civil wars and military dictatorships, over the past few decades and
are building solid national economies after coping with large foreign
debts and high inflation in the 1980s.

The trade deficit is expected to hit an all-time high of $20 billion at the
end of the year, nearly three times the earlier-projected $7 billion.
Foreign debts are also expected to hit $100 billion by the year's end.

The latest United Nations statistics are alarming: the external debt of developing countries has risen to $1.3 trillion, and while the annual per capita income in industrialized countries is $18,000, the figure is barely $800 in low-and-middle-income nations.

A cut in exports is about the last thing that the Korean economy, already
groaning under a heavy load of foreign debt, can afford.
수출의 감소는 아마 한국경제가 (한국경제는 이미 무거운 외채 부담

고외채빈곤국지원방안(HIPC.highly indebted countries initative):IMF와
세계은행이 공동 주도하는 개도국 외채부담 축소노력 으로 IMF가 정한
요건을 충족하는 경우 외채를 최대 80%까지 탕감해 주는 제도.
이 경우 그동안 저금리와 경기확장세로 드러나지 않았던 기업부채, 이탈리아 재정적자, 신흥국 외채 등의 취약성이 부각될 것이라고 지적했다.

An IMF delegation has been in Moscow since Monday to check on Russia's
economic growth,implementation of strict fiscal policies and collection
of tax revenues. The government's failure to collect taxes is a
significant reason behind its difficulty in paying back foreign loans.
