* 새로 집이나 차를 산 사람을 보고 우리는 '현금은 얼마나 냈느냐?'고
흔히 묻곤 한다. 이 때 How much did you put down? 라고 하면 된다.
여기서 put down은 '얼마를 down payment로 지불한다.'는 뜻이다.
put down은 원래 글자 그대로 무엇을 '내려놓다'는 뜻이다.
가구점에서 산 의자를 배달해 온 배달원에게 put it down here. 라고
하면 '그거 여기 내려 놓으세요'란 말이다. 그러나 동양인이라고
깔보는 백인에게 Don't put me down because I'm an Oriental.이라고
하면 '내가 동양인이라고 깔보지 말라'는 말이 된다.
그러니까 put down은 '깔보다'는 뜻으로 쓰인다.
look down on도 같은 뜻으로 쓰인다. 또 put down은 장부에
'기록하다'는 뜻도 된다.

'그것을 수표책에 기록하는 것을 잊지 마세요'란 말이 된다.
또 병원에 예약을 할 때 We'll put you down for Friday 2 P.M.

갈 것을 결의했다.

inevitable starting next year on the ground that many
Hanchongnyon hard-liners have been arrested or cannot appear in
public as they have been sought by police.

으로 학생운동권은 내년을 기점으로 불가피한 변화를 맞이하게 될 것

As the government-set deadline for fall-semester school
registration expired yesterday, public attention is now being
directed as to whether Oriental medicine students who failed to
complete enrollment will be expelled.
2학기 최종 등록일이 16일로 마감됨에 따라, 미등록 한의대생들의 집
단 제적 여부가 초미의 관심사로 부각되고 있다.
Earlier in the day Ahn Byung-young, minister of education, and
Lee Sung-ho, minister of health and welfare, jointly announced a
statement calling for dissident students to take part in
enrollment procedures before the deadline to skirt an
unprecedented mass expulsion.
안병영 교육부장관과 이성호 보건복지부장관은 16일 오전 공동담화문
을 발표, 대량 제적 사태를 막기 위해 한의대생들이 등록마감 시한 전
에 등록을 마쳐줄 것을 호소했다.
``It is up to respective school authorities to handle those
students who have refused to comply with registration procedures
including tuition payments,'' Ahn said.
안장관은 "등록금 납부등의 등록절차를 거부한 학생들에 대한 처리는
최종적으로 각 대학이 결정할 사항"이라고 말했다.
He predicted presidents of universities that accommodate the
Oriental medicine schools will likely summon deans and high-level
school officials this week to discuss ways to deal with the
``unregistered'' students.
안장관은 "한의대가 설치된 대학 총장들이 이번주 내로 총장 및 고
위 교직원이 참가하는 회의를 소집해 '미등록'학생들에 대한 처리 방
안을 논의할 것으로 본다"고 내다봤다.
``The statement contains nothing new, falling far short of our
expectations,'' said Kim Hyo-jin, who heads the coalition of
Oriental medicine students. ``It sidelined our demands that the
state-run license test in May, which allows some 20,000
pharmacists to practice Oriental herbal medicine, be revoked as
well as that the government come up with a substantial package in
favor of the Oriental medicine community to fend off a recurrence
of student protests.''

서 실질적인 한의학 육성방안을 제시해달라는 우리의 요구를 묵살했
다"고 말했다.
The test has unleashed a wave of student protests, class
boycotts and an organized campaign to boycott registration since
May 15.
문제가 된 약사들의 한약 조재 시험으로 지난 5월 15일 부터 한의대
생들의 시위, 수업 및 등록거부 사태가 이어졌다.
Overall 4,561 students failed to garner the minimum number of
required credits during the spring semester due to class
boycotts. Of them, 1,542 students from seven schools were on the
brink of being expelled as those school regulations made it a
rule to expel those who fail to earn required credits for
consecutive two semesters.
지난 1학기 동안 수업거부로 인해 총 4천5백61명의 한의대생들이 최
소 이수 학점을 따지 못했으며 2개 학기 연속해 학점취득을 못하면 제
적된다는 학칙에 따라 7개대 1천5백42명이 제적 위기에 처했었다.
The Ministry of Education approved the revision of the
regulations Sept. 1 to avert the expulsion of 1,542 students.
교육부는 이들 제적 위기 학생들을 구제키 위해 학칙 개정을 승인했

At that time another hot issue was how to handle thousands of
``unregistered'' students who did not pay tuition fees. The
ministry set a Sept. 16 deadline, 16 days later than the initial
registration date limit, with a stern warning that they will be
expelled if they fail to meet the deadline.

