Consultants are often used to perform market research in support of EP, CEP, or NV. In
order to authenticate the validity of market research, the research document should be
submitted for the record as part of the official petition. The petitioner should be
contacted in order to receive clearance to communicate with the market-research
preparers by telephone.
수출가격, 구성수출가격, 정상가격 등을 뒷받침하기 위한 시장조사에는
주로 자문회사들이 활용된다. 시장조사의 타당성을 확보하기 위하여
시장조사서류도 공식신청서의 한 부분으로 제출되어야 하고, 시장조사를
준비한 사람과 전화 등으로 확실히 연락될 수 있도록 제소자가 조치해야
한다.
The petitioner must provide the name, telephone number and address of the
research preparers, however, this information may be omitted from the proprietary
and non-proprietary versions of the petition if we receive appropriate justification.
The petitioner should contact the research preparers and request that they
cooperate with IA when called.
제소자는 시장조사자의 이름, 주소, 전화번호 등을 제출해야 하며,
다만 타당성이 있는 경우 이러한 내용은 신청서의 공개 및 비공개본에서
누락될 수 있다. 제소자는 시장조사자가 필요시 수입행정실과 협조하도
록 요청해야 한다.
The following information should be obtained from the research preparers and placed in
the file in memo form:
다음의 자료는 시장조사자로부터 확보하여 메모형태로 파일에 기록되
어 있어야 한다.
o Did they prepare the research submitted with the petition or contained in the
petition in support of EP, CEP, or NV? If not, who did? What is their relationship
to the preparer? Have they used this preparer in the past?
ㅇ신청서와 함께 제출된 조사사항을 준비했는지 또는 신청시에 나와
있는 수출가격, 수출구성가격, 정상가격 등을 뒷받침하는 조사를
준비했는지, 만약 그렇지 않다면 누가 조사했는지, 조사자와의 관
계는 무엇이고 과거에도 이들 조사자를 활용했는지 등
When a valid request to exclude the name and address of the preparer is received, the
following paragraph may be used to introduce the memorandum:
"Because of the extreme sensitivity of the name of the market research firm that gathered
the petition information in this case, this memorandum constitutes confirmation of the
source of the market research report."
조사준비자의 이름과 주소를 제외해 달라는 요청을 받았을 경우 다음과
같은 형식의 메모를 이용할 수 있다.
"동 건의 제소관련 정보를 수집한 시장조사회사 이름과 관련한 민감성
때문에 이메모가 시장조사 보고서상의 자료원에 대한 확인을 대신한다. "
