Despite such possible ill-effects, the country's ever-worsening
logistics problems call on the government to push ahead with social
overhead capital (SOC) projects. Korea's logistics costs were estimated
at 48 trillion won or 15.7 percent of the gross domestic product in 1994.
Increases in them are outpacing the growth of commodity transportation
volume.
이렇게 예상되는 부작용에도 불구하고, 우리 나라의 갈수록 늘어나는 물
류부담으로 정부가 사회 간접 자본의 확장을 강행하지 않을 수 없는 지경에
이르렀다. 1994년의 물류비용은 48조원으로 추산되어 GDP의 15.7%를 차지
하였다. 물류비용의 증가가 화물 수송량의 증가를 웃돌고 있는 중이다.

Private investment is needed and it is brought in by the assurance of
present and future profits. In trying to finance infrastructure expansion,
the government should offer some incentives for private investors but
should seek to prevent chosen companies from taking excessive profits.
대형 사회 간접 자본 공사는 정부만이 단독으로 자본을 조달할 수 있는
성질은 아니다. 민간 투자도 필요하며 현재와 장차의 이윤을 보장함으로써
참여시킬 수 있는 것이다. 사회 기반 시설 확충에 필요한 자본 조달을 위해
정부는 민간투자가에게 여러 특혜를 제공해야겠지만 특정 기업들에게 과도
한 이익이 돌아가지 않도록 유의해야 할 것이다.
