KDI보고서에도 "대형가맹점에 대한 리베이트로 인해 중소형 가맹점은 실질적으로 부당하게 높은 수수료를 지불하게 되고, 이 중 일부분은 대형가맹점으로 귀속되는 '교차보조'가 발생된다"고 지적했다.

지금까지 건강보험 항목에 포함된 의약품은 리베이트 등으로 제재를 받거나 생산·청구실적이 없을 때만 목록에서 삭제해왔다.

Rebates

Similar to discounts, rebates are reductions in the gross price that a buyer is charged for goods.
Unlike discounts, rebates do not result in a reduction in the remittance from the buyer to the
seller for the particular merchandise with which the rebate is associated. Rather, a rebate is a
refund of monies paid, a credit against monies due on future purchases, or the conveyance of
some other item of value by the seller to the buyer after the buyer has paid for the merchandise.
When the seller establishes the terms and conditions under which the rebate will be granted at or
before the time of sale, the Department reduces the gross selling price by the amount of the

할인과 비슷한 것으로서, 리베이트는 구매자가 상품에 대해서 부담하는
총가격에서 차감되는 것이다. 할인과 비슷하지 않은 점으로, 리베이트는
동 리베이트와 관련된 거래에 대해서 구매자가 판매자에게 송금하는
금액에서 차감되는 것은 아니다. 리베이트는 이미 지급된 금액의 반환,
외상매출금의 감소 또는 구매자가 구매대금을 판매자에게 지급한 이후에
판매자가 구매자에게 금전적 가치가 있는 것을 주는 것을 의미한다. 판매
자가 판매시점 또는 판매이전에 리베이트가 지급될 조건 등을 설정하는
경우 상무부는 총 판매가격에서 리베이트 금액만큼 차감하게 된다.
