some conversations of Kim that have been made public.
The ruling party's plan to revise the law came after a captured
North Korean spy recently told NSP investigators that up to
several hundred North Korean agents are operating in South
Korea.
신한국당의 이같은 법개정 방안은 최근 체포된 북한 간첩이 안기부
요원에게 '수백명의 북한 요원들이 남한에서 암약하고 있다'고 밝힌
후부터 추진되었다.
With an increasing number of North Koreans defecting to the
south, South Korean government agencies had worked on the bill
since February this year.
남한 귀순 탈북자들의 수가 증가함에 따라 정부는 올 2월부터 관련
법안 마련에 착수한 바 있다.
During the 1990-93 period, eight to 10 North Koreans defected to
the South a year. The number has increased fivefold in recent
years.
90~93년간 한해 평균 8~10명의 탈북자들이 남한으로 귀순해왔으며
최근 몇년동안 그 수는 다섯배나 늘어났다.
In addition, North Koreans residing overseas and wishing to
defect to South Korea are estimated to range from 400 to 1,200.
게다가, 남한으로의 귀순을 원하는 해외거주 북한인의 수는 4백~1천2
백여명에 이를 것으로 추산된다.
He said that the South Korean government is planning to protect
North Korean defectors for the first three years of resettlement
in the South.
관계자는 또 "탈북자들은 남한 정착후 3년동안 정부의 보호를 받게
될 것"이라고 말했다.
``We are looking for a place close to the urban area where North
Korean defectors can easily pick up our lifestyle, and remote
from Pyongyang for their safety,'' he said.

The bill would pose a problem as it would entitle North Korean
defectors to job training and other benefits only after they won
South Korean citizenship.
이번 법안은 탈북자들이 남한 시민권을 획득해야└ 직업훈련등의 혜
택을 받을 수 있다는 점에서도 문제점을 드러내고 있다.
This would exclude hundreds of North Korean loggers and other
refugees residing in China, who are waiting for a chance to
defect to the South.
이로인해 남한 귀순을 원하는 수백명의 북한 벌목공 및 중국 거주 망
명자들은 이번 법안 수혜(受惠) 대상에서 제외되기 때문이다.
The Defense Ministry told journalists what Lee has confessed to
investigators. As for their mission, Lee has told investigators
that they came to collect information on the Kangnung air base
and a large antenna on the East Coast, as well as on the civil
defense drill held on Sept. 15. Lee, who called himself as a
submarine crew member, said it was the first time he has
infiltrated into the South.

련, 9월15일의 민방위 훈련 상태 정찰 및 강릉비행장과 동해안의 안
테나 정찰을 위해서"라고 했으며 자신에 대해서는 "잠수함 승조원으로
서 남한에는 처음 내려왔다"고 진술했다고 밝혔다.
At a colonel-level Military Armistice Commission (MAC) meeting
held at the truce village of Panmunjom, the UNC side charged that
the infiltration to South Korea of a submarine and its 26 crew
members on the East Coast was ``a grave and intentional
provocation,'' the source said.
유엔사측은 판문점에서 열린 군사정전위원회 대령급회의에서 잠수함
과 26명의 승선 인원이 남한에 침투한 행위는 "중대하고도 국제적인
도발행위"라고 규탄했다고 이 소식통은 전했다.
^^Yet North Korea continues to hew to its anachronistic hard-line
strategy aimed at communizing South Korea by means of force. As a
result it has long refused to open channels of official contact with Seoul
as it sees these as useless in its attempts to achieve unification.
북한은 아직도 무력으로 남한을 적화시키려는 시대착오적인 강경 전략을
고수하고 있다. 그 결과로 북한은 자신들의 추구하는 통일을 달성하는데 무
익하다고 여기고 있는 한국 정부와의 공식적인 접촉 창구의 개설을 오랫동

South Korea is the only country which will extend substantial
assistance to the North on the basis of national sentiment, instead of
economic logic. As President Kim put it, ``North Korea's economic
problems can be resolved only through genuine consultation and
cooperation with the South. More than anyone else, it is we who have
the strong desire and the capability to assist North Korea.''
남한만이 경제 논리가 아닌 민족 정서를 바탕으로 북한에게 대량 지원을
베풀 수 있는 유일한 나라인 것이다. 김대통령이 지적한 대로, "북한의 경제
적 어려움은 오직 남한과의 순수한 자문과 협력에 의해서만 해결될 수 있는

The President also stressed that we do not pursue unification that
is ``imposed by one side on the other.'' The statement means that
Seoul does not want to see German-style unification take place here.
Along with the policy, Kim's emphasis on stability in the North will
ease Pyongyang's fears of being absorbed by the South.
김대통령은 또한, 한국이 "한쪽이 다른 쪽을 합병하는" 통일은 추구하지
않겠다고 강조하였다. 이 성명은 독일식 통일이 한반도에서 발생하는 것을
한국은 원하지 않고 있다는 뜻이다. 이런 정책과 함께, 김대통령이 강조한

^^The goals of Hanchongnyon's struggle are mostly patterned after those
the North Korean regime takes in its strategy to communize the South,
and the student body is seen to take direct orders from the North. As
our public security authorities have concluded, the pro-Pyongyang
student body is deliberately disrespectful of the South Korean
government, calling it a puppet regime and demanding the conclusion of
a peace treaty between the North and the United States, to the exclusion
of the South, in an overture that it says will end tension on the
peninsula.

All in all, the ongoing student move has drawn crucial attention to the
activist students' goals, identical with those of communist North Korea,
of toppling the South Korean government and establishing a
pro-Pyongyang one, and of achieving national unification through violent
or revolutionary means.
종합적으로, 현재 운동권 학생들이 주장하는 목표가, 남한 정부를 와해시
키고 친 북한 정부를 세워서, 폭력이나 혁명의 수단을 거쳐 민족 통일을 이
룬다는, 북한 공산주의의 주장과 동일하다는데 관심을 집중케 하고 있다.

What merits our particular attention is their agreement to
play their constructive role for the preservation of peace
and stability on the Korean peninsula, especially in view of
the recent infiltration of the North Korean armed spy
submarine deep into South Korean waters off the east coast
city of Sokcho. Also, their agreement to do their part to
help Asia's financial crisis should deserve our profound
appreciation.
우리가 특별히 주목해야 할 사항은 특히 최근 북한의 무장 간첩
잠수정이 속초 해안 남한영해에 침투했다는 점에서, 중국이
한반도의 평화와 안정을 수호하는데 건설적인 역할을 하겠다고
합의했다는 사실이다. 또한 아시아의 금융위기를 돕는데 한 몫
하겠다는 합의내용은 우리의 깊은 찬사를 받을 만하다.
