refuse는 decline보다 뜻이 강하며 그 반응이 더 확실함을 나타내기도 하고 경우에 따라서는 그 반응이 무례한 것이 있음을 뜻하기도 한다. 이에 반해서 decline은 「정중한 거절」을 뜻하고 흔히 초대나 상대방이 제의한 도움 등을 거절할 때 쓰인다.

또한 decline은 거절을 나타내는 데 있어 반드시 말을 사용하여야 한다는 것이다.
