Korea has yet to ratify key International Labor Organization (ILO)
conventions regarding the basic rights of workers. The promoters of
the``Blue Round'' are drafting sanctions against countries where
guarantees of the rights to organize and engage in collective
bargaining, equal opportunity and a prohibition of forced labor and
child labor do not exist.
한국은 아직 근로자의 기본권에 관련된 주요 ILO규약을 비준하지 않고
있다. "블루 라운드"의 주창자들은 근로자의 단결권과 단체교섭권이 보장 안
돼는 나라, 균등한 고용 기회 보장이 안돼는 나라, 그리고 강제노동과 어린
이 노동이 금지가 보장되지 않는 나라에 대한 제재 방안을 강구하려 하고
있다.

제33조 ①근로자는 근로조건의 향상을 위하여 자주적인 단결권·단체교섭권 및 단체행동권을 가진다.
Article 33
(1) To enhance working conditions, workers shall have the right to independent association, collective bargaining and collective action.
②공무원인 근로자는 법률이 정하는 자에 한하여 단결권·단체교섭권 및 단체행동권을 가진다.
(2) Only those public officials who are designated by Act shall have the right to association, collective bargaining and collective action.
