Weinberger initially expected to reveal in March what sort of
intercontinental manned bomber the U.S. would build to replace its aging fleet
of 316 B-52s, whose mission it is to retaliate against the U.S.S.R. if a nuclear
strike is ever mounted. But here the Secretary ran into a dilemma that bedevils
all such programs: whether to wait for the development of hot new technology, at
the price of forgoing a weapon that could be used quickly, or order arms that
could be put into production rapidly, at the cost of settling for something less
effective than a later one could be.
