A type of artificial sand might be able to slow down beach from washing off.
Strangely, this new kind of sand is made by grinding glass.
You might think that walking barefoot on ground glass would be painful.

Language has two primary purposes, expression and communication.

Right after the news on the riot that just began to sweep the
Southern part of the country, many people rushed to the
nearby markets to stack up on daily necessitites.
남부 지역에 폭동이 일어났다는 소식이 전해지자 마자 많은
사람들이 근처 시장으로 몰려가 생필품 사재기를 했다.
해석을 보셔서 알 수 있겠지만 본문에서 쓰인 stack up on ~은
'~을 사재기 하다'라는 의미로 사용됩니다.
일반적으로 stack 이라 하면 차곡차곡 쌓아 놓는 것을 말하는데
이 말 자체가 사재기를 의미하는 것은 아닙니다. 예를 들어 벽에
책이나 음반 등을 잔뜩 기대어 쌓아 놓고 있는 경우에 There is a
stack of books (or CDs) piledagainst the wall. 또는 There are
books stacked against the wall.과 같이 쓰는데 여기서 알 수
있듯이 어디에 무엇을 차곡차곡 쌓아 놓는 경우에는 stack
against 또는 stack up against와 같이 표현합니다.
이와 같은 기본적인 의미가 상품을 사재기할 때 물건을 미리 사
두고 이를 어딘가에 잔뜩 보관하고 있는 것과 동일한 행동을
가리키는 것이 되기 때문에사재기를 가리킬 때에도 응용되어
사용되고 있는 것입니다.
따라서 stack up on cigarettes은 담배를 많이 사 두는 것이고
마찬가지로stack up on ramyons은 지난 번 전쟁 가능성이
고조되었을 때 많은 주부들이 가게에 몰려가 라면을 못사서
안달을 했을 때 신문에 자주 등장했던 말이기도 합니다.
Stack과 비슷한 형태로 많이 사용되고 있는 것 가운데 stock이
있습니다. 물론 두 단어는 알파벳 'a'와 'o'가 차이 나고 서로
다른 의미로 사용되는 경우가 대부분입니다만 적어도 무언가를
잔뜩 가져다 놓고 쌓아 놓는다는 의미에서는 서로 호환되어
사용할 수 있는 말입니다.
따라서 stack up on ~이나 stock up on ~이나 같다고 할 수
있습니다. 따라서 The company stacked up on semi-conductor
chips라 하나 Thecompany stocked up on semi-conductor chips라
하나 같은 의미로 사용되고 있는 것입니다.
Stack과 stock의 의미를 잘 살펴 보면 stack의 경우 쌓아
놓는다는 의미에서 출발하고 있는 것에 비해 stock은 사 놓은
물건의 재고를 가리키고 있다는 점에서 비록 의미가 일부
겹치기도 하지만 그 차이가 있다는 것을 알 수있습니다.
다시 말해 stack은 pile-up(쌓아 놓는 것)의 개념인데 비해
stock은 inventory(재고)를 가리키고 있다는 것을 아실 필요가
있는 것입니다. 구체적으로 비교를 해 보면:
I have many new home appliances in stock. (나에게는 가전제품
재고가 많이 있다.
I have stacked up many new home appliances in the storage.
(나는 창고에 가전제품을 많이 쌓아 두고 있다.)
위 두 문장을 보면 둘 다 궁극적으로 같은 것을 의미하고 있기는
하지만 설명의 접근 형태에서 다른 의도로 사용되고 있다는 것을
금방 아실 수 있을 것입니다.
Stock up on ~과 같이 stock을 동사로 쓴 경우 말고 명사로
사용된 예를 하나 보면 They have laid in a stock of wheat.
(그들은 밀을 사재기 해 두었다.)와 같이 lay in a stock of
~라는 표현도 사용할 수 있다는 것을 알 수 있습니다. 이말도
많이 사용되고 있는 표현 중의 하나이므로 잘 기억해 두시기
바랍니다.
사재기를 표현하는 다른 방법으로 corner와 hoard가 있습니다.
Corner가 명사로 사용되면 '매점'을 의미하며 '매점하다'는 make
a corner in ~ 또는 establish a corner in ~과 같이 됩니다.
물론 동사로 사용하면 그대로 corner wheat와 같이도 쓸 수
있으므로 두 가지 표현 방식 모두를 알아 두실 필요가 있습니다.
Hoard 역시 잔뜩 모아 놓는 것(amass, collect)을 의미하는
단어로서 hoard something up은 무언가를 몰래 많이 사 두는 것을
가리킬 때 쓸 수 있는 표현입니다. hoarder는 사재기 하는 사람,
hoarding은 사재기가 된다는 것은짐작으로도 쉽게 아실 수 있을
것입니다.
사재기의 원 뜻은 본인이 현재 적당하게 필요로 하는 것 이상으로
사두는 것 (store up beyond one's present or reasonable
need)입니다. 따라서hoarding oil이라 하면 필요한 양 이상의
기름을 미리 사 놓고 어딘가에 store up (저장)하든가 아니면
어딘가에 숨겨 놓는(stash away) 행위를 가리키는 말이 됩니다.
방금 설명에서 사용된 stash는 어딘가에 몰래 숨겨 놓는다는
의미로 자주 사용되는 표현으로서 몰래 숨겨놓은 물건을 stash
또는 stashed item이라 합니다.

