Song이 단순히 통속적인 멜로디와 가사로 점철되어 있다는
일반인들의 인식을 바꾸어 놓은 음악계의 elite들이다.
이들은 각각 Queen's College와 Columbia University에서
철학박사와 문학박사 학위를 받은 재원들로써 사회성 짙은
가사를 통해 다양한 세태를 풍자, 고발하였다.
어린 시절부터 친구사이였던 이들은 Tom & Jerry라는
이름으로 음악활동을 시작, Hey Schoolgirls를 히트시켰다.
그 후 Simon & Garfunkel로 활동하면서 Sound of Silence,
Scarborough Fair, Mrs.Robinson, The Boxer, Bridge Over
Troubled Water 등 수많은 명곡들을 양산했으며 '70년 해체된후
개인적인 음악활동, 영화배우 등을 해오다가 '81년 New York의
Central Park에서 재결합해 자선공연을 가진 바 있다.
< 작품배경 >
1960년 대에 많은 사람들의 인기를 한몸에 받고 있던 쿠바출신
권투선수 Benny Perat는 어느날 시합 도중 불의의 일격을 맞고
쓰러져 병원으로 후송되었으나 결국 죽고 말았다.

이 사건은 당시 인기절정의 스포츠였던 권투 경기의 위험성에
대해 일반인들의 인식을 새롭게 해주었을 뿐만 아니라 생활을
꾸려나가기 위해 여러가지 어려운 직업에 종사하며 힘든 삶을
영위하고 있는 New York을 비롯한 대도시 빈민계층의 처절한
삶의 한 단면을 보여주는 것이기도 했다.

한 기자의 Interview에 응하면서 Paul Simon은 다음과 같이
말했다. "저는 노래의 소재를 구하기 위해 때때로 멍하니 New
York시의 한쪽 구석에 앉아 지나가는 사람들의 모습을 지켜보곤
합니다. 그들의 다양한 생활 저변에 깔려있는 행복, 불행, 기쁨,

U.S. AD and CVD trade remedies are designed to offset the amount of unfair
competitive advantage attributable to foreign price discrimination or subsidization.
These actions are in full accordance with the internationally agreed upon rules and
principles which are embodied in the Antidumping and Subsidies Agreements. These
Agreements were developed during the Uruguay Round of Multilateral Trade
Negotiations under the General Agreement on Tariffs and Trade (GATT). These
Agreements are intended to ensure that the AD and CVD laws of member countries
are implemented in a fair, transparent, and expeditious manner.

In addition to administering the AD and CVD laws, IA assists domestic industries,
especially small business, to decide whether there is sufficient evidence to petition
for AD and CVD investigations and participates in negotiations to promote fair
trade in specific sectors, such as steel, aircraft and shipbuilding.
IA also assists U.S. exporters by monitoring AD and CVD investigations &
reviews by foreign authorities to ensure the rules of the WTO agreements are
followed.

Normal value is the term applied to the adjusted price of the foreign like product in the home or
third-country (comparison) market, or to the constructed value of the subject merchandise. The
Department compares the normal value to the export price or constructed export price to
determine the margin of dumping, if any.

The Department initially seeks to calculate normal values based on price. If there are adequate
sales in the home market (see Viability), the Department calculates normal value based on the
price at which the foreign like product is first sold (generally, to unaffiliated parties) in that
market. In the absence at a usable home market, and if there are adequate sales in a third-country
market, the Department calculates normal value based on the price at which the foreign like
product is first sold (generally, to unaffiliated parties) in the third-country market. If there are no
appropriate home or third-country market sales, the Department determines normal value by
calculating the constructed value.

To ensure that a fair comparison with the export price or constructed export price is made, the
Department makes adjustments to the price used to calculate the normal value. The Department
adds U.S. packing charges and deducts any of the following expenses included in the comparison
market price: packing charges, transportation costs, and any internal tax that was rebated or not
collected on the subject merchandise. The Department may make additional adjustments to
account for differences in the conditions under which sales are made in the United States and the
comparison market. Thus, the Department may increase or decrease the normal value to account
for differences in quantities, physical characteristics of the merchandise, levels of trade, and other
circumstances of sale. (Section 773(a) of the Act.)
