실명제

Lawmakers of ruling and opposition parties argued over how the
mandatory use of real names in financial dealings has affected
the nation's economy. Their arguments, in general, were in line
with the views held by their respective parties.
여야 각당 의원들은 실명제가 국가 경제에 끼친 영향에 대해 설전을
벌였다. 의원들의 주장은 대체로 자당(自黨)의 입장을 대변하고 있다.

Lawmakers of the ruling New Korea Party concluded that the
financial system has contributed to deactivating the underground
economy, while stressing the need for follow-up measures to
minimize side effects.
신한국당 의원들은 실명제가 지하경제를 무력화시키는데 기여하기는
했으나 그 부작용을 최소화할 수 있는 후속대책 마련이 시급하다는 입
장을 나타냈다.

Opposition lawmakers were split in evaluating the impact of the
real-name system.
야당은 실명제 평가에 있어 입장차이를 드러내고 있다.

Lawmakers of the National Congress for New Politics (NCNP) and
the Democratic Party (DP) generally agreed that the introduction
of the real-name accounts is one of the achievements of the Kim
Young-sam government but urged the government to take stronger
measures to prevent violations.
국민회의와 민주당 의원들은 실명제 도입이 김영삼 대통령의 업적이
었다는 점에 대해 대체로 일치된 입장을 나타내면서 실명제 위반을 막
기 위해서는 정부의 더욱 강력한 대책 마련이 필요하다고 역설하고 있
다.

``Despite the implementation of the real-name transaction
system, the size of the underground economy amounts to 30
trillion won. That betrays the fact that the real-name system is
nothing but a paper tiger,'' said Rep. Kim Hong-shin of the DP.
Rep. Kim suggested the government immediately implement a
currency reform to prevent the real-name system from ending in
failure.
민주당 김홍신의원은 "실명제 실시에도 불구하고 지하경제 규모는 30
조원에 이르고 있으며 이는 실명제가 종이호랑이에 불과하다는 증거"
라고 주장하고 "정부는 실명제가 실패로 끝나기 전에 화폐개혁을 즉각
실시하라"고 촉구했다.

Unlike the two opposition parties, the conservative opposition
United Liberal Democrats (ULD) pinpointed the real-name system as
one of those factors aggravating the nation's current economic
difficulties.
국민회의-민주당과는 달리 자민련 측은, 실명제가 경제 악화를 부채
질한 여러 요인들 중의 하나라고 지적하고 있다.

올해 상반기 금융사고 건수를 보면 실명제 위반과 사기 등으로 총 7건의 금융사고가 발생한 우리은행이 가장 많았다.
