Stimulating the government to patch together the plan has been the
snowballing deficit in the invisible trade account. During the first five
months of this year, the shortfall more than tripled from last year's $300
million to $930 million and it is expected to soar to $2,500 million by the
end of this year. In the corresponding period, 1.82 million people went
abroad, up 20.8 percent over the previous year, while 1.46 million foreign
tourists visited Korea, down 0.4 percent.

The state-run economic think tank warned of a lapse into
stagflation, or rising prices and little growth, and suggested that the
current-account deficit would jump next year mainly because of an
increase in the invisible trade shortfall.

The nation is now losing ground on three main economic fronts _
growth, prices and the balance of payments. Consumer prices have
already climbed 4.2 percent, almost broaching the 4.5 percent ceiling
the government hoped to keep them under for the whole of the year.
The trade deficit is expected to hit an all-time high of $20 billion at the
end of the year, nearly three times the earlier-projected $7 billion.
Foreign debts are also expected to hit $100 billion by the year's end.
