[比較] special, particular, specific
special은 다른 것과 구별되는 독특한 성격·성질·용도를 가진 것을 말한다. 보통이 아닌 것(uncommon)이기 때문에 유별난 배려와 취급을 받는 것, 또한 생각에 마땅히 그런 것을 본받아야 하는 것을 말한다.
The baby requires a special soap and a special powder./ He is a special friend of mine.
particular는 주의를 끌기 위해서 같은 종류의 많은 다른 것 중에서 골라내는 것 또는 어떤 사물의 개성·특이성을 강조한다.

또 논리학에서 particular는 universal(보편적인)의 반대어로, 「특수한」이란 뜻으로 같은 종류의 하나 또는 몇몇에 관한 명제·판단·개념 따위에 관해서 쓰인다.
Some men are highly intelligent.는 particular proposition(특칭 명제)이고 All men make mistakes.는 universal proposition(총칭 명제)이다.
specific은 철학·과학용어로는 generic(속에 특유한)의 반대어로, genus(속)와 구별되는「species(종)에 독특한」을 의미한다.
Both the common violet and the pansy are violas, but their specific differences are more obvious than their specific likeness.
보다 일반적인 용법에서는, 어느 특별한 예증, 경우를 분명히 들어서 보이는 뜻을 갖는다.

Writing and editing are distinct processes.
Writing requires you to let the words flow as they come to you.
Editing requires you to stop and critically assess each word.
It is hard to stay in the creative flow when you are stopping after every word to criticize what you've just written.
If you try to write your first draft and edit it at the same time,
you're likely to lose your concentration and get caught up in details instead of delivering your message.
By the time you finish the first paragraph, you are likely to be frustrated and unable to remember what you originally intended to say.
글쓰기와 다듬기는 다른 과정이다.
글쓰기를 할 때는 머리에 떠오르는 말이 자연스럽게 흘러가도록 해야 한다.
다듬기를 할 때는 글쓰기를 멈추고 단어 하나하나를 비판적으로 평가해야 한다.
방금 쓴 내용을 비평하기 위해서 단어 하나하나마다 멈출 때는 계속해서 창작의 흐름 속에 있기가 힘들다.
초고를 쓰면서 동시에 다듬고자 하면, 집중력을 잃고, 요지를 전달하지 못하고 자질구레한 사항에만 붙잡힐 가능성이 높다.
첫 단락을 끝낼 때쯤이면, 좌절할 가능성이 높고 애초에 말하고자 했던 바를 기억할 수조차도 없다.

한 편의 논문(a paper)에서 요지가 들어있는 문장을 '명제문장'(Thesis Sentence)이라
하고, 한 문단(a paragraph)의 요지가 들어있는 문장을 '주제문장'(Topic Sentence)이라고
하며, 한 문장(a sentence)에서 핵심이 되는 단어를 '핵심단어'(Key Words)라고 한다.

treatment. The types of information which are normally regarded as public information
are set forth in paragraph (b) of section 351.105. This paragraph describes public
information as
1) factual information of a type that has been published or otherwise made
available to the public by the person submitting it such as in advertisements, product
brochures or marketing displays,
2) factual information that is not designated as business
proprietary by the person submitting it,
3) factual information which, although designated
as business proprietary by the person submitting it, is in a form which cannot be
associated with or otherwise used to identify activities of a particular person, or which the
Secretary determines is not properly designated as business proprietary,
4) publicly available laws, regulations, decrees, orders, and other official documents of a country,
including English translations, and
5) written argument relating to the proceeding that is
not designated as business proprietary.

