In recent years our government has started to respond to civic groups'
calls for an expansion in non-smoking areas. But much more remains to
be done to protect people from the great poison and this will be possible
only by discouraging smokers more effectively.

Social change for the better happens when groups of citizens try to bring
it about. Today, such groups can take on many tasks once performed by
governments. These so-called non-governmental organizations deliver
social services. They are active in various areas from law to medicine.
They watch and influence what governments do at home or abroad. What is
more, they often work better than governments. This is because they are
able to use people from all walks of life.
시민단체가 바람직한 사회변화를 야기하기 위해 노력하면, 긍정적
사회변화가 일어난다. 오늘날, 그런 단체들이 한때 정부가 행했던 많은 일을
떠맡을 수 있다. 소위 이런 비정부 조직들이 사회봉사 활동을 한다. 그들은
법률에서 의료에 이르기까지 다양한 분야에서 활동하고 있다. 그들은 정부가
국내외에서 하는 일을 감시하고 영향력을 행사한다. 게다가, 그들은 흔히
정부보다 일을 더 잘 수행한다. 그 이유는 그들은 모든 분야의 사람을 이용할
수 있기 때문이다.
