Firm Measures For Labor's Return
노사문제 정면대응해야
The Korean Confederation of Trade Union(KCTU) has withdrawn from the
Tripartite Committee, comprised of labor, management and government
sectors.
The worry became a reality and even more concerning is that the other large
union organization, the Federation of Korean Trade Union (FKTU), is
preparing to back out this week, as well.
After only 13 months have expired since its creation, the Committee is in
danger of extinction. It will almost certainly cause additional instability in the
labor market.
민주노총의 노사정 (勞使政) 위원회 탈퇴로 우려하던 상황이 결국 현실로
나타나고 말았다.
한국노총도 26일 대의원대회를 열고 노사정위 조건부 탈퇴를 선언할
움직임이어서 노사정위는 출범 13개월만에 좌초 위기에 빠지고 대립과 갈등의
소모적인 노사관계가 재현될 가능성이 커졌다.
It is hard to maintain peaceful relations during circumstances of high
unemployment and a serious recession. The world, therefore, turned its eyes to
observe the workings of the unique committee. People expected difficulties but
some fruitful results, even though it did not actually have legally binding power.
사실 노사간의 평화란 어느 나라건 실업률이 급증하고 경기침체가 장기화되는
상황에선 유지가 어려운 법이다.
그런 면에서 한국이 노사정위를 만들고 드문 노사안정을, 그것도 환란 속에서
지켜 왔다는 점을 세계가 주목했던 것이다.
국민도 노사정위가 법적 구속력은 없으나 사회적 합의기구로서 합의정신을
존중해 좋은 역할을 해주길 기대해 왔다.
The Tripartite Committee should not be rendered helpless from resolving the
problem. The KCTU has got to recognize the nation is afraid that deviating
from painful restructuring and the agreements of the Tripartite Committee may
jeopardize economic recovery.
그렇다고 노사정 3자가 손을 놓아선 안된다.
우선 민주노총은 노사정합의의 틀을 벗어나온 데 대한 국민의 우려가 크다는 점을
인식해야 한다.
The government should make all-out efforts to resolve any disputed agreements
in the Tripartite Committee.
정부도 노사정합의의 나머지 미해결 부분에 대해 성실한 이행노력을 기울여야
한다.
Labor feels that it carries most of the burden of restructuring because of
government complicity in failed companies, so these kinds of measures will go
part way to appeasing labor. This is one way to get the KCTU to comeback to
the Tripartite Committe.
이것이 노동계의 이른바 '고통전담' 불만을 누그러뜨리고 민주노총 등을
노사정위로 복귀시키는 지름길도 될 것이다.
The Tripartie Committee, formed by representatives from labor, management
and government, is now facing the biggest obstacle in the 13 months since its
formation.
노사정위원회가 출범 13개월만에 최대의 좌초위기를 맞고 있다.
Labor's side is demanding the end of one-sided layoffs and restructuring. If this
is not done, it threatens to withdraw completely from the committee.
The government, however, is busy seducing labor with concessions while
management in the business sector is warning the government not to promise
anything that companies can not fulfill.
민주노총과 한국노총은 일방적인 구조조정과 정리해고 철회 등을 요구하며
이번주중 각기 노사정위 탈퇴를 공언하고 있고, 정부는 이를 막기 위한 노동계
달래기에만 안간힘을 쏟고 있다.
사용자측인 재계 또한 노사문제에 정치권이 개입하지 말 것을 주문하며 대응책
마련에 부산하다.
It is only natural that the three sectors oppose each other, but economic
misfortune awaits any disrupton of the committee.
노사정간에 어느 정도의 이해관계 대립은 불가피하다.
그렇다고 이로 인해 노사정위라는 사회적 협약의 전체 틀이 위협받는다면 우리
경제의 추락은 불을 보듯 훤하다.
It is quite accurate that the committee has not executed its original goals nor
lived up to its mandate, so there is a need to boost its authority and power to
form a true mediation organization.
노사정위가 실질적인 협약기구로서 제대로 기능을 해 오지 못했다는 점은 우리도
인정한다. 따라서 '들러리' 를 넘어선 노사정위의 위상 및 기능강화는 필요하다.
