Italians survive in spite of a vast gap between them and their increasingly weak
and ineffective governments. They survive in spite of a selfare system that is out of
control, schools and social services that are in disarray and, perhaps worst of all, a
bureaucracy so swollen and inept that it is mocked as lacci e laccioli, shackles and
snares.

거대한 영토 때문에 지역간 돈을 이동하는 문제가 쉽지 않자 이를 해결하기 위해 관료제를 정교하게 구축할 수밖에 없었다는 것이다.
