In order to earn a graduate degree from many of our universities, a candidate
is frequently required to prepare a dissertation on some scholarly subject.
A candidate whose dissertation satisfies the examiners will be awarded the degree of doctor's.

Statistics reveal that there are currently more than 200,000 unemployed young workers who have marketable skills.
통계에 의하면, 현재 시장성이 있는 기술을 가진 젊은 실업자들이 20000명 이상이 된다고 한다.
What is worse, the job market is flooded with a great number of highly educated masters degree and Ph.D. holders.
설상가상으로, 직업시장은 많은 고학력의 석사와 박사학위 소지자들로 넘쳐나고 있다.
For example, in one case there were 10,000 applicants for 100 positions at a large company, of whom 1,200 applicants had a masters degree, 30 a doctors degrees, and 70 who are foreign university graduates.
예를 들며, 한 경우, 하나의 큰 회사의 100개의 일자리를 위해 10000명의 지원자가 있었는데, 그 중 1200명의 지원자들이 석사학위를 가지고 있으며, 70명이 외국 대학 졸업자들이다.
The problem is that companies try to avoid recruiting such highly educated personnel because the level of education is not necessarily a crucial factor in recruiting new comers.

Let's take a closer look at the reality of the supply and demand of Ph.D. holders in the near future in Korea.
가까운 한국 미래에 있어 박사학위 소지자들의 수요와 공급의 현실을 좀 더 가까이 들여다보자.
In the field of social science there will be an oversupply of nearly 5,000 Ph.D. holders; in science, where there will be a relative increase of supply, more than 10,000 Ph.D. holders will flood the recruitment market during the next 5 years.
사회과학의 분야에서, 거의 5000명의 박사학위 소지자들의 과잉공급이 있을 것이다: 과학에서는 상대적으로 공급이 증가될 것인데, 10000명 이상의 박사학위 소지자들이 향후 5년 간의 채용시장을 넘쳐날 것이다.
To make matters worse, most universities prefer candidates for employment with a Ph.D. from a foreign university; as a result, the recruitment rate of those holding a Ph.D. from an American university is 80 percent greater than those with a Ph.D. obtained from a Korean university.

Such being the case, it is not exaggerating to say that the number of applicants for the doctoral degree is on the decrease in Korea.

Seoul National University recently decided to cut down its quota of entering students for Ph.D. courses,

which is in contrast to its recent trend of increasing the quota of graduate students in order to focus on the transition from an undergraduate -centered to graduate-centered university.

The average enrolment rate of all departments for post-graduate courses is 65 percent at Seoul National University, and at 50 to 80 percent at all the other universities.
대학원 이후 과정을 위한 모든 학과의 평균 입학률은 서울대학에서는 65%이고, 다른 모든 대학들에서는 50-80%이다.
What is needed to alleviate the seriousness of the unemployment phenomenon of highly educated personnel?
고학력자들의 실업현상의 심각함을 경감시키기 위해 무엇이 필요한가?
First and foremost we must reform the basic system of postgraduate courses of universities and improve the job market situation to give birth to a stronger international competitiveness of Korea.

It goes without saying that the government has to play a decisive role to improve the situation for Ph.D. holders of domestic universities who are often barred from being hired at Korean universities and companies.
