Hiring of Councilors' Aides : 시의원 보좌관 채용
The Seoul municipal council's decision to employ assistants for each
of its 147 members is illegal and unreasonable. The councilors must now
revoke the measure they passed in a unanimous vote before its
implementation.
147명의 시의원 전원을 위해 보좌관을 채용하기로 한 서울시 의회의 결정
은 불법이고 어불성설이다. 시의원들은 시행에 앞서 전원 찬성으로 통과시
킨 그 조치를 이제 취소해야 한다.

We cannot understand how the council could have acted in this way.
In the first place, the employment of councilors' assistants using the
municipal budget to pay them runs counter to the Local Autonomy Law
that defines the status of council member as being an honorary
position without remuneration.
우리는 서울시 의회가 어떻게 이런 식으로 처신할 수 있었는지 이해할 수
가 없다. 무엇보다 먼저, 서울시 예산으로 시의원 유급 보좌관을 두는 것은
시의원은 무보수 명예직이라고 규정한 지방자치법에 위배된다

Accordingly, if the council seeks to finance its members' consultants,
the autonomy law itself needs to be amended, as the council's articles
and rules cannot take precedence over the mother law.
따라서, 시의회가 시의원 보좌관을 쓰겠다고 한다면, 시의회의 조례와 규
칙이 상위 법을 초월할 수 없으므로 지방자치법이 개정되어야 한다.

Even now, there is little change in the attitude of Seoulites toward
their community representatives. The councilors should keep in mind that
public dissatisfaction is rather on the rise in view of frequent reports of
their spending hard-earned funds from the city coffer on luxurious
overseas junkets.
지금도, 시민들의 대표를 대하는 서울 시민들의 태도에는 거의 변화가 없
다. 시의원들은 자신들의 호화 해외 관비 여행에 어렵게 벌어 만든 시 재정
을 축내고 있다는 계속되는 보도에서 시민들의 불만이 야기되고 있다는 사
실을 명심해야 한다.

Following the completion of candidate registrations with the
election management committees nationwide, hopefuls for the
June 4 local elections officially launched intensive
campaigns. With the heated electioneering climate, the
political parties have gone all out to support their
candidates running for mayor, provincial governor, local
administrator and councilor positions across the country.
전국 선거관리위원회에서 후보등록이 끝나고 오는 6월 4일 지방
선거 후보들은 공식적으로 본격적인 선거 운동에 들어갔다. 과열
선거 양상을 보이고 있는 가운데 각 정당들은 전국의 시장,
도지사, 지역 단체장 및 시의원 후보들에 대한 전폭적인 지원에
나섰다.
지방 선거에 대해 우리말 신문이라도 읽었던 분이라면, candidate
registrations는 후보 등록, election management committees 는
선거 관리 위원회, hopefuls는 candidates와 같은 후보, local
elections는 지방 선거, electioneering climate은 선거 운동
분위기, provincial governor는 도지사, local administrator는
기초 단체장, councilor는 시의원 이라는 걸 감잡을 수 있을
겁니다.

"If you don't have a police force that can handle an emergency situation
rationally, then you have a serious problem," said City
Councilwoman-elect Judy Nicastro, who was tear-gassed along with
demonstrators and residents of the Capitol Hill neighborhood at the
height of a police crackdown last Wednesday.
주디 니카스트로 시의원는 "위급상황시 이를 적절하게 해결할 경찰력이 없다는
사실은 매우 심각한 문제를 야기할 것"이라고 말했다. 그녀도 경찰 진압이
최고조에 이르렀을 때 시위자들과 캐피탈 힐(Capital Hill) 지역주민들과 마
찬가지로 경찰이 사용한 최루가스로 불편을 겪었다.

City Councilman Richard McIver, who is black, said he was pulled from his
car by police on his way to a WTO reception and had his arms put behind
his back before being ordered to leave the area. He said that occurred
even after he had identified himself and given officers his gold-crested
council business card.
흑인인 리차드 맥이버 시의원은 WTO 환영회장으로 가는 도중 경찰이 자기를
끌어내 떠나라고 말하기도 전에 팔을 뒤로 묶었다고 말했다. 그는 심지어
자기가 누구인 지 밝히고 금빛 시의원 명함을 제시했는데도 이같은 일을
당했다고 말했다.
The local chapter of the National Association for the Advancement of
Colored People demanded an investigation of police conduct.
전국 유색인종연합회의 시애틀 지회는 이같은 경찰의 행위에 대한 철저한 조
사를 요구했다.
Stamper should resign, said Nicastro, who does not join the council until
January.
니카스트로 시의원은 스탬퍼 경찰서장의 사임을 주장하며 오는 1월까지
시의회에 참석하지 않기로 했다.
