Sexual harassment or violence is an ever-present issue in Korean
society and elsewhere in the world. But a recent series of rape cases
involving teenagers have been grave enough to attract our special concern.

ILO Survey Reveals Extent of Violence at Work
ILO 조사 결과 직장내 폭력 정도 드러나
GENEVA (AFP) _ France, Argentina, Romania, Canada and England
have the highest reported rates of assault and sexual
harassment in the workplace, the International Labor
Organization (ILO) said Monday.
While violence in the workplace is a universal phenomenon,
certain jobs carry a higher risk, the ILO report says.

영국이 직장내 폭행과 성희롱 보고가 가장 많다고 국제노동기구
ILO가 월요일 전했다.
직장내 폭력은 보편적인 현상이지만 특정 직업에 더 높은 위험이
따른다고 ILO보고서는 밝혔다.
They also used statistics from the International Crime
(Victim) Survey.
Statistics showed French staff where the most frequent
victims of violence at work, with 11.2 percent of men and 8.9
percent of women saying they had faced violence of some kind
in 1996. Almost 20 percent of women said they had faced
sexual harassment.
또 국제범죄조사의 통계 자료도 이용했다.
통계에 따르면 직장내 폭력의 가장 큰 피해를 입고 있는 프랑스
직원의 경우 96년 남자 11.2%와 여자 8.9%가 어떠한 종류로든
폭력을 접했다고 한다. 여성의 거의 20%는 성희롱을 당했다고
말했다.
Other worst-hit countries were Argentina where six percent of
men and 12 percent of women were victims of violence and 16.6
percent of women sexually harassed, Romania (8.7 percent, 4.1
percent and 10.8 percent) and Canada (3.9 percent, five
percent and 9.7 percent).
In England and Wales 3.2 percent of men were victims, 6.3
percent of women and 8.6 percent of women faced sexual
harassment. Figures for the United States were one percent
for men, 4.2 percent for women and 5.3 percent of women
sexually harassed.

영국과 웨일즈에서는 남자의 3.2%, 여자의 6.3%가 폭력의 피해를
입었고 8.6%의 여성이 성희롱을 겪었다. 미국 수치는 남자가 1%,
여자가 4.2%, 그리고 성희롱을 당한 여자는 5.3%로 나타났다.
A 1996 study by the European Union among workers in its 15
member states found that four percent of employees, some six
million people, had suffered physical violence at work during
the previous year.
It also found three million people suffered sexual harassment
and 12 million were victims of intimidation and bullying.
유럽연합이 15개 회원국 근로자들을 대상으로 실시한 96년
조사에서는 피고용인 4%에 달하는 6백만여명이 그 전해 직장에서
신체적 폭력을 입은 것으로 나타났다.
이 연구에서는 또 3백만명이 성희롱을 당했고 천2백만명이 위협과
협박에 시달렸던 것으로 나타났다.
상대방이 농담으로 했어도 수치심을 느끼면 성희롱이고 아니면 괜찮다는 얘기인데 '얼굴이 유일한 채용기준'이라는 원장 말이 여직원들에게 칭찬으로 들렸던 모양이다.
In other words, it is sexual harassment if they feel ashamed of what the other person said jokingly and it is okay if they don't feel ashamed; and it seems that the director's remark that "face is the only employment standard" sounded like a compliment to female employees.