The ministry's tough stance, however, seems lenient by passing
over the final decision to school authorities amid growing
criticism for its fluctuation and indecisive measures related to
the Oriental medicine students.

Semyung University topped the list with 173 registered students
or 89.6 percent, followed by Kyungwon University with 93 students
or 55 percent. Dongguk University placed third with 258 students
who accounted for 51.8 percent.

However, Kyunghee University ranked last with 179 registered
students who represented a mere 25 percent.

Yonsei University last August, yesterday asked a local court to
allow an on-spot inspection to shore up their indictment.

Ten student protesters are now indicted by the prosecution for
throwing rocks at a riot policeman who later died from head
injuries at a hospital.

The prosecution said the on-spot inspection is needed before the

Prosecutors demanded prison terms of up to three years for most
of the 62 students who stood trial yesterday for staging a
violent ``pro-North Korean'' demonstration in August.

Yet there are risks. Hectic competition among colleges could enhance

If they fail to do this, they will find it increasingly difficult to
survive, especially as the number of students entering college is soon
expected to start decreasing. The education liberalization scheme, with its

in upgrading their educational standards. Their focus has been placed on
recruiting as many students as they can, rather than in improving the

^^We deplore the violent clashes that indiscreet student activists had
with riot police from Tuesday in Seoul in connection with the
unauthorized unification festival organized by the federation of student

joint direction the three Cabinet members responsible for home affairs,
justice and education issued on Wednesday to deal sternly with the

there are very few in South Korea who think that confusion and

students' categorization of the South Korean government and police as
elements which oppose unification.

^^The fact is that the leaders of Hanchongnyon and the inter-Korean
Pomchonghangnyon youth-student confederation are regarded here as a
pro-Pyongyang group with their support for the North Korean proposal
that unification of the two Koreas should be brought about through a
confederation. The leftist students at the same time refuse to recognize
the miserable plight of the North Korean people under the hereditary
tyranny of Kim Il-sung and his son, Chong-il. Incidentally, the two
delegates from Hanchongnyon illegally sent to the North via Europe
reportedly bowed in tribute at the tomb of Kim Il-sung, laying a
bouquet there. Ironically, pro-North Korean radical student leaders
here have rarely expressed respect for any of South Korea's presidents.
한총련과 남북한의 범청련 청년-학생 연맹은 남북한의 통일은 연방제를
통해 이루어져야 한다는 북한의 제안에 동조하고 있는 친북한단체로 한국에

^^State prosecutors have decided to break up the violent Hanchongnyon,
or Korean Federation of University Student Councils, which organized
the fierce clashes with police that started eight days ago at Yonsei
University in Seoul, branding it a subversive body that benefits the
enemy (North Korea) and is thus in violation of the National Security
Law.

Fatherland.

^^The goals of Hanchongnyon's struggle are mostly patterned after those
the North Korean regime takes in its strategy to communize the South,
and the student body is seen to take direct orders from the North. As
our public security authorities have concluded, the pro-Pyongyang
student body is deliberately disrespectful of the South Korean
government, calling it a puppet regime and demanding the conclusion of
a peace treaty between the North and the United States, to the exclusion
of the South, in an overture that it says will end tension on the
peninsula.

^^Most people in this country become angry thinking about the militant
students striking police with steel pipes and kicking them as they
miserably beg for mercy on their bended knees like prisoners of war.

