(ANS) There are indications that North Korea has shown an interest in China a new economic policies. North Korean officials have paid numerous visits, for example, to China's free trade zones, and North Korea's new joint ventures law is apparently patterned after that of China. The North's interest in economic talks with the ROK, which is unprecedented, reflects in some measure this groping for new economic solutions. The North may believe that by improving relations with the South, at least to some degree, it may be able to persuade Western nations to provide the technology, trade and investment that it hopes for and needs.
[比較] permission, consent, permit, leave
permission은 정식의 승인 또는 동의를 가리킨다.
ex) Since she was only twenty, she had to get her parents' permission to marry.
consent는 어떤 요청·제안에 응하려는 명확한 결의를 암시한다.
ex) Silence gives consent.
permit는 글로 적은 당국의 허가서, 면허, 인가를 말한다.
ex) He had to get a building permit from the city zoning commission.
leave는 미국에서는 일을 쉬는 허가(permission to be absent from duty)라는 특별한 뜻으로 쓰인다.
ex) He got the usual two weeks' leave before going overseas.
전에는 leave가 「허가」를 의미하는 이 여러 말 중에서 가장 일반적인 말로 사용되었었다.
ex) May I have leave to speak?
그러나 약간 예스러운 데가 있고, 그 때문에 딱딱한 느낌이 있다. 그래서 고문체인 by your leave(실례하오나)는 얼마 전까지만 해도 please와 같은 뜻을 나타냈지만, 지금은 그 딱딱한 어감 때문에 주로 아이러니칼한 경우에 사용되고 있다.

Geographers divide the overall circumpolar domain into two zones, the
Arctic and, below it, the Subarctic. They refer to the landforms of
these areas as tundra and taiga, respectively.

Some continental rocks are over 3,000 million years old, while those of

which are very large. These plates move over the semimolten lower mantle
to produce all of the major topographical features of the Earth. Active
zones where intense deformation occurs are confined to the narrow,
interconnecting boundaries of contact of the plates.

There are three main types of zones of contact : spreading contacts
where plates move apart, converting contacts where plates move towards
each other, and transform contacts where plates slide past each other.
New oceanic crust is formed along one or more margins of each plate by
material issuing from deeper layers of the Earth's crust, for example,
by volcanic eruptions of lava at midocean ridges. If at such a spreading
contact the two plates support continents, a rift is formed that will
gradually widen and become flooded by the sea.

2. Foreign Trade Zones

Foreign trade zones (FTZ) are designated sites licensed by the FTZ Board at which
special Customs procedures may be used. FTZ procedures allow domestic activity
involving foreign items to take place as if it were outside U.S. Customs territory, thus
offsetting Customs advantages available to overseas producers who export in
competition with products made here. For example, FTZ procedures allow the
deferral of customs duties and federal excise taxes on imports until such time as the
merchandise leaves the FTZ and enters the customs territory of the United States.
Subzones are special-purpose zones, usually at manufacturing plants. The FTZ Act of
1934 established the FTZ.
보세구역(Foreign Trade Zone)은 특별 통관절차가 적용될 수 있도록
FTZ 이사회에서 승인된 지역을 말한다. FTZ 절차는 외국제품을 포함한
국내활동이 마치 미국 세관지역외에서처럼 이루어지게 하여, 외국무역
지역에서 제조된 제품과 경쟁하여 수출하는 해외생산업체에게 이용 가능
한 통관특혜를 상쇄시킨다. 예를 들면 상품이 FTZ를 떠나 미국 세관
지역으로 반입될 때까지 수입품에 대해 관세와 연방물품세를 유예하는
것이다. FTZ 부속지역은 통상 제조시설이 있는 특별목적지역이며, 1934
년 FTZ법에 따라 FTZ가 설립되었다.
