campus unrest have come up with tough measures against militant
students to eradicate pro-Communist campus activities.
학원 불안정의 재발을 우려하고 있는 대학 관계자들은 좌경 학생 운
동 근절을 목적으로 과격 운동권 학생들에 대한 강경책을 속속 내놓고
있다.

Militant students have strongly reacted against the on-going
sweeping crackdown on student activists, condemning it as a
cunning bid to deprive students of their right to autonomy and a
variety of activities.
운동권은 이같은 일련의 학생운동 탄압책에 대해 '학생 자율권 및 학
생활동의 다양성을 박탈하려는 간교한 행위'라며 강력히 반박하고 있
다.

Students' Violent Clash With Police : 과격학생시위
^^We deplore the violent clashes that indiscreet student activists had
with riot police from Tuesday in Seoul in connection with the
unauthorized unification festival organized by the federation of student
councils, or Hanchongnyon. We also recognize the inevitability of the
joint direction the three Cabinet members responsible for home affairs,
justice and education issued on Wednesday to deal sternly with the
radical students, sending in riot police and helicopters to fire tear gas
to disperse the militant pipe-wielding students hurling stones and
firebombs.
우리는 지각없는 운동권 학생들이 대학 학생회 연합체인 한총련이 주관한
불법 통일 축제로 인해 화요일 서울에서 전투경찰과 격렬한 충돌을 하게 된
것을 매우 유감으로 생각한다. 우리는 또한 이 사건에 직접적인 책임이 있
는 내무, 법무, 교육부의 3부장관들이, 파이프를 휘두르며 돌과 화염병을 던
지는 운동권 학생들을 해산하기 위해 전투경찰과 헬기를 투입하여 최루탄을
발사하는 등, 운동권 학생들에게 단호히 대처하기 위해, 수요일 공동으로 취

^^Though the student activists adopt national unification as their slogan,
there are very few in South Korea who think that confusion and
violence will help bring that long-cherished goal closer. Very few
also accept at face value the image that radical students, who praise
the North Korean ruling system, attempt to present of being genuine
forces desiring reunification. Most, at the same time, question the
students' categorization of the South Korean government and police as
elements which oppose unification.
비록 학생들이 민족의 통일을 강령으로 삼고 있지만, 이런 혼란과 폭력으
로 국민의 오랜 염원인 통일이 가까워지리라고 믿는 한국인은 거의 없다.
또한 북한 통치 체제를 찬양하는 운동권 학생들이 자신들을 통일을 열망하
는 순수한 세력으로 보이려하지만 이를 액면 그대로, 받아들이는 사람도 거
의 없다. 동시에, 무엇보다도, 한국 정부와 경찰은 통일을 반대하고 있다는
인식을 학생들이 갖고 있는 것을 이해할 수 없다.

^^Though the students have pure motives in their seeking of national
unification, their advocation of violence, if this is what they are doing,
subjects them to legal action. This is a basic principle that all states
which are ruled by law uphold. Notwithstanding, the radical students
appear to have been deluded into believing that they can rise above the
law and ignore it.
비록 학생들이 통일을 바라는 순수한 동기를 갖고 있다 해도, 실행 과정
에서 폭력이 불가피하다고 주장한다면, 그들은 사법 처리의 대상이 될 뿐이

^^Of course, a similar pro-Pyongyang line was followed fully or partially
from the 1980s by its predecessors, Chondaehyop, Minmintu and other
radical anti-government opposition groups. However, Hanchongnyon is
quite different from these other radical opposition groups in the degree to
which it is prepared to resort to violent and militant action by its
members just like an organized militia, admittedly without guns and
swords, but equipped with souped-up firebombs, iron pipes and stones,
which can be lethal too.

적인 반정부 야권 단체들에 의해 1980년대부터 전체적으로 혹은 부분적으로
추종되어 왔었다. 그러나 한총련은 기타 운동권 야권과는 달리 처음부터 폭
력을 행사하고, 대원들을, 총칼은 없으나, 그래도 치명적인 개량 화염병, 철
파이프, 돌멩이들로 무장한 민병대처럼 편성하여 무력 행위에 의존하려 했

Chong Myong-gi of Chonnam National University, are earnestly asked to
surrender to police after sending innocent followers who may have blindly
followed them to the warm bosoms of their worrying families. Then it is
suggested the government mete out generous measures against student
activists who repent for their misconduct.

목적으로 참여한 단순 가담자들은 걱정하고 있는 부모의 품으로 돌려보낸

Protesting students have been dispersed and the prosecution is ready
to take legal action with a view to dissolving the radical student
federation but it will not be easy to remove the root elements of the
student struggle. Government authorities, politicians, educators and
parents should all share the responsibility to lead our young students to
tread on the right path where they can vent their idealistic passions,
thereby contributing to social and political progress.
데모 학생들은 해산되었고 검찰은 과격 운동권학생단체를 와해시키기 위
한 사법 조치를 취하고 있으나 학생운동의 뿌리를 완전히 제거한다는 것은
쉬운 일이 아닐 것이다. 정부 당국자, 정치인, 교육자, 그리고 부모들은 공동
의 책임감을 느끼고 젊은 학생들이 자신들의 이상적인 정열을 올바르게 발
산하여, 사회적, 정치적 발전에 공헌할 수 있도록 이끌어야 할 것이다.