Prior to July 1, 1996, a Deputy Assistant Secretary (DAS) for Investigations was
responsible for conducting the initial investigations and a DAS for Compliance
was responsible for administrative reviews. On July 1, 1996, IA was reorganized
and these two DAS groups were reconfigured to form three DAS groups. Under
this new structure, all offices work on investigations and administrative reviews.
The same team follows the case from the investigation through the annual review
process. Greater certainty ensures consistency in handling the various segments
of the same case and takes advantage of the experience gained by the team during
the course of a case.

Constructed Export Price Offset
-
When it is not possible to base normal value and export price (CEP or CEP) on sales at the same
level of trade, the law provides, subject to certain conditions, for an adjustment to normal value.
However, where the Department establishes different functions at the different levels of trade,
but the data available do not form an appropriate basis for determining a level of trade
adjustment, the law provides for a limited adjustment in the form of the "constructed export price
offset." This adjustment does not apply in export price comparisons, and the Department will
make the adjustment only when normal value is established at a level of trade more remote from
the factory than the level of trade of the constructed export price. The offset is a deduction from
normal value in the amount of indirect selling expenses incurred in the comparison market. The
amount of this deduction may not exceed (i.e., it is "capped" by) the amount of indirect selling
expenses deducted in calculating constructed export price. (Section 773(a)(7)(B) of the Act and
section 351.412(f) of the regulations; see also Level of Trade, Level of Trade Adjustment.)

Contemporaneous Sales
-
In investigations, the Department normally compares average export prices (or constructed
export prices) to average normal values. The averages normally are based on sales made over the
course of the period of investigation. In administrative reviews of existing antidumping orders,
on the other hand, the Department normally compares the export price (or constructed export
price) of an individual U.S. sale to an average normal value for a "contemporaneous month."

The preferred month is the month in which the particular U.S. sale was made. If, during the
preferred month, there are no sales in the comparison market of a foreign like product that is
identical to the subject merchandise, the Department will then employ a six-month window for
the selection of contemporaneous sales. For each U.S. sale, the Department will calculate an
average price for sales of identical merchandise in the most recent of the three months prior to
the month of the U.S. sale. If there are no such sales, the Department will use sales of identical
merchandise in the earlier of the two months following the month of the U.S. sale. If there are no
sales of identical merchandise in any of these months, the Department will apply the same
progression to sales of similar merchandise.

Date of Sale

Because the Department attempts to compare sales made at the same time, establishing the date
of sale is an important part of the dumping analysis. The Department normally uses the date of
invoice as recorded in the seller's records kept in the ordinary course of business. However, the
Department may use another date if it better reflects the date on which the material terms of the
sale were established. This is normal for long term contracts. In other words, the date of the
invoice is the presumptive date of sale, although this presumption may be rebutted. Where
invoices do not exist, the Department will examine the respondent's records to identify the
appropriate date of sale. (Section 351.401 of the regulations).