B. Business Proprietary Information
The description of business proprietary information is addressed in paragraph (c) of
section 351.105 of the DOC's regulations. The regulation states that the following factual
information will generally be regarded as business proprietary information, if it is so
designated by the submitter: (1) business or trade secrets, (2) production costs, (3)
distribution costs, (4) terms of sale, (5) prices of individual sales, likely sales, or other
offers, (6) names of particular customers, distributors, or suppliers, (7) in a AD
proceeding, the exact amount of the dumping margin on individual sales; (8) in a CVD
proceeding, the exact amount of the benefit applied for or received by a person from each
of the programs under investigation or review, (9) the names of particular persons from
whom business proprietary information was obtained, (10) the position of a domestic
producer or workers regarding a petition, and (11) any other specific business information
the release of which to the public would cause substantial harm to the competitive
position of the submitter.
B. 영업비밀 정보
영업비밀정보에 관한 설명은 상무부규칙 제351.105항(c)에 있다. 이 규칙

손해를 끼치게 되는 특정기업정보

A. Establishing Business Proprietary treatment of Information
A. 정보의 영업비밀 취급 확정
Section 351.304 sets forth rules concerning the treatment of business proprietary
information in general. Paragraph (a) is a general provision. Paragraph (a)(1) provides
persons with the right to request (i) that certain information be considered business
proprietary, and (ii) that certain business proprietary information be exempt from
disclosure under APO. Consistent with section 777(c)(1)(A) of the Tariff Act of 1930
(the Act), paragraph (a)(2) provides that, as a general matter, the DOC will require that all
business proprietary information be disclosed to authorized applicants, with the exception
of (i) customer names in an investigation; (ii) information for which the DOC finds there
is a clear and compelling need to withhold from disclosure; and (iii) classified or
privileged information.

All business proprietary information must be stored in file cabinets, desk drawers or
boxes to the extent possible. When business proprietary data is left in offices which are
not occupied by an analyst at the time, the office door should be locked.
제351.304조는 영업비밀정보의 취급에 관한 규칙을 설명하고 있다. (a)항은
일반적인 조항이다. (a)(1)항은 제출자에게 (i)어떤 정보가 영업비밀이어야
하고 (ii)어떤 영업비밀정보가 APO하에서도 공개되지 않아야 한다고 요청할
권리를 부여하고 있다. 1930년도 법 제777조(c)(1)(A)에 일치되도록 (a)(2)항
에서는 일반적으로 상무부는 모든 영업비밀정보가 권한 있는 요청자에게 (i)피
해조사 과정에서의 거래처명단, (ii)상무부가 비공개할 명백하고 현존하는 필요성
이 있다고 판단하는 정보, (iii)비밀정보 혹은 특권부여정보를 제외하고는 공개

The identification of business proprietary information in submissions to the DOC is
addressed in 19 CFR 351.304(b). 19 CFR 351.304(b)(1) deals with the bracketing and
labeling of business proprietary information in general, and is consistent with the DOC's
past practice that requires that a person claiming business proprietary status for
information place single brackets ("[ ]") around the information. This paragraph also
requires that a person claiming business proprietary status for information must explain
why the information in question is entitled to that status. The paragraph further explains
that the submitting person must include an agreement to permit disclosure under APO,
unless the submitter claims that there is a clear and compelling need to withhold the
information from disclosure under APO.
상무부에 제출되는 영업비밀정보의 확인과정은 19CFR 351.304(b)에 설명되어
있다. 19 CFR 351.304(b)(1)는 영업비밀정보의 일괄처리(괄호처리)와 라벨표
지에 관한 규칙인데, 상무부의 과거관행과 일치되도록 정보를 영업비밀 상태

A new provision, under paragraph (b)(2), provides for the double bracketing
("[[ ]]") of business proprietary information for which
the submitting party claims a clear and compelling need to withhold from disclosure
under APO; and customer names submitted in an investigation. For a discussion of
claims for clear and compelling need to withhold, see item B below.
(b)(2)절은 제출자가 행정보호명령하에서도 정보를 공개치 못할 명백하고
도 현존하는 필요성을 주장하는 영업비밀정보와 조사기간중 제출되는 고객명단
에 대해서는 겹괄호"[[ ]]"처리해야 한다고 규정하고 있는 새로운 규정이다.
공개를 유보할 명백하고도 현존하는 필요성 주장의 논의에 대하여는 아래
B항을 참고한다.

