English literature of Korea must be regarded as of Korean Sciences because it has been taught to Korean Language at least for forty years. As it is a completely koreanized science like electro engineering politics and library science, I believe it is quite natural for korean scholars to write about it in korean language for the easy understanding of Korean people. Translation without interpretation of footnotes on it is likely to be hard to understand. So it is sometimes rather convenient to read the source language text in itself. As a result translation seems less useful. We cannot make the foreign words ours just by changing them into Korean.

7, 8월에는 해와 함께 떴다가 지기 때문에 7, 8월의
무더운 날을 dog days라 한다.
날씨가 몹시 더운 것을 우리는 가마솥에 넣고 `푹푹 찌는 것'에
비유하는데 영어는 불에 태우거나(scorch)
지글지글 볶는 것(sizzle)에 비유한다.

반대로 겨울의 몹시 추운 날씨를 freeze 또는 big chill 이라고 한다.
bundle up이란 말은 dress warmly와 같은 말로써 `옷을 두둑히 입다.'는 뜻.

though의 두 가지 뜻에 관하여....
* though라는 말이 입에서 자연스럽게 나오면 영어를 좀 하는
사람이라고 생각되는데 though가 문장 제일 앞에 오면
'비록....이지만'이란 관계 부사가 되지만 이것이 문장 끝에
와서 붙으면 단순한 부사가 되면서 '그러나'란 뜻이 된다.
예를 들면 I don't know why, but I don't like him.
I respect him for his intellect, though. 라고 하면
'왠지는 모르지만 난 그 녀석이 싫어, 그러나 그 놈 지성은 존경해'
정도의 뜻이 된다. 쉽게 말해서 but은 반드시 문장의 맨 앞에
가는 것이고 though는 문장의 맨 끝에 갔을 때 but와 같은 뜻을
가진다고 생각하면 된다. 그리고 though 또는 even though,
또는 although가 문장 맨 앞에 올 때는 '비록...이긴 하지만'
이라는 관계 부사가 된다.
I respect him for his intellect though I don't like him.
'비록 내가 그 녀석을 좋아하지는 않지만 난 그 놈의 지성을 존경한다'는
뜻이다. 여기서 though는 I respect...라는 문장과 I don't like...라는
문장을 연결시켜 하나의 긴 문장을 만드는 관계 부사이다.
retire에 관하여.......
* 원래 retire는 '은퇴하다' 는 뜻으로 많이 쓰나 그 외도
'잠자리에 든다'는 뜻도 있다. 예를 들면 기자 회견에서 기자가
어떤 저명한 정치인에게 When are you going to retire?라고
물었는데 대답이 At ten o'clock이라고 했다. 질문을 한 그
신문 기자는 '언제 은퇴할 생각이십니까?'란 뜻으로 질문을
했는데 '10시에'란 동문서답을 한 것이다. 이것은 retire의
'잠자리에 든다'란 뜻 때문에 농담삼아 질문에 답한걸로
생각하면 될 것이다. '잠자리에 든다'는 go to bed, go to sleep
그리고 속어로 hit the sack, hit the hay 또한 turn in 이란
다양한 말이 있다.
make up에 관하여.......
* 일반적으로 우리는 make up이라 하면 '화장을 하다'란 말로
많이 쓰는데 이외에도 '보충한다' 그리고 make it up to라 해서
'(누구에게) 화해 또는 사과하는 의미로 어떤 행동을 한다'는
뜻으로도 많이 쓴다. make up class라 하면 '보충강의' 즉 우리가
흔히 말하는 '보강'이라는 뜻이다. How can I make it up to you?라
하면 '어떻게 하면 당신 마음이 풀리지?'정도의 뜻이 된다.
또한 '구성한다'는 뜻으로도 쓰인다.

'일곱 사람이 위원회를 구성하고 있다'는 뜻이다.
'지어내다' '꾸며내다'는 뜻으로도 쓰인다.

