The ruling New Korea Party is planning the revision of a law on
the Agency for National Security Planning (NSP) to make the
intelligence agency more powerful.
신한국당은 안기부의 권한을 강화하는 안기부법 개정을 추진하고 있
다.
Under the revision, the NSP would have the right to investigate
organizations or individuals supporting the North Korean regime.
이 개정법안에 따르면, 안기부는 북한체제에 동조하는 기관 및 개인
을 수사할 수 있는 권한이 주어지게 된다.
The agency would also be empowered to investigate the
publication of books or leaflets in favor of North Korea.
개정법안에 의하면 안기부는 북한 찬양 서적 및 유인물 출판에 대한
수사 권한도 부여받게 된다.
Those who fail to report North Korean spies or pro-North Korean
elements to relevant authorities would be subject to an
investigation by the intelligence agency.
또한, 북한 간첩이나 북한 동조자들을 관련 기관에 신고하지 않은 사
람도 안기부의 수사 대상이 된다.
Those investigative rights were abolished when the ruling and
opposition parties passed a revision bill on the NSP through the
National Assembly in December 1993.
안기부의 이같은 수사권은 지난 93년 12월 국회를 통해 여야 합의로
통과된 개정법안에서 폐지된 바 있다.
As part of its political reform efforts, the rival parties
curtailed the power of the NSP, which had been accused of
intervening in domestic politics.
정치 개혁 노력의 일환으로, 여야 각당은 내정에 간섭하고 있다는 비
난을 받고 있던 안기부의 권한을 축소시켰다.
The current law limits the agency's investigation to cases of
espionage, the incitement of rebellions and the formation of
anti-state organizations.
현행법에는 안기부의 수사권을 간첩의 첩보활동 수사, 반란 선동 그
리고 반국가 단체 조직의 수사로 제한하고 있다.
The ruling party said that the NSP's ability to catch spies is
weakening because its investigations are restricted.
신한국당은 안기부의 간첩 체포 능력이 수사권 제한으로 인해 위축되
고 있다고 밝혔다.
The ruling party's plan to revise the law came after a captured
North Korean spy recently told NSP investigators that up to
several hundred North Korean agents are operating in South
Korea.
신한국당의 이같은 법개정 방안은 최근 체포된 북한 간첩이 안기부
요원에게 '수백명의 북한 요원들이 남한에서 암약하고 있다'고 밝힌
후부터 추진되었다.
A secretary to party leader Kim Jong-pil said it may be
inevitable that the NSP's rights to investigate will be expanded
until North Korea shows a change in its policy toward South
Korea.
자민련 김종필 총재의 한 보좌관은 '북한이 대남 정책 전환을 가시화
하기 전 까지는 안기부의 수사권 확대는 불가피 할 것'이라고 말했다.
On top of the list stand the nation's planned entry into the
Organization for Economic Cooperation and Development (OECD), a
plan to make the top intelligence agency more powerful and
proposed budget increases for pro-government organizations, all
of which are opposed by the opposition camp.
OECD가입안, 안기부 권한 강화안,관변단체 지원예산 확충안등이 정부
가 제출할 대표적 법안이며 야당측은 이 법안들 모두에 반대한다는
입장이다.
The Agency for National Security Planning, the Defense Ministry
and other related government agencies are currently responsible
for managing North Korean defectors.
