The primary aims of government should be three : security, justice, and
conservation. These are things of the utmost importance to human
happiness, and they are things that only government can bring about. At
the same time, no one of them is absolute ; each may, in some
circumstances, have to be sacrificed in some degree for the sake of a
greater degree of some other good. I shall say something about each in
turn.
정부의 우선적인 목적은 세 개이어야 한다. 다시 말해 안정, 정의,
보존이다. 이것은 인간의 행복에 있어서 최대로 중요한 것이며, 정부에서만
해낼수 있는 것이다. 이와 동시에 그것은 어떤 것도 절대적인 것은 아니다. 이
세 가지는 각각 어떤 상황 안에서 보다 큰 다른 이익을 위해 어느 정도
희생되어야 한다. 나는 차례대로 각각에 대해 이야기하고자 한다.