중시하는 느낌인데, 서구적인 발상에서는 구체적인 세목이 있고
나서야 비로소 의논이 가능합니다. 한국적인 발상인 총론에 우선
찬성하고 그리고 나서 각론을 의논한다 라는 것은 조금 방식이
다릅니다. 서로간의 의견에 접근하기 위해서는 구체적으로

◆ Sport and Game
우리는 스포츠 경기로 이루어진 가장 큰 행사인 경기를 올림픽 게임이라 부릅니다.
그렇다면 Game과 Sport를 특별히 구분해서 사용하는 이유가 있을까요?
일반적으로 Sport라고 할 때는 육체적 능력을 기반으로 고도의 숙련된 기술을 요하는
활동을 말합니다. Sport는 전통적의미로는 아래의 보기와 같이 공을 이용한 실외운동을
말합니다. 물론 지금은 그 밖의 운동도 지칭하게 되었지만요.

Article 3 (Relation with Treaty, etc.)

Article 4 (Reciprocity)
Even though a treaty relating to judicial cooperation is not concluded, if
the country to which the foreign court entrusting the judicial cooperation
belongs, guarantees that it will comply with any entrustment of judicial
cooperation by the court of the Republic of Korea with respect to the same
or similar matters, this Act shall apply.
제7조 (번역문의 첨부) ①외국법원 기타 공무소에 대하여 사법공조를 촉탁하는
경우에는 그 외국의 공용어로 된 촉탁서 기타 관계서류의 번역문을 첨부하여야
한다. 다만, 그 외국의 공용어를 알 수 없는 경우에는 영어로 된 번역문을
첨부할 수 있다.
Article 7 (Appending of Translation)
(1) In a case where a judicial cooperation is entrusted to a court or a
public office of a foreign country, the translation of the written
entrustment and other related documents in the official language of the
foreign country shall be appended: Provided, That if such official language
of the foreign country is not known, it may be allowed to append a
translation in English.
②당사자는 수소법원에 제출하여야 할 외국으로의 촉탁관계서류에 번역문을
첨부하여야 한다.
(2) The party shall append a translation to the entrustment-related
documents to a foreign country, which are to be submitted to the court
which has accepted the lawsuit.
③송달받을 자가 외국인으로서 제5조제2항제2호의 규정에 의하여 그 외국의
승인에 따라 그 외국에 주재하는 대한민국의 대사·공사 또는 영사를 실시기관으로
하여송달을 촉탁하는 경우에 그 송달할 서류에 관하여는 제1항 및 제2항의
규정을준용한다.
(3) In a case where a person to whom the related documents are to be
served, is a foreigner, and he entrusts the ambassador, minister or consul
of the Republic of Korea in the foreign country, that he is deemed as an
implementing agency, with a service thereof with the approval of the
foreign country under 2 of Article 5 (2) 2, the provisions of paragraphs
(1) and (2) shall apply mutatis mutandis to such documents to be served.
④제1항 및 제3항의 규정에 의하여 번역문을 첨부함에 따른
번역비용은소송비용으로 한다.
(4) The expenses for translation incurred under paragraphs (1) and (3)
shall be part of the costs of the lawsuit.
제17조 (대법원규칙) 사법공조에 소요되는 비용의 지출, 상환 기타 이 법의
집행에 관하여 필요한 사항은 대법원규칙으로 정한다.
Article 17 (Supreme Court Regulations)
The disbursement and redemption of the expenses needed for judicial
cooperation, and other matters necessary for enforcing this Act, shall be
prescribed by the Supreme Court Regulations.
②환경권의 내용과 행사에 관하여는 법률로 정한다.
(2) Substance of the right to environment shall be determined by Act.
③모든 국민은 보건에 관하여 국가의 보호를 받는다.
(3) The health of all citizens shall be protected by the State.
제45조 국회의원은 국회에서 직무상 행한 발언과 표결에 관하여 국회외에서 책임을 지지 아니한다.
Article 45
No member of the National Assembly shall be held responsible outside the National Assembly for opinions officially expressed or for votes cast in the National Assembly.