19 CFR 351.304(c) deals with the public version of a business proprietary submission.
Paragraph (c)(1)requires a party to file the final business proprietary version of the
document containing business proprietary information one business day after the due date
of the business proprietary version of the document. This practice is known as the "one
day lag" rule. The submission of the final business proprietary version of the entire
document must be accompanied by the public version of the document. Specific filing
requirements are contained in 19 CFR 351.303. The purpose of this requirement is to
ensure that the DOC is reviewing the correct business proprietary version.
19 CFR 351.304(c)에서 영업비밀정보 제출시의 공개본에 대하여 규정되어
있다. (c)(1)는 당사자가 영업비밀문서 제출 시한 다음날 영업비밀정보가 담긴
최종 영업비밀본을 제출하도록 하고 있다. 이러한 관행은 '1일 지연규칙'이라
고 알려져 있다. 전체 문서의 최종 비공개본의 제출과 함께 공개본이 제출
되어야 한다. 서류제출시 특별히 요구되는 사항은 19 CFR 351.303에 언급

19 CFR 351.304(d) deals with submissions that do not meet the requirements of section
777(b) of the Act or the DOC's regulations. This paragraph provides for the DOC's
return of documents to the submitter if they do not conform. It also gives the submitter
the opportunity to take any of the following actions within two business days after
receiving the DOC's explanation for the return of the document: (1) correct the problems
and resubmit the information; (2) agree to have the information in question treated as
public information if the DOC denied a request for business proprietary treatment; (3)
agree

19 CFR 351.305 deals with procedures for obtaining business proprietary information
under APO. Paragraph (a) sets forth a new procedure based on the use of a single APO
for each segment of a proceeding. It also establishes the requirements an authorized
applicant must meet if they have APO access. Paragraph (b) establishes the APO
application process. Paragraph (c) concerns approval of an APO application.
19 CFR 351.305는 APO하에서 영업비밀정보를 얻는 절차를 다룬다. (a)항

19 CFR 351.305(a) also sets forth the requirements that are included in the APO and to
which all authorized applicants must adhere. The DOC has eliminated from the APO
detailed internal procedures that firms were required to follow to protect APO
information from unauthorized disclosure. In paragraph (a)(1), the DOC requires each
applicant to establish its own internal procedures.
19 CFR 351. 305 (a) 역시 행정보호명령에 포함된 것으로서 모든 허가
받은 신청자들이 지켜야 하는 요건들을 규정하고 있다. 상무부는 공개가 허용
되지 않는 대상으로부터 행정보호명령정보를 보호하기 위해 기업들이 따라야
하는 사항을 APO내부의 복잡한 절차로부터 분리하였다. (a)(1)항에서 상무부
는 신청자가 그들 자신의 내부절차를 만들도록 요구한다.

19 CFR 351.305(b) deals with the APO application process itself. Paragraph (b)(1)
permits the use of two independent representatives, with one representative being
designated as the lead representative. Generally, APO applicants are attorneys admitted
to a U.S. bar or trade consultants. APO access is granted to non-legal representatives
only if the applicants have a significant practice before the DOC. Paragraph (b)(2)
provides procedures for applying for an APO and establishes a "short form" application
that applicants can generate from their own word-processing equipment. An applicant
must acknowledge that any discrepancies between the application and the DOC's APO
placed on the record will be interpreted in a manner consistent with the DOC's APO.
19 CFR 351.305 (b)는 행정보호명령 신청절차, 그 자체를 다루고 있다.
(b)(1)항에서는 둘의 독립된 대리인 활동이 허용되는데 그 중 하나가 선임으