Lesson From Student Turbulence : 운동권학생 소요의 교훈
In the aftermath to the student demonstrations at Yonsei University,
keen attention is being paid to the way the government will handle the
more than 5,700 militant students taken in by police during the nine
days of turbulence.
연세 대학에서의 학생 시위가 끝난 후, 정부가 9일간의 소요사태중에 연
행한 5,700명 이상의 운동권학생들의 처리 방향에 대해 비상한 관심이 모아
지고 있다.

There is little denying that the authorities wavered over the degree
of punitive action to take against the militant students. Their decision to
just bring heavy charges against the students who played leading roles
or positively participated in the violence and to show leniency to their
simple supporters, mostly coeds and freshmen, is disappointing.

Stringent legal punishment alone falls short of grappling with the
problem of misguided student activists. As a fundamental solution to the
question, President Kim Young-sam has come up with a call for a
strengthening in ideological education to show young people the
superiority of free democracy to obsolete socialism or communism.
무거운 처벌만으로는 삐뚤어진 운동권 학생 문제를 해결할 수가 없다. 이
문제의 근본적인 해결 방안으로, 김영삼대통령은 젊은이들에게 자유민주주
의가 낡은 사회주의나 공산주의보다 우월하다는 것을 보여줄 수 있는 이념

Deplorably enough, the government, the school authorities and the
political parties have also declined to face squarely a perennial student
problem that has been worsened by the expansion of student networks
and the sharpening of their ideological armament. No one has wanted to
get into trouble by tackling the militant students, and a blind eye has
been turned to the problem.
통탄스럽게도, 정부, 학교당국, 정당들 또한 연중행사로 벌어졌던 학생 소
요 문제가 전국의 학생조직으로 번지고 이념 무장의 강화로 악화될 때까지
정면으로 대응하지 못했었다. 아무도 운동권학생 문제를 건드려 곤란에 빠
지지 않으려 하면서, 이 문제를 외면해 왔던 것이다.

There is no reason for the ruling New Korea Party to defend the
government failure to nip the radical student activities in the bud. On
the other hand, it is a mistake for the main opposition National Congress
for New Politics to still regard the motives of the student movement as
righteous, even if it disagrees with its methods.

activist students' goals, identical with those of communist North Korea,
of toppling the South Korean government and establishing a

Kim's Stance Against Hanchongnyon : 한총련에 대한 김대통령의 대응
President Kim Young-sam has made some unusually critical
statements about militant pro-Pyongyang student activism, equating
the recent violent student demonstrations at Yonsei University to an
urban guerrilla operation. This position of Kim's is expected to mark a
turning point in the government's handling of the radical student
movement, mainly under the control of the hard-line Hanchongnyon or
Korean Federation of University Student Councils.
김영삼대통령은, 최근의 폭력적인 연세대 시위 사태를 도시 게릴라 작전
이라고 부르면서, 친 북한 과격 운동권학생들에 대하여 이례적으로 비난 성
명을 발표하였다. 이러한 김대통령의 입장 표명은, 강경 노선인 한총련, 즉
한국 대학생 총연합의 주도하에 있는 과격 학생운동을 대하는 정부의 태도
가 전환점을 맞이한 것으로 볼 수 있다.

During the nine-day standoff, thousands of radical students and even
a larger number of riot police fought each other, exchanging volleys of
tear gas, petrol bombs and stones, and blows with steel pipes and
billy clubs. Hundreds on both sides were injured and in the aftermath,
a riot policeman died of the head injury he received from a rock thrown
by a student.

It has always been the practice after violent student demonstrations
that the authorities release the majority of students, despite the repeated
pledges the sources of student unrest will be rooted out. As a result,
hard-line students have been emboldened to think lightly of or even to
ridicule government power.
지금까지 격렬한 학생데모후에는, 학생 소요의 근원을 뿌리 뽑아야 한다
는 반복된 다짐에도 불구하고, 당국자들이 대부분의 검거된 학생들을 풀어

The anti-establishment student movement has been nurtured in
fertile soil, while faculty members remain passive or accept the
demands of student leaders, who have the power to sway school
administrations. Ironically, activist student leaders are given various
benefits from school authorities and student councils are also granted
subsidies or allowed to exclusively operate vending machines and
shops _ allegedly in return for their connivance at school administration
irregularities.

This unsavory phenomenon awakens us to the need for the
establishment of a firm state policy toward student activism beyond
punishing delinquent students and providing them with proper
educational and social guidance. Once a policy based on a national
consensus is laid down, it must be followed until it reaps tangible
results satisfying the people.
이런 바람직하지 못한 현상을 보면서, 우리는 운동권학생들을 처벌하는
것만이 능사가 아니라 이들에게 적절한 교육적 사회적인 계도를 제공하여야
하며, 학생운동에 대한 확고한 정부의 방침이 수립되어야 할 필요를 느끼
게 된다. 국민적인 공감대를 통한 정부의 방침이 결정되면, 정부는 국민들을
만족시킬 가시적인 결실이 나타날 때까지 이를 일관되게 지켜야 할 것이다.