제75조 대통령은 법률에서 구체적으로 범위를 정하여 위임받은 사항과 법률을 집행하기 위하여 필요한 사항에 관하여 대통령령을 발할 수 있다.
Article 75
The President may issue presidential decrees concerning matters delegated to him/her by Act with the scope specifically defined and also matters necessary to enforce Acts.
제76조 ①대통령은 내우·외환·천재·지변 또는 중대한 재정·경제상의 위기에 있어서 국가의 안전보장 또는 공공의 안녕질서를 유지하기 위하여 긴급한 조치가 필요하고 국회의 집회를 기다릴 여유가 없을 때에 한하여 최소한으로 필요한 재정 ·경제상의 처분을 하거나 이에 관하여 법률의 효력을 가지는 명령을 발할 수 있다.
Article 76
(1) In case of internal turmoil, external menace, natural calamity or a grave financial or economic crisis, the President may take minimum necessary financial and economic actions or issue, in this regard, orders having the effect of Act, only when it is required to take urgent measures for maintenance of national security or public peace and order, and there is no time to await convening of the National Assembly.
②대통령은 국가의 안위에 관계되는 중대한 교전상태에 있어서 국가를 보위하기 위하여 긴급한 조치가 필요하고 국회의 집회가 불가능한 때에 한하여 법률의 효력을 가지는 명령을 발할 수 있다.
(2) In case of grave state of hostilities affecting national security, the President may issue orders having the effect of Act, only when it is required to preserve the integrity of the nation, and it is impossible to convene the National Assembly.
③대통령은 제1항과 제2항의 처분 또는 명령을 한 때에는 지체없이 국회에 보고하여 그 승인을 얻어야 한다.
(3) If the President has taken any action or issues any order pursuant to paragraphs (1) and (2), he/she shall promptly notify it to the National Assembly and obtain its approval.
④제3항의 승인을 얻지 못한 때에는 그 처분 또는 명령은 그때부터 효력을 상실한다. 이 경우 그 명령에 의하여 개정 또는 폐지되었던 법률은 그 명령이 승인을 얻지 못한 때부터 당연히 효력을 회복한다.
(4) If the President failed to obtain the approval as referred to in paragraph (3), the action or the order shall lose effect forthwith. In such case, the Acts which were amended or abolished by the order in question shall automatically regain their original effect at the moment the order failed to obtain approval.
⑤대통령은 제3항과 제4항의 사유를 지체없이 공포하여야 한다.
(5) The President shall, without delay, put the developments under paragraphs (3) and (4) on public notice.
제77조 ①대통령은 전시·사변 또는 이에 준하는 국가비상사태에 있어서 병력으로써 군사상의 필요에 응하거나 공공의 안녕질서를 유지할 필요가 있을 때에는 법률이 정하는 바에 의하여 계엄을 선포할 수 있다.
Article 77
(1) When it is required to cope with a military necessity or to maintain the public safety and order by mobilizing the armed forces in time of war, armed conflict or similar national emergency, the President may proclaim martial law under the conditions as prescribed by Act.
②계엄은 비상계엄과 경비계엄으로 한다.
(2) Martial law shall be of two types: extraordinary martial law and precautionary martial law.
③비상계엄이 선포된 때에는 법률이 정하는 바에 의하여 영장제도, 언론·출판· 집회·결사의 자유, 정부나 법원의 권한에 관하여 특별한 조치를 할 수 있다.
(3) Under extraordinary martial law, special measures may be taken with respect to the necessity for warrants, freedom of speech, the press, assembly and association, or the powers of the Executive and the Judiciary under the conditions as prescribed by Act.
④계엄을 선포한 때에는 대통령은 지체없이 국회에 통고하여야 한다.
(4) When the President has proclaimed martial law, he/she shall notify it to the National Assembly without delay.
⑤국회가 재적의원 과반수의 찬성으로 계엄의 해제를 요구한 때에는 대통령은 이를 해제하여야 한다.
(5) When the National Assembly requests the lifting of martial law with the concurrence of a majority of the total members of the National Assembly, the President shall comply.
제85조 전직대통령의 신분과 예우에 관하여는 법률로 정한다.
Article 85
Matters pertaining to the status and courteous treatment of former Presidents shall be determined by Act.

