영국은 1차 지명(long list)과 2차 지명(short list) 과정에서 엄격한 심사를 거쳐 통과한
3~5개 업체에 한하여 가격 제안을 허용하는 지명경쟁입찰방식을 주로 활용하고 있다.
영국 재무부의 「정부공사 조달지침(2000)」 은 이러한 절차를 각각 선별과정(selection
mechanism), 낙찰과정(award mechanism)으로 구분하고 있다
1차지명 과정인 입찰자 선별과정(selection mechanism)에서 입찰자를 평가하는 항목은
크게 해당 기업의 신인도(personal position), 재무상태(economic standing), 기술능력
(technical capacity)으로 이루어져 있으며, 각 항목마다 세부평가 항목이 있고 그에
대한 과락점수(quality threshold)가 있어서 세부항목별로 일정점수 미만인 입찰자를
배제하는 시스템으로 이루어져 있다.
다음으로 2차 지명과정인 낙찰과정(award mechanism)에서는 혁신성(innovative),
협력관계(partnering), 위험관리 체계(risk management), 사업수행조직(project
organization), 미적특성, 기능성, 유지관리성, 자격 등에 대한 평가를 실시하여
최종적으로 가격과 이들 평가점수를 종합적으로 평가하여 최종 낙찰자를 선정한다.