Level of Trade Adjustment

To the extent practicable, the Department calculates normal values based on sales at the same
level of trade. When the U.S. sale is an export price sale, the level of trade of the U.S. sale is that
of the starting price. When the U.S. sale is a constructed export price sale, the level of trade of
the U.S. sale is determined for the constructed export price, not the starting price. When the
Department is unable to find sales in the comparison market at that same level of trade as the
U.S. sale, the Department may adjust the normal value to account for differences in levels of
trade between the two markets.

The Department will make these adjustments only when there is a difference in the levels of trade
(i.e., there is a difference between the place of the customers in the marketing process, and actual
functions performed by the sellers and that difference affects price comparability. The
Department will measure the effect on price comparability by determining whether there is a
consistent pattern of price differences between sales at the different levels of trade in the
comparison market. The Department normally will calculate any adjustment for level of trade
based on the percentage difference between averages of the prices at the different levels of trade
in the comparison market, less any expenses adjusted for elsewhere in the normal value
calculation. (Sections 773(a)(1) and (7) of the Act.)

Similar Merchandise

For market economy cases, in deciding which sales of the foreign like product to compare to
sales of the subject merchandise, the Department first seeks to compare sales of identical
merchandise. If there are no sales of the identical foreign like product, the Department will
compare sales of the foreign like product similar to the subject merchandise. The similar foreign
like product is merchandise that is produced by the same manufacturer in the same country as the
subject merchandise, and which, in order of preference, is either (1) similar to the subject
merchandise in component materials, use, and value, or (2) similar in use to, and reasonably
comparable to, the subject merchandise. (Section 771 (16) of the Act.) See also Identical
Merchandise and Foreign Like Product.

Every effort is made to have the same analyst review the draft and subsequently filed
petition. However, when a different reviewer is involved, the new analyst should always
coordinate with the analyst who handled the draft in order to determine whether problem
areas have been corrected. If the analyst finds additional problems with the petition, these
should not be discussed with the petitioner until they have been reviewed internally and a
meeting has been held with the OD. This meeting should take place no later than seven
days after the petition is filed.
신청서 초안과 본 신청서의 검토는 동일한 분석관에 의하여 이루어 질

Sections 702(c)(4)(C) and 732(c)(4)(C) of the Act establish a special rule for determining
industry support if the petition is filed on behalf of a regional industry. In such situations,
we apply the same 50-and 25-percent domestic-industry-support requirements on the
basis of production in the alleged region. Thus, a petitioner need only show that domestic
producers or workers in the relevant region, as opposed to the entire United States,
support the petition (see Initiation of Antidumping Duty Investigation: Certain Steel
Concrete Reinforcing Bars from Turkey, 61 FR 15039 (April 4, 1996)).

The DOC is also required to make a like product determination as part of its analysis of a
petition. Section 771(10) of the Act defines a domestic like product as "a product that is
like, or in the absence of like, most similar in characteristics and uses with, the article
subject to an investigation." Thus, the reference point from which a like product analysis
begins is "the article subject to an investigation," i.e., the class or kind of merchandise to
be investigated, which normally will be the scope as defined by the petition. In Initiation
of Antidumping Duty Investigation: Collated Roofing Nails from the People's Republic
of China, 61 FR 67306 (December 20, 1996) (Nails from the PRC), the DOC found no
reason to find the petitioner's definition of the product "clearly inaccurate."

For an investigation, a second certificate, under the same procedures, should be made
following a final injury determination by the International Trade Commission (ITC).
This certification will include a more recent update of the files, including documents
related to any amended final determinations.

이 경우 과거에 계속적으로 구매해 온 동일한 제품공급자로부터 계속적으로
재주문하게 된다.
복수상표전략(multibrand strategy)
판매자가 동일한 제품범주내에서 둘 또는 그 이상의 상표를 개발하는 전략.
제품계열(product line)
유사한 기능을 수행하며 동일한 소비자집단에게 동일한 유형의 유통경로를
통해서 판매되거나, 일정한 가격범위 안에 드는 물리적 기술적 특성이나 용도가
비슷한 제품의 집단.