Paragraph (b)(2) also provides that an applicant must apply to receive all business
proprietary information on the record of the particular segment of the proceeding in
question. The purposes of this requirement are to eliminate the need for parties to prepare
separate APO versions of submissions for each of the different parties involved in a
proceeding and to reduce the number of APO violations that occur through the
inadvertent service of a document containing business proprietary information to parties
not authorized to receive it. In order to avoid forcing parties to receive a submission in
which they have no interest, however, a party may waive service of business proprietary
information it does not wish to have served on it by another party.
(b)(2)항은 행정보호명령을 신청하는 절차를 규정하는데, 신청자들이 자신들의
Word-processing 장치로 작성할 수 있는 약식 신청서식을 규정하고 있다.
신청자는 신청서와 상무부의 행정보호명령간에 일치하지 않는 경우, 상무부의
행정보호명령과 일치되는 것으로 해석되도록 인정해야 한다. (b)(2)항에는
신청자가 해당되는 특정 절차에 기록된 모든 영업비밀정보를 신청하도록
규정되어 있다. 이러한 요건의 목적은 각 진행절차와 관련된 각각의 다른
이해 관계자를 위하여 서로 다른 APO본을 제출해야 하는 부담을 덜고, 자격
이 없는 이해관계인들에게 영업비밀정보가 포함된 문서를 무심코 제공하게

19 CFR 351.305(b)(3) establishes the deadline for applying for an APO, and is a
significant change from past practice. Paragraph (b)(3) encourages parties to submit APO
applications before the first questionnaire response is filed, but permits parties to submit
applications up to the date on which case briefs are due. Under the deadline set forth in
this section, the burden on parties required to serve APO information may increase.
Parties are now provided with five days in which to serve APO information on late APO
applicants. Additionally, late applicants are required to pay the costs associated with the
additional production and service of business proprietary submissions that were served on
other parties earlier in the segment of the proceeding. An APO application filed later in
the course of a proceeding segment will not serve as the basis for extending any
administrative deadline, such as a briefing or hearing schedule.
19 CFR 351.305(b)(3)는 행정보호명령 신청의 최종기한을 설정하고 있는데,
이것은 과거 관행으로부터의 중대한 변화이다. (b)(3)항은 당사자들이 가능한
첫 번째 질문서 답변이 제출되기전 행정보호명령 신청서를 제출하도록 하고

When an application is approved, the name of the authorized applicant will be placed on
an APO service list that the DOC maintains for each segment of a proceeding. Paragraph
(c) provides that the DOC will use the most expeditious means available to provide
parties with the APO service list on the day the list is issued or amended. The DOC will
fax every change in the APO service list directly to each party on the APO service list and
public service list for each proceeding. (The APO team will obtain information
concerning the public service list from the analysts assigned to the case.) APO service
lists will also be available to the public on the ITA's home page of the Internet.

있다.

Rules concerning the use of business proprietary information are contained in 19 CFR
351.306. Paragraph (a) addresses the use of business proprietary information by the
Secretary. Paragraph (b) concerns the use of business proprietary information from one
segment of a proceeding in another. Paragraph (c) addresses the identification in
submissions of business proprietary information from multiple persons. Paragraph (d)
concerns disclosures to parties not authorized to receive business proprietary information.
영업비밀정보의 이용에 관한 규칙은 19 CFR 351.306에 나와 있다. (a)항은
장관의 영업비밀정보 이용에 대해 설명한다. (b)항은 절차상의 영업비밀정보
가 다른 절차에서 활용되는 것에 관한 것이고, (c)항은 다수인으로부터의

IX. NOTIFICATION OF DESTRUCTION OF BUSINESS PROPRIETARY INFORMATION
제9절 영업비밀정보의 파기통보
Paragraph (a)(3) of 19 CFR 351.305 requires the destruction of business proprietary
information when a party is no longer entitled to it, as well as certification that destruction
has been completed. As described above, parties may now retain business proprietary
information after the completion of the segment of the proceeding in which the
information was submitted. The certification requirements will be triggered at a much
later date, which will be at the end of the last segment of the proceeding for which
information may be used. Because this will vary from case to case, the specific time at
which a party must destroy business proprietary information is described in the APO.
19CFR 351.305(a)(3)에서는 이해관계인이 더 이상 타인의 영업비밀정보를
보유할 자격이 없는 때에는 그 정보를 파기함은 물론 파기가 이루어졌다는
증명서를 요구하고 있다. 전술한 바와 같이, 이해관계인은 정보가 제출된 반
덤핑조사절차의 완료(completion)후에도 타인의 영업비밀정보를 가지고 있는

Article 7 (Appending of Translation)
(1) In a case where a judicial cooperation is entrusted to a court or a
public office of a foreign country, the translation of the written
entrustment and other related documents in the official language of the
foreign country shall be appended: Provided, That if such official language
of the foreign country is not known, it may be allowed to append a
translation in English.