Sub-Section 1 The Prime Minister and Members of the State Council
제86조 ①국무총리는 국회의 동의를 얻어 대통령이 임명한다.
Article 86
(1) The Prime Minister shall be appointed by the President with the consent of the National Assembly.
②국무총리는 대통령을 보좌하며, 행정에 관하여 대통령의 명을 받아 행정각부를 통할한다.
(2) The Prime Minister shall assist the President and shall direct the Ministries of the Executive Branch under order of the President.
③군인은 현역을 면한 후가 아니면 국무총리로 임명될 수 없다.
(3) No member of the military shall be appointed Prime Minister unless he/she is discharged from active duty.
제87조 ①국무위원은 국무총리의 제청으로 대통령이 임명한다.
Article 87
(1) The members of the State Council shall be appointed by the President on the recommendation of the Prime Minister.
②국무위원은 국정에 관하여 대통령을 보좌하며, 국무회의의 구성원으로서 국정을 심의한다.
(2) The members of the State Council shall assist the President in the conduct of state affairs and, as constituents of the State Council, shall deliberate on state affairs.
③국무총리는 국무위원의 해임을 대통령에게 건의할 수 있다.
(3) The Prime Minister may recommend to the President the removal of a member of the State Council from office.
④군인은 현역을 면한 후가 아니면 국무위원으로 임명될 수 없다.
(4) No member of the military shall be appointed a member of the State Council unless he/she is discharged from active duty.
제91조 ①국가안전보장에 관련되는 대외정책·군사정책과 국내정책의 수립에 관하여 국무회의의 심의에 앞서 대통령의 자문에 응하기 위하여 국가안전보장회의를 둔다.
Article 91
(1) A National Security Council shall be established to advise the President on formulation of foreign, military and domestic policies related to national security prior to their deliberation by the State Council.
②국가안전보장회의는 대통령이 주재한다.
(2) The meetings of the National Security Council shall be presided over by the President.
③국가안전보장회의의 조직·직무범위 기타 필요한 사항은 법률로 정한다.
(3) The organization, function and other necessary matters pertaining to the National Security Council shall be determined by Act.
제93조 ①국민경제의 발전을 위한 중요정책의 수립에 관하여 대통령의 자문에 응하기 위하여 국민경제자문회의를 둘 수 있다.
Article 93
(1) A National Economic Advisory Council may be established to advise the President on formulation of important policies for developing the national economy.
②국민경제자문회의의 조직·직무범위 기타 필요한 사항은 법률로 정한다.
(2) The organization, function and other necessary matters pertaining to the National Economic Advisory Council shall be determined by Act.
제95조 국무총리 또는 행정각부의 장은 소관사무에 관하여 법률이나 대통령령의 위임 또는 직권으로 총리령 또는 부령을 발할 수 있다.
Article 95
The Prime Minister or the head of each Ministry of the Executive may, under the powers delegated by Act or Presidential Decree, or ex officio, issue ordinances of the Prime Minister or the Ministry of the Executive concerning matters that are within their jurisdiction.
제115조 ①각급 선거관리위원회는 선거인명부의 작성등 선거사무와 국민투표사무에 관하여 관계 행정기관에 필요한 지시를 할 수 있다.
Article 115
(1) Election Commissions at each level may issue necessary instructions to administrative agencies concerned with respect to administrative affairs pertaining to elections and national referenda such as the preparation of the pollbooks.
②제1항의 지시를 받은 당해 행정기관은 이에 응하여야 한다.
(2) Administrative agencies concerned, upon receipt of such instructions, shall comply.
제121조 ①국가는 농지에 관하여 경자유전의 원칙이 달성될 수 있도록 노력하여야 하며, 농지의 소작제도는 금지된다.
Article 121
(1) The state shall endeavor to realize the land-to-the-tillers principle with respect to agricultural land. Tenant farming shall be prohibited.
②농업생산성의 제고와 농지의 합리적인 이용을 위하거나 불가피한 사정으로 발생하는 농지의 임대차와 위탁경영은 법률이 정하는 바에 의하여 인정된다.
(2) Leasing of agricultural land and consignment management of agricultural land to increase agricultural productivity and to ensure rational utilization of agricultural land or due to unavoidable circumstances, shall be recognized under the conditions as prescribed by Act.
