In the mid-nineteenth century, the United States had tremendous natural
resources that could be exploited in order to develop heavy industry.

가지가 있겠지만 가장 대표적인 것으로서 생필품(daily
necessities) 가격, 교통비 (transportation charge),
농수산물(agricultural & fisheries products 또는 간혹
agro-fisheries products라고 하는 경우도 있습니다) 가격을 들
수 있습니다.
이들 가격은 물가 상승(하락)을 소비자들이 피부로 느낄 수 있는
것들로서 중요한 경제 지표(economic indicators)중의
하나입니다. 이러한 소비자 물가의 변동을 보도하는 기사를 하나
소개해 보도록 하겠습니다.

오르다/내리다"라는 표현에서 퍼센트 수치 앞에 전치사 by가
쓰이고 있는 것에 주의하시기 바랍니다.
"언제부터"는 보통 "beginning ~"의 형태로 쓰이나 그 외에도
from ~도 있으며 조금 더 격식을 차린 것으로서 effective (from)
~과 같은 것도 함께 알아 두시면 좋습니다. effective (from)을
사용한 문장을 하나 예로 들어 보면, "지난 3월 30일부터 택시
요금이 상승했다"라는 간단히 Taxi fare rose effective March
30와 같이 할 수 있습니다.
예문에서의 be expected to follow suit은 follow suit이 "~의
전철을 밟다, 따르다"이므로 앞에서 언급한 국제선 요금의 인상을
뒤이어 똑 같은 수순을 밟는다는 의미가 되어 지하철 요금도
뒤이어 오른다는 것을 가리킵니다.
cite가 남의 말 또는 글을 인용하는 것을 의미하므로 "Citing
~"은 "~을 인용하여" 즉, " ~을 예로 들어"가 됩니다. 기사
뿐만이 아니라 뉴스에서도 자주 사용되는 문구이므로 잘 기억해
두시기 바랍니다.
"물가가 오르다"를 나타내는 표현 중에는 rise가 대표적인
경우인데 "물가를 올리다"에는 타동사 raise가 사용됩니다.
예문에서는 jack up이라는 표현을 사용했는데 jack은 자동차 등을
수리하기 위해 들어 올릴 때 사용하는 말입니다. 자동차 용구
중에 우리가 흔히 말하는 jack을 생각하시면 되는데 자동차 뿐만
아니라 어떠한 것을 들어 올릴 때에도 사용하는 말입니다.
lift(들어 올리다)와의 차이는 lift가 말 그대로 들어 올리는
것을 가리키는데 비해 jack은 들어 올리긴 올리되 한번에 들어
올리는 것이 아니라 여러 번 펌프질 하듯이 반복적인 행위를 통해
위로 올리는 것을 의미한다는 데 그 차이가 있습니다. 이 jack이
쓰인 jack up이 바로 "물가를 올린다"는 의미로 사용되는 경우가
많습니다. 따라서 jack up the price of ~와 같은 표현도 잘 알아
두실 필요가 있습니다.
CPI에 대한 기사를 계속 읽다 보면 교통비 외에 다른 품목, 예를
들어 construction materials (건설자재), livestock goods
(축산품), vegetables (야채)를 비롯하여 dairy products
(유가공제품), liquor (주류, alcohol도 가능), home appliances
또는 home electronic appliances (가전 용품)와 같은 것들이
줄줄이 나오고 있는 것을 알 수 있습니다.

be poised to ~는 "~을 할 준비를 갖추다," 즉 be ready to ~와
같은 의미로 사용되는 것으로서 다른 말로 표현하자면 The
manufacturers will soon raise ~와 같이도 나타낼 수 있습니다.
앞서 상승(하락)분을 나타내는 % 앞에 사용되는 전치사 by가 없이
사용된 것을 알 수 있습니다. 이 by는 실제의 표현에서는
생략되어 쓰이는 경우가 많습니다만 여러분이 직접 글을 쓰는
경우에는 가급적 by를 사용하여 작문하는 습관을 들이는 것이

Factors of Production

For nonmarket economy countries, the normal methodology for calculating normal value is not
appropriate. Instead, the Department constructs a normal value using the nonmarket economy
producer's factors of production. The factors of production include, but are not limited to, (1)
the hours of labor required to produce the merchandise, (2) the quantities of raw materials
employed, (3) the amounts of energy and other utilities consumed, and (4) representative capital
costs, including depreciation. These factors of production are then valued in a market economy
country that is at a level of economic development comparable to that of the nonmarket economy
country and is a significant producer of the subject merchandise or comparable merchandise.

비시장경제국가에 대한 제소의 경우 일반적인 정상가격 산정방법을
적용하는 것은 적절하지 않다. 따라서 상무부는 비시장경제국가의 생산
자의 생산요소를 이용하여 정상가격을 구성한다. 생산요소로는 ①물품을
생산하는데 투입되는 작업시간, ②원재료의 소요량, ③에너지 소요량
및 ④감가상각 등의 자본비용을 들 수 있으나 이 항목들에 국한하는 것
은 아니다. 이 생산요소들은 당해 비시장경제국가의 경제발전수준과
비슷한 경제발전수준에 있으며 조사대상물품이나 동종물품을 상당량
생산하고 있는 시장경제국가에서의 요소가격으로 평가된다. (법 제773조
