투자위험도를 분명하게 표시하는 데 한계를 느끼고, 이를 보완하기 위해
각국의 채무상환능력을 평가하는 등급을 새로 짜면서 만들어낸 항목이다.
S&P는 이 등급을 활용해 지난 99년 Russia의 장기 외화표시채권 등급을
강등시켜 이로 인해 Ruble화 가치하락과 inflation (물가상승)·외국인
투자자들의 불신 등 Russian economy 전반에 부정적인 영향을 끼친 바 있다.
