이것이 바로 규칙이고 법규고 그런거 아닙니까?

Go to any vacant lot and look around.
Under the “no dumping” signs you will find old tires, rusting sinks, junked refrigerators, and other trash.
There are also laws about the care of dogs, but some dog-owners seem to be ignorant of them.
