Security have been built into the economy to help avert severe business
declines.

Before Social Security existed, Americans worried that they would not be able to support themselves if they lost their jobs.
A worker who lost his job could turn to local groups that provided charity or relief, but many Americans were ashamed to ask for help.
Then in 1935 Congress passed the Social Security Act.
This law said that almost all workers had to pay a small part of their income to a special government fund.
Then if the worker lost his job, the government would pay him money out of the fund.
Now Americans knew that if they lost their jobs, they would still be able to survive.
And they were not ashamed to take Social Security because they knew that they had already worked to earn it.
