Pundits point to general disenchantment of young students with the
way politics is going on and about in this country with the continuing
corruption in high places and the current administration's failure in its
professed task of reforms, in establishing political, legal and economic
justice. There are also debates that the authorities overreacted to
Hanchongnyon's annual``Unification Festival,'' causing students to resort
to the worst conceivable pattern of violence.

Viewed against this *backdrop, the general public is solidly
behind the government's initiatives last Friday for an
ongoing drive to establish a sound discipline and work morale
of our public employees and to radically weed out deep-rooted
corruption. Also appropriate is the government's decision
that the cleanup drive will not be *confined just to the
public sectors, but it will cover overall sectors of our
society.
이러한 배경에서 일반국민은 공무원들의 근무 기강과 건전한
규율을 확립하고 뿌리깊은 부정부패의 싹을 잘라내기 위해 지난
금요일 정부가 주도적으로 진행하고 있는 운동을 강하게 지지하고
있다. 정화운동이 공공분야에 국한되지 않고 사회 전 분야를
망라할 것이라는 정부의 결정 또한 적절한 것이다.
Resistance in particular from the vested interests may well
be felt overwhelming and pervasive as to frustrate us. For
that reason, the government's *crackdown measures alone can
not assure the success of our anti-corruption drive unless it
succeeds in enlisting the full participation of the general
public. Nor will any institutional attempt to remedy social
ills fully promise the eradication of social corruptions.
Viable solutions may be to address the cultural factors
contributing to the fostering of those corruptions.
기득권에서의 엄청난 저항이 우리를 좌절시키기 위해 왜곡된
것처럼 느껴질 수 있다. 이런 이유로 일반 국민이 전적으로
참여하도록 유도하는데 성공하지 못한다면 정부의 강경
조처만으론 부정방지 운동의 성공을 보장할 수 없다. 사회악의
완전한 치유를 위한 기관 차원에서의 노력이 사회부패의 근절을
약속해주진 못한다. 실효성 있는 해결법은 그러한 부정부패의
양성에 기여하는 문화적인 요소에 접근하는 것일지도 모른다.
Yet, the difficult synthesis must somehow be reached between
the demands of individual rights and the requirements of
community. In a liberal democracy, it is most essential that
any collective efforts of the society must not be felt
forcibly or in a coercive way. To meet this requirement, the
government must do its utmost effort to *elicit voluntary
participation of citizens in the resolute and yet
unprecedented scale of the anti-corruption drive. A wise
*synchronization to orchestrate individual self-change and
social reform is the key to the success of the cleanup drive.

그러나 개인권리의 욕구와 공동체의 필요 조건간에 다소 어려운
통합이 이루어져야만 한다. 자유 민주주의에서 가장 필수적인
것은 그 사회의 어떤 집단적 노력도 강제 혹은 위압적인 방법에
의한 것으로 느껴지면 안 된다는 점이다. 이 조건을
충족시키려면, 정부는 이 단호하지만 전례 없는 규모의 부정부패
방지운동에 시민의 자발적인 참여를 유도하기 위해 최선의 노력을
기울여야 한다. 개인의 자기 변화와 사회 개혁을 조화시키는
현명한 조치가 사회정화운동을 성공으로 이끄는 열쇠인 것이다.