(2) The party shall append a translation to the entrustment-related
documents to a foreign country, which are to be submitted to the court

증인신문조서기타 증거조사의 결과를 기재한 조서 또는 증거조사가 불능하게 된
사유를 기재한서면을 각각 외국법원에 송부하여야 한다. 다만, 외국법원이
특정방식에 의한 회신을 요청하는 경우 그 방식이 대한민국의 법률에 저촉되지
아니하는 때에는 그 방식에의한다.
Article 16 (Reply on Result)
(1) If an entrustment made by a foreign country is one pertaining to
service, the head of the court which has accepted the entrustment, shall
send to the foreign court a certificate on the result of the service, and
if it concerns an entrustment pertaining to an examination on evidence, the
judge who has accepted the entrustment shall send to the foreign court, a
protocol specifying the inquiry of witness or the result of other
examinations on evidence, or a certificate specifying the reason why the
examination on evidence was impossible, respectively: Provided, That in a
case where the foreign court requests a reply made in a specified way, if
the way is not contrary to any law of the Republic of Korea, it shall be
made in such a way.

where the documents are sent under paragraph (1).

(2) In case of objection to the bill, the President may, within the period referred to in paragraph (1), return it to the National Assembly with written explanation of his objection, and request it be reconsidered. The President may do the same during adjournment of the National Assembly.

⑤대통령이 제1항의 기간내에 공포나 재의의 요구를 하지 아니한 때에도 그 법률안은 법률로서 확정된다.
(5) If the President neither promulgates the bill, nor request the National Assembly to reconsider it within the period referred to in paragraph (1), it shall become Act.

⑥대통령은 제4항과 제5항의 규정에 의하여 확정된 법률을 지체없이 공포하여야 한다. 제5항에 의하여 법률이 확정된 후 또는 제4항에 의한 확정법률이 정부에 이송된 후 5일이내에 대통령이 공포하지 아니할 때에는 국회의장이 이를 공포한다.
(6) The President shall promulgate without delay the Act as finalized under paragraphs (4) and (5). If the President does not promulgate an Act within five days after it has become Act under paragraph (5), or after it has been returned to the Executive under paragraph (4), the Speaker shall promulgate it.

(2) A recommendation for removal as referred to in paragraph (1) may be introduced by one third or more of the total members of the National Assembly and shall be passed with the concurrence of a majority of the total members of the National Assembly.

제64조 ①국회는 법률에 저촉되지 아니하는 범위안에서 의사와 내부규율에 관한 규칙을 제정할 수 있다.
Article 64
(1) The National Assembly may establish rules of its proceedings and internal regulations: Provided, That they are not in conflict with Act.
②국회는 의원의 자격을 심사하며, 의원을 징계할 수 있다.
(2) The National Assembly may review qualifications of its members and may take disciplinary actions against them.
③의원을 제명하려면 국회재적의원 3분의 2이상의 찬성이 있어야 한다.
(3) The concurrent vote of two thirds or more of the total members of the National Assembly shall be required for expulsion of any member.
④제2항과 제3항의 처분에 대하여는 법원에 제소할 수 없다.
(4) No action shall be brought to court with regard to decisions taken under paragraphs (2) and (3).

②제1항의 탄핵소추는 국회재적의원 3분의 1이상의 발의가 있어야 하며, 그 의결은 국회재적의원 과반수의 찬성이 있어야 한다. 다만, 대통령에 대한 탄핵소추는 국회재적의원 과반수의 발의와 국회재적의원 3분의 2이상의 찬성이 있어야 한다.
(2) A motion for impeachment prescribed in paragraph (1) may be proposed by one third or more of the total members of the National Assembly, and shall require a concurrence of a majority of the total members of the National Assembly for passage: Provided, That a motion for the impeachment of the President shall be proposed by a majority of the total members of the National Assembly and approved by two thirds or more of the total members of the National Assembly.

