(2) 육영공원은 미국에 건너갔던 최초의 외교사절들이 본국에 돌아와서 그 설립을 건의한 결과 1886년에 세워진 학교로, 본래는 서양의 학문을 한국에 도입하는데 목적이 있었다. 그런데 영어교육이란 관점에서 특기할 만한 것은 모든 과목을 영어로 가리켰다는 사실이다.