(e) Tubes and pipes
"관(管)"이란 전체 길이에 걸쳐 하나의 중공(中空)을 가지는 제품으로서 코일 모양인지에 상관없고 그 횡단면이 균일하며, 원형ㆍ타원형ㆍ직사각형(정사각형을 포함한다)ㆍ정삼각형ㆍ볼록정다각형 모양으로서 그 벽의 두께가 균일한 것을 말한다. 횡단면이 직사각형(정사각형을 포함한다)ㆍ정삼각형ㆍ볼록정다각형인 물품은 전체 길이를 통하여 모서리가 둥근 모양일수도 있는데, 횡단면의 내측과 외측이 동심(同心)이고 동일한 모양과 방향성을 가지고 있는 경우에는 관(管)으로 본다. 위와 같은 횡단면을 가진 관(管)들은 연마한 것, 도포한 것, 구부린 것, 나선가공한 것, 구멍을 뚫은 것, 웨이스트한(waisted) 것, 익스팬디드한(expanded) 것, 원추형으로 한 것, 플랜지(flange)·고리·링을 붙인 것도 있다.

URL의 발음 : "유알엘", "얼"로 발음함.
미국에선 "얼"이 조금 더 많이 쓰인다고 함.

URN : Uniform Resource Name. ("유알엔"으로 발음)
URL이 자원의 위치를 표시하나 변경이 잦아 이전 URL로는 찾을 수
없는 문제를 해결하기 위한 시도로 IETF에서 제기한 개념.
자원에 고유한 식별자를 부여함으로써 현재의 위치에 관계없이
동일한 URN으로 접근가능케 하는 의미.
URN은 아직 표준이 제안되고 있는 단계.

URL과 URN의 구별
URL이 자원의 주소(location)를 의미한다면 URN은 자원의 고유한 이름을
의미한다고 보면 됨. 자원이 없어져서 URL이 없더라도
URN은 이름으로서 자원을 지칭하는데 유효하다.
(책의 고유번호인 ISBN을 생각하면 좀더 쉽게 이해가 될 듯)

대부분의 미국사람들은 Y2K 문제를 흔히 일어나는 컴퓨터의 일시적인 장애
정도로 생각하고 잊어버렸다.
* Y2K 문제
컴퓨터가 년도 2000(혹은 2000년대)을 제대로 처리하지 못하여 생기는 문제.
Y2K는 Year의 Y, 2000을 의미하는 2K(2 Kilo:Kilo는 1000의 의미를 갖고 있음)에서
만들어진 신조어임.
- 문제발생의 유형
1) 년도를 마지막 두자리로 저장하여 생기는 문제
2000년이 되면 마지막 두자리는 00이 되는데 이를 1900으로 인식하여
발생. 예를 들어 신용카드 만기를 00/09로 저장하면 1999년 현재
만기가 지난 카드로 인식하게 되는 경우가 발생할 수 있다.
2) 년도출력함수의 잘못된 사용으로 생기는 문제
예를 들어 UNIX 시간관련함수의 활용에 있어 프로그램은 마지막 두자리를
출력하는 것을 목적으로 %02d를 출력포맷으로 하더라도 실제로는
세자리가 출력되는 경우가 생긴다. (시간함수가 1900년을 기준으로
계산하기 때문에 2000년에 대해서 100을 출력. 이때 자릿수는 무시됨)
이렇게 되면 00/01/01이 프로그램의 처리에 따라
100/01/01, 10/01/01, 100/01/0 .. 등으로 출력됨.
- 2038년에 발생할 수 있는 문제
UNIX 시간함수는 2038년중 저장한계에 도달, 2038년 어느 시점부터는
1970년 1월 1일과 동일한 결과값을 반환할 수 있어 유사한 년도처리오류가
발생할 수 있음.