제67조 ①대통령은 국민의 보통·평등·직접·비밀선거에 의하여 선출한다.
Article 67
(1) The President shall be elected by universal, equal, direct and secret ballot by the people.
②제1항의 선거에 있어서 최고득표자가 2인이상인 때에는 국회의 재적의원 과반수가 출석한 공개회의에서 다수표를 얻은 자를 당선자로 한다.
(2) In case two or more persons receive the same greatest number of votes in the election as referred to in paragraph (1), the person who receives the greatest number of votes in an open session of the National Assembly attended by a majority of the total members of the National Assembly shall be elected.
③대통령후보자가 1인일 때에는 그 득표수가 선거권자 총수의 3분의 1이상이 아니면 대통령으로 당선될 수 없다.
(3) If and when there is only one presidential candidate, he/she shall not be elected President unless he/she receives at least one third votes of the total number of the electorate.
④대통령으로 선거될 수 있는 자는 국회의원의 피선거권이 있고 선거일 현재 40세에 달하여야 한다.
(4) Citizens who are eligible for election to the National Assembly, and who have attained to the age of forty years or more on the date of the presidential election, shall be eligible to be elected to the presidency.
⑤대통령의 선거에 관한 사항은 법률로 정한다.
(5) Matters pertaining to presidential elections shall be determined by Act.

제76조 ①대통령은 내우·외환·천재·지변 또는 중대한 재정·경제상의 위기에 있어서 국가의 안전보장 또는 공공의 안녕질서를 유지하기 위하여 긴급한 조치가 필요하고 국회의 집회를 기다릴 여유가 없을 때에 한하여 최소한으로 필요한 재정 ·경제상의 처분을 하거나 이에 관하여 법률의 효력을 가지는 명령을 발할 수 있다.
Article 76
(1) In case of internal turmoil, external menace, natural calamity or a grave financial or economic crisis, the President may take minimum necessary financial and economic actions or issue, in this regard, orders having the effect of Act, only when it is required to take urgent measures for maintenance of national security or public peace and order, and there is no time to await convening of the National Assembly.
②대통령은 국가의 안위에 관계되는 중대한 교전상태에 있어서 국가를 보위하기 위하여 긴급한 조치가 필요하고 국회의 집회가 불가능한 때에 한하여 법률의 효력을 가지는 명령을 발할 수 있다.
(2) In case of grave state of hostilities affecting national security, the President may issue orders having the effect of Act, only when it is required to preserve the integrity of the nation, and it is impossible to convene the National Assembly.
③대통령은 제1항과 제2항의 처분 또는 명령을 한 때에는 지체없이 국회에 보고하여 그 승인을 얻어야 한다.
(3) If the President has taken any action or issues any order pursuant to paragraphs (1) and (2), he/she shall promptly notify it to the National Assembly and obtain its approval.
④제3항의 승인을 얻지 못한 때에는 그 처분 또는 명령은 그때부터 효력을 상실한다. 이 경우 그 명령에 의하여 개정 또는 폐지되었던 법률은 그 명령이 승인을 얻지 못한 때부터 당연히 효력을 회복한다.
(4) If the President failed to obtain the approval as referred to in paragraph (3), the action or the order shall lose effect forthwith. In such case, the Acts which were amended or abolished by the order in question shall automatically regain their original effect at the moment the order failed to obtain approval.
⑤대통령은 제3항과 제4항의 사유를 지체없이 공포하여야 한다.
(5) The President shall, without delay, put the developments under paragraphs (3) and (4) on public notice.

