자조가 최선의 도움이다.

^^The primary duty of any government is to protect the general public
from criminals so that they can live a peaceful life without fear. Now is
the time for the government to increase the money spent on law
enforcement authorities to ensure they can crack down on criminals
and uphold the law by which this country is governed. At the same
time, the police must exert self-help efforts themselves so they can
faithfully perform their important duties to the letter.
어느 정부나 가장 큰 임무는 국민들을 범죄로부터 보호하여 국민들이 두
려움 없이 평화로운 삶을 살수 있게 만드는 일이다. 이제야 말로 정부는 경
찰 당국의 예산을 늘려 그들이 범죄를 소탕할 수 있으면서 이 나라를 다스
리고 있는 법을 유지시킬 수 있어야 한다. 동시에 경찰은 규정에 명시된 자
신들의 중요한 임무를 성실하게 수행하는데 최선을 다해야 할 것이다.

Convinced that education is their best hope for the future,
many Kenyan parents are willing to make great sacrifices to send their children to high school.
They quickly discover, however, that there are not enough schools for everyone.
Even the high schools run by the government are too expensive for many families.
Kenyans have found an answer to the problem in harambee, a word that means self-help.
As part of the harambee movement, many villages built their own high schools.
Villagers organized fund-raising campaigns instead of expecting their government to help them.
Church groups donated some of the money.
Those who had no money to give donated their labor.
교육이 미래에 대한 최고의 희망이라는 점을 확신하기 때문에,

제123조 ①국가는 농업 및 어업을 보호·육성하기 위하여 농·어촌종합개발과 그 지원등 필요한 계획을 수립·시행하여야 한다.

(1) The state shall establish and implement a plan to comprehensively develop and support the farm and fishing communities in order to protect and foster agriculture and fisheries.
②국가는 지역간의 균형있는 발전을 위하여 지역경제를 육성할 의무를 진다.
(2) The state shall have the duty to foster regional economies to ensure the balanced development of all regions.
③국가는 중소기업을 보호·육성하여야 한다.
(3) The state shall protect and foster small and medium enterprises.
④국가는 농수산물의 수급균형과 유통구조의 개선에 노력하여 가격안정을 도모함으로써 농·어민의 이익을 보호한다.
(4) In order to protect the interests of farmers and fishermen, the state shall endeavor to stabilize the price of agricultural and fishery products by maintaining an equilibrium between demand and supply of such products and improving their marketing and distribution systems.
⑤국가는 농·어민과 중소기업의 자조조직을 육성하여야 하며, 그 자율적 활동과 발전을 보장한다.
(5) The state shall foster organizations founded on the spirit of self-help among farmers, fishermen and businessmen engaged in small and medium industry and shall guarantee their independent activities and development.
