Richard Fisher, deputy United States trade representative(USTR), on March
4, visited in sucession Commerce, Industry and Energy Minister Park Tae
Young, and Han Duk Soo, the head of trade and commerce at the Ministry of
Foreign Affairs and Trade.
리처드 피셔 미국 무역대표부 (USTR) 부대표는 4일 박태영 (朴泰榮) 산
업자원부장관과 한덕수 (韓悳洙) 외교통상부 통상교섭본부장을 잇따라 만
나 최근 한국산 철강의 대미수출 증가에 대해 강한 우려를 표명하고 대책
을 요구했다.
This is his second visit to Korea this year to express America's serious
concerns about the increase of Korean steel exportss to the United States. He
requested the Korean government to take firm measures.
올들어 두번째인 피셔 부대표의 이번 방한은 한국의 대미철강수출 증가
에 대한 미국 의회의 우려표명에 따라 갑자기 이뤄진 것이다.
He stated, "As this year Korea's steel exports to the United States are sharply
increasing, the matter of steel is fast becoming a serious political issue in the
United States."
He suggested that both South Korea and the U.S. try to mitigate the inevitable
protective moves of the U.S. Congress.
피셔 부대표는 이날 "올들어 한국의 대미철강수출이 증가한데 대해 업계
와 의회가 커다란 우려를 표명하고 있다" 면서 "철강문제가 미국내에서 심
각한 정치문제화되고 있는 만큼 양국이 정부차원에서 미국 의회의 보호주
의적 움직임을 완화해 나가자" 고 제안했다.
On this point, the Korean government decided to cooperate closely with the
U.S. at the governmental level in order to prevent the steel matter from
escalating into a full-scale trade war.
이에 대해 우리 정부는 올해 대미철강수출이 물량면에서 20% 가까이 줄
어들 것이란 점을 설명하면서 철강문제가 본격적인 통상마찰로 비화되지
않도록 정부차원에서 긴밀히 협조키로 했다.

Separate Rates

For nonmarket economy cases, the Department normally calculates one rate for all exporting
companies. However, if an exporter demonstrates that its export activities are independent of
government control, it can receive an individually calculated antidumping duty rate. This
separate rate is calculated using the U.S. price the exporter set and the inputs of the manufacturer
that supplied the goods to the exporter, valued in a surrogate country. All companies that do not
submit a response to the antidumping questionnaire or do not adequately establish that their
export activities are independent of government control are subject to the single economy-wide
rate.

비시장경제의 경우 상무부는 통상 모든 수출자에 대해서 단일의 덤핑
률을 산정한다. 그러나, 어떤 수출자가 수출활동에 있어서 정부통제를
받지 않는다는 것을 입증하는 경우에는 개별 덤핑률을 적용 받을 수
있다. 이 개별율은 동 수출자의 대미 수출가격과 제조업체의 생산요소에
비교대상국의 생산요소가격을 적용한 가격을 이용하여 산정한다. 질문서
에 대해 답변을 하지 않거나 수출활동이 정부의 통제를 받지 않고 있다
는 것을 입증하지 못하는 업체는 단일율을 적용 받게 된다.