제6장 헌법재판소
CHAPTER VI THE CONSTITUTIONAL COURT
제111조 ①헌법재판소는 다음 사항을 관장한다.
Article 111
(1) The Constitutional Court shall have jurisdiction over the following matters:
1. 법원의 제청에 의한 법률의 위헌여부 심판
1. The constitutionality of Acts upon the request of the courts;
2. 탄핵의 심판
2. Impeachment;
3. 정당의 해산 심판
3. Dissolution of a political party;
4. 국가기관 상호간, 국가기관과 지방자치단체간 및 지방자치단체 상호간의 권한쟁의에 관한 심판
4. Competence disputes between state agencies, between state agencies and local governments, and between local governments; and
5. 법률이 정하는 헌법소원에 관한 심판
5. Constitutional petition as prescribed by Act.
②헌법재판소는 법관의 자격을 가진 9인의 재판관으로 구성하며, 재판관은 대통령이 임명한다.
(2) The Constitutional Court shall be composed of nine Justices having qualification for court judges, and they shall be appointed by the President.
③제2항의 재판관중 3인은 국회에서 선출하는 자를, 3인은 대법원장이 지명하는 자를 임명한다.
(3) Among the Justices referred to in paragraph (2), three shall be appointed from candidates selected by the National Assembly, and three appointed from candidates nominated by the Chief Justice of the Supreme Court.
④헌법재판소의 장은 국회의 동의를 얻어 재판관중에서 대통령이 임명한다.
(4) The president of the Constitutional Court shall be appointed by the President among the Justices with the consent of the National Assembly.

제127조 ①국가는 과학기술의 혁신과 정보 및 인력의 개발을 통하여 국민경제의 발전에 노력하여야 한다.
Article 127
(1) The state shall strive to develop the national economy by developing science and technology, information and human resources and encouraging innovation.
②국가는 국가표준제도를 확립한다.
(2) The state shall establish a system of national standards.
③대통령은 제1항의 목적을 달성하기 위하여 필요한 자문기구를 둘 수 있다.
(3) The President may establish advisory organizations necessary to achieve the purpose referred to in paragraph (1).

제130조 ①국회는 헌법개정안이 공고된 날로부터 60일이내에 의결하여야 하며, 국회의 의결은 재적의원 3분의 2이상의 찬성을 얻어야 한다.
Article 130
(1) The National Assembly shall decide upon the proposed amendments within sixty days of the public announcement, and passage by the National Assembly shall require the concurrence of two thirds or more of the total members of the National Assembly.
②헌법개정안은 국회가 의결한 후 30일이내에 국민투표에 붙여 국회의원선거권자 과반수의 투표와 투표자 과반수의 찬성을 얻어야 한다.
(2) The proposed amendments to the Constitution shall be submitted to a national referendum not later than thirty days after passage by the National Assembly, and shall be determined by more than one half of all votes cast by more than one half of voters eligible to vote in elections for members of the National Assembly.
③헌법개정안이 제2항의 찬성을 얻은 때에는 헌법개정은 확정되며, 대통령은 즉시 이를 공포하여야 한다.
(3) When the proposed amendments to the Constitution receive the concurrence referred to in paragraph (2), the amendments to the Constitution shall be finalized, and the President shall promulgate it without delay.

제3조 ①이 헌법에 의한 최초의 국회의원선거는 이 헌법공포일로부터 6월이내에 실시하며, 이 헌법에 의하여 선출된 최초의 국회의원의 임기는 국회의원선거후 이 헌법에 의한 국회의 최초의 집회일로부터 개시한다.
Article 3
(1) The first elections of the National Assembly under this Constitution shall be held within six months from the promulgation of this Constitution. The term of office of the members of the first National Assembly elected under this Constitution shall commence on the date of the first convening of the National Assembly under this Constitution.
②이 헌법공포 당시의 국회의원의 임기는 제1항에 의한 국회의 최초의 집회일 전일까지로 한다.
(2) The term of office of the members of the National Assembly incumbent at the time this Constitution is promulgated shall terminate the day prior to the first convening of the National Assembly under paragraph (1).

