even attain one year of their required
service in the military. According to the law no soldier shall be granted a
military exemption for health reasons unless he has been receiving treatment for
at least one year. Thus, the exemptions were illegal in the first place regardless
if the claims of health problems were true or not.
특히 적발된 1백98명은 모두 국방부 신검규칙에 명시된 '입대후 1년 이상 치료
경력' 미달자로 의병전역 대상조차 안되는 사병들이기 때문에 불법사실이 쉽게
드러났다.
However, soldiers granted early exemptions in 1996 and 1997 soared to more
than 10 thousand, and the actual number of illegal exemptions is estimated to
be much more than this.
그러나 96, 97년의 의병전역자가 1만여명으로 급증 추세를 나타낸 것으로 보아
실제 불법 전역자는 이보다 훨씬 많을 것이라는 게 전문가들의 추정이다.
The government should enforce provisions governing early exemptions and the
physical examinations required for military service. Over the past 20 years,
provisions for physical examinations have changed 11 times.
It is clearly the responsibility of the Ministry of National Defence that the
absurdity surrounding the examinations does not reoccur.
이런 병무 비리를 막자면 물론 의병제대와 신체검사 등의 관련규정을 강화하고
더욱 투명하게 바꿔야 한다.
그러나 지난 20년동안 군의 신체검사 규정이 11번 변경됐는데도 신검을 둘러싼
똑같은 병무 비리가 반복되는 것은 1차적으로 국방부의 책임이다.