대부분의 국민들은 경찰을 철파이프로 때리면서, 전쟁 포로처럼 무릎꿇리
고 애원하는 경찰들을 발길로 차는 거친 학생들을 바라보면서 분노하고 있

^^The violent students have mistaken ways of thinking in two respects.
The first is their hewing to an ideological line benefiting the enemy,
which is proscribed by the National Security Law. The second is their
use of violence to pursue their goals, physically challenging riot police, a
symbol of government authority, by beating them and throwing
firebombs at them.
폭력 학생들은 두가지 면에서 잘못을 범했다. 첫번 잘못은 국가보안법에
의해서 금지되고 있는 이적 이념 노선을 추종했다는 것이다. 두번째 잘못은

^^There are many people who wonder why the government earlier took a
lenient attitude to a leftist student organization which it now labels as
an anti-state body benefiting the enemy. It virtually asked the illegal
organization to confront riot police, by failing to effectively control it
from the start. The students' response to the police action generated
scenes unimaginable in other countries. Some citizens have come out and
criticized the government, the national police and university
administrators as well for their inability to put the lid on the agitators
in a timely fashion.
많은 국민들은 왜 정부가 지금은 반정부 이적 단체로 규정지은 좌익운동
권학생들에 대해서 초반에 관대한 태도를 취했는지 의아해 하고 있다. 초기
부터 효과적인 통제를 못했기 때문에 그 불법단체가 실질적으로 전경과 대
치하게 만들었었던 것이다. 경찰 행동에 대항하는 학생들의 반응은 다른 나
라에서는 상상도 할 수 없는 일이다. 시민들 중에는 초반에 때맞추어 선동
세력들을 무력화시키지 못한 정부, 경찰, 그리고 대학 당국의 무능력을 질책

^^At the same time, Hanchongnyon's leaders, including the chairman identified as
Chong Myong-gi of Chonnam National University, are earnestly asked to
surrender to police after sending innocent followers who may have blindly
followed them to the warm bosoms of their worrying families. Then it is
suggested the government mete out generous measures against student
activists who repent for their misconduct.
동시에, 전남대의 정명기로 알려진 의장을 비롯한 한총련의 지도부는 맹
목적으로 참여한 단순 가담자들은 걱정하고 있는 부모의 품으로 돌려보낸

It is fortunate that the longest and most violent student-police clashes
at Yonsei University came to an end with the police making an early
morning swoop on Hanchongnyon members holed up in one school
building and the swift exit of others from another building hours
later.

responsibility for the many injuries on both sides of the battle-like
confrontation, the enormous damage to the school, the great
inconveniences to nearby residents and, more than anything else, the
waste of national resources on such a worthless cause?

In the first place, the students' objectives did not draw any support,
let alone understanding, from the significant portion of our citizens. The
asked for reunification through a confederate system and the withdrawal
of U.S. forces from this country are nothing more than outright
sympathy and respect for the North Korean leadership that has brought
their country to the brink of mass starvation in the most undemocratic
lineal inheritance of power and a disdain for their own government
that was created through a long, hard struggle for democracy.

mentality of these young students who account for a small minority of
the nation's total university enrollment. Still it requires deep scrutiny
of government and school authorities on how the radical ``Jusa-pa''
students got elected to leadership positions at their respective schools
and how this so-called NL (National Liberation) faction held the
hegemony in the nation's student movement through all these years.

에 대하여는 무지와 미숙이라고 하는 것이 가장 적절한 표현일 것이다. 그
러나 정부나 학교 당국은 어떻게 과격 "주사파" 학생들이 각 학교에서 지도
부에 선출이 되었는지 그리고 어떻게 소위 민족해방파가 요즈음에 들어와

Pundits point to general disenchantment of young students with the
way politics is going on and about in this country with the continuing
corruption in high places and the current administration's failure in its
professed task of reforms, in establishing political, legal and economic
justice. There are also debates that the authorities overreacted to
Hanchongnyon's annual``Unification Festival,'' causing students to resort
to the worst conceivable pattern of violence.

tread on the right path where they can vent their idealistic passions,
thereby contributing to social and political progress.

In the aftermath to the student demonstrations at Yonsei University,
keen attention is being paid to the way the government will handle the
more than 5,700 militant students taken in by police during the nine
days of turbulence.