제4조 ①이 헌법시행 당시의 공무원과 정부가 임명한 기업체의 임원은 이 헌법에 의하여 임명된 것으로 본다. 다만, 이 헌법에 의하여 선임방법이나 임명권자가 변경된 공무원과 대법원장 및 감사원장은 이 헌법에 의하여 후임자가 선임될 때까지 그 직무를 행하며, 이 경우 전임자인 공무원의 임기는 후임자가 선임되는 전일까지로 한다.
Article 4
(1) Public officials and officers of enterprises appointed by the Government, who are in office at the time of the enforcement of this Constitution, shall be considered as having been appointed under this Constitution: Provided, That public officials whose election procedures or appointing authorities are changed under this Constitution, the Chief Justice of the Supreme Court and the Chairman of the Board of Audit and Inspection shall remain in office until such time as their successors are chosen under this Constitution, and their terms of office shall terminate the day before the installation of their successors.
②이 헌법시행 당시의 대법원장과 대법원판사가 아닌 법관은 제1항 단서의 규정에 불구하고 이 헌법에 의하여 임명된 것으로 본다.
(2) Judges attached to the Supreme Court who are not the Chief Justice or Justices of the Supreme Court and who are in office at the time of the enforcement of this Constitution shall be considered as having been appointed under this Constitution notwithstanding the proviso of paragraph (1).
③이 헌법중 공무원의 임기 또는 중임제한에 관한 규정은 이 헌법에 의하여 그 공무원이 최초로 선출 또는 임명된 때로부터 적용한다.
(3) Those provisions of this Constitution which prescribe the terms of office of public officials or which restrict the number of terms that public officials may serve, shall take effect upon the dates of the first elections or the first appointments of such public officials under this Constitution.

  나. “스키앙상블(ensemble)”(소매용으로 포장된 두 매나 세 매로 된 세트의류를 말하며 다음을 포함한다)
(b) a “ski ensemble”, that is, a set of garments composed of two or three pieces, put up for retail sale and comprising :
    - 아노락(anorak)ㆍ윈드치터(wind-cheater)ㆍ윈드재킷(wind-jacket)이나 그 밖에 이와 유사한 한 점의 의류로서 슬라이드파스너(slide fastener)(지퍼)로 닫히며, 추가로 조끼도 있을 수 있다.
- one garment such as an anorak, wind-cheater, wind-jacket or similar article, closed by a slide fastener (zipper), possibly with a waistcoat in addition, and
    - 긴 바지(허리 위까지 올라오는지에 상관없다)ㆍ짧은 바지(breeches)ㆍ가슴받이와 멜빵이 있는 바지 한 점
- one pair of trousers whether or not extending above waist-level, one pair of breeches or one bib and brace overall.
    “스키앙상블(ski ensemble)”에는 가목의 물품과 유사한 오버롤(overall)과 오버롤(overall) 위에 입는 패드를 넣은 소매 없는 재킷을 포함한다.
The “ski ensemble” may also consist of an overall similar to the one mentioned in paragraph (a) above and a type of padded, sleeveless jacket worn over the overall.
    “스키앙상블(ski ensemble)”의 구성요소가 되는 의류는 천ㆍ스타일ㆍ조성이 모두 동일하여야 하며(동일한 색깔인지에 상관없다), 치수가 서로 적합하거나 조화를 이루어야 한다.
All the components of a “ski ensemble” must be made up in a fabric of the same texture, style and composition whether or not of the same colour; they also must be of corresponding or compatible size.

13.5 When these Terms come to an end, all of the legal rights, obligations and liabilities that you and Abc have benefited from, been subject to (or which have accrued over time whilst the Terms have been in force) or which are expressed to continue indefinitely, shall be unaffected by this cessation, and the provisions of paragraph 20.7 shall continue to apply to such rights, obligations and liabilities indefinitely.
13.5 이 ‘약관’이 종료되면, 귀하 및 Abc가 향유하고 있거나, 적용을 받고 있거나(또는 ‘약관’이 효력을 가지는 동안 시간 경과에 따라 발생하였거나) 또는 영구히 계속된다고 표현된 모든 법적 권리, 의무 및 책임은 그러한 종료에 의하여 영향을 받지 아니하며, 그리고 제20.7조의 규정은 그러한 권리, 의무 및 책임에 영구히 계속 적용됩니다.
