Seoul City Hall had reportedly had a plan to construct its new
headquarters there when the site is returned by the U.S. military. But
now with the cancellation of this plan and the decision to develop the
whole of the vast site as a park, the reaction of the 12 million residents

would be more large parks and wide green spaces in the capital city in
which they can walk, play and rest.
