In his speech marking the 51st anniversary of Korea's liberation,
President Kim Young-sam clarified the three principles of the Seoul
government's policy on North Korea: South Korea wants North Korea to
remain stable, does not want the North to be isolated from the
international community, and will not pursue unification by absorbing
the North.
김영삼대통령은 제 51회 광복절 경축사에서, 한국 정부의 대북한 정책의
세 가지 원칙을 밝혔다; 한국은 북한이 안정을 지속하기를 바라며, 북한이
국제사회에서 고립되는 것을 원치 않으며, 북한의 흡수 통일을 추구하지 않
을 것이다.

Germany which triggered World War II was punished by the Allies
with a territorial division into east and west after the war. The two
Germanies were reunited six years ago as the Cold War ended in that
part of the world. Even Vietnam, which was divided later, has been
reunited but Korea remains divided. Only after the nation is reunified,
will we Koreans celebrate complete liberation.
제2차세계대전을 일으켰던 독일은 전후 전승국들에 의해 동서로 국토가
분단되는 징계를 당했었다. 동서독은 그 지역에 냉전이 종식되면서 6년전
통일되었다. 심지어 나중에 분단되었던 월남 역시 통일되었지만, 한국만 분
단된 상태로 남아 있다. 남북이 통일이 되고 난 뒤에야, 우리 한민족들은 완
전한 광복을 경축하게 될 것이다.

Undisputably, reunification is our first and most important task. In
this vein, Kim's National Liberation Day address is of vital
significance as he vowed to help the reclusive communist regime
overcome its hardships in a more practical and reasonable way than
before. His offer is aimed at encouraging the North to participate in
four-party talks involving the two Koreas, the United States and China
which were proposed by Kim and U.S. President Clinton last April to
establish a permanent peace regime on the peninsula.

런 맥락에서, 김대통령이 광복절 연설에서 폐쇄적인 북한의 공산 정권이 겪
