You had one too many.

You had one too many drinks.
따라서 You are drunk.
I failed to pass the test. I made one too many mistakes.

President Francois Mitterrand of France had the right
response to China's reckless test of nuclear warhead last
week: he urged other nuclear-armed states to "keep their
cool" and not follow suit.

That is why ending the U.S. moratorium on testing would be
a mistake; it would only weaken worldwide support for
tighter restraints on proliferation.

Unfortunately, Mr. Clinton, in response to the Chinese
test, ordered the Department of Energy to prepare for a
resumption of testing next year. But he prudently deferred
a final decision. A decision to test would take the heat
off China, which faces rising global criticism for its
explosion.

Worse yet, American testing would embolden those in Russia
who want to resume testing. And a new round of nuclear
blasts would shatter hopes for a negotiated test ban and
would cloud the climate for stronger anti-proliferation
measures.

There is no convincing rationale for new U.S. tests. That
is clear from a recent Navy report, which questions
whether these detonations are needed to improve warhead
safety, to assure that the warheads remain reliable or to
assess the effects of nuclear explosions.

American weapons laboratories contend that testing is
needed to assure the safety of warheads on the Navy's
Trident-2 missile and the Air Force's Minuteman-3. But the
Navy says concern about Trident warheads has been
allieviated by loading missiles and warheads separately
into its submarines. And the Air Force discounts the
safety risk of its remaining Minuteman-3 warheads.

The weapons labs also contend that warheads have to be
tested to certify that warheads of slightly different
munufacture will perform reliably without much
variation in explosive force. The Navy report dismisses
that concern, concluding that warheads are "comfortably
tolerant of the small variations in materials and
manufacture." As for weapons effects, experts say these
can be gauged through simulations, based on the vast body
of experience accumulated over the past 942 American
tests.

The ministry will order organizations responsible for overseeing

``The statement contains nothing new, falling far short of our
expectations,'' said Kim Hyo-jin, who heads the coalition of
Oriental medicine students. ``It sidelined our demands that the
state-run license test in May, which allows some 20,000
pharmacists to practice Oriental herbal medicine, be revoked as
well as that the government come up with a substantial package in
favor of the Oriental medicine community to fend off a recurrence
of student protests.''

In the future doctors will diagnose illnesses differently, or we may not need doctors at all.
We may be able to decide for ourselves what the problem is.
We might look up symptoms on the Internet and order a testing kit to check our blood for diseases we have.
We may not even have to do this.
We may actually have microchips in our bodies examining our blood pressure, temperature, and heartbeat on a daily basis.

Listening to long talks in a foreign language can be very demanding on students.
Therefore it is generally more suitable for learners in the early stages to listen to fairly short statements and simple conversations.
A number of listening tests contain short statements in the form of instructions or directions.
Other listening tests contain short and easy conversations on which that questions are based.

Michael Jordan wasn't born a star.
He had natural talent, but a part of his success was a result of his parents' support.
Michael's parents taught their children that all races are equal.
But at the age of seven, Michael was put to the test.
A white girl told him to give up his seat at the front of a bus.
When he refused, she called him a “nigger.”
In anger, he hit her, and was suspended from school.
He learned to overcome obstacles such as this with his mother's wisdom.
His mother repeated what she often said, “Outside this door, all sorts of things will happen.
Don't let it affect you.
If people call you nigger, that's their ignorance.”
Michael Jordan

Several factors can interfere with having a good memory.
One such factor is a lack of motivation.
Without a real desire to learn or remember something, you probably won’t.
Another cause is a lack of practice.
To stay sharp, memory skills, like any other skill, must be used on a regular basis.
A third factor that can hurt memory is self-doubt.
If you’re convinced you won’t remember something, you probably won’t.
A person with a positive attitude will do much better on a test than someone who is sure he or she won’t remember the material.
Lastly, distraction can interfere with memory.
If you are being distracted by the sound of a television or a conversation nearby,
try to find a quiet environment before you attempt to commit something to memory.

Children who appear intelligent and have normal sight and hearing may nevertheless have learning disabilities
such as difficulty in reading; difficulty in writing; difficulty with numbers;
and auditory-memory problems that prevent the child from remembering what has just been said.
Considered an “invisible” handicap, such learning disabilities can be detected by alert parents before the child goes to school.
If the child at about thirty months is not developing normal language skills, something is wrong.
Kindergartners should recognize the ABCs.
First-graders may commonly reverse their letters, writing a d for a b, but if they are still doing this at the start of second grade,
they should be tested for learning disabilities.
Proper and early treatment is essential.

Although lie detectors are being used by governments and police departments that want guaranteed ways of detecting the truth,
the results are not always accurate.
Their aim is to measure bodily changes that contradict what a person says.
A machine, called ‘polygraph machine,' records changes in heart rate, breathing, blood pressure, and the electrical activity of the skin.
In the first part of the test, you are electrically connected to the machine and asked a few neutral questions.
Your physical reactions serve as the standard.
Then you are asked a few critical questions among the neutral ones.
The assumption is that if you are guilty, your body will reveal the truth, even if you try to deny it.

Although chemically grown foods might seem much cheaper than organic foods, food prices do not reflect hidden costs.
These included more than $100 billion in federal subsidies in 2004 alone.
Pesticide regulation and testing leads to higher costs.
The environmental damage is another big hidden cost.
Food prices don't count waste disposal and cleanup.
The prices don't include the wells poisoned by farm chemicals.
They don't count the fact that we're losing marine life because of nitrogen runoff from overusing fertilizers.
Eating an unhealthy diet adds a host of additional costs including many deaths.

I'm taking this opportunity to say something about tests and X-rays taken at clinics and hospitals.
People shouldn't assume that everything is OK just because they haven't received a report.
There's a chance that the report may have been filed without the patient being notified.

Another thing that aids memory is regular review.
A short period of time spent in review each day is worth more than longer periods of cramming.
Cramming to pass tests is not necessary if you review on a regular basis.

In parts of Africa the farmers cut down trees and bushes so that they can till the land.
When the soil is exhausted they move on.
Most old fields can be re-cultivated after a period of rest.
Early farmers in Europe did the same.
When there was not enough unused woodland left they used a third of their fields for pasture, letting the animal manure fertilize the soil before the next tilling.
Then it was discovered that plants like clover and beans enrich the soil, so that they can be used every year.
Later, minerals were added to the soil to replace those used up by the crops.
Modern farming uses many chemicals, which must, however, be tested to see that they do not affect human and animal health.

When we talk about intelligence, we do not mean the ability to get a good score on a certain test, or even the ability to do well in school; these are at best only indicators of something larger, deeper, and far more important.
By intelligence we mean a style of life, a way of behaving in various situations, and particularly in new, strange, and perplexing situations.
The true test of intelligence is not how much we know how to do, but how we behave when we don't know what to do.

Dr. Irving Wright, President of the American Federation for Aging Research, tells the story of a psychological test that was developed to measure the mental agility of elderly people.
A young psychologist was chosen to try out the test on a 91-year-old man.

The psychologist explained that it was a verbal test and that some of the questions were easy, while others were difficult.
The first question, for example, was "What two days in the week begin with T?"
"That's easy," the man replied.
"Today and Tomorrow."
Today와 Tomorrow이잖아."
The psychologist paused, studied his papers, and moved to the next question.
"This one is much more difficult. How many seconds are there in a year?"
