It may [or can] safely be said that ~ ; We can safely say that ~
3) 그저 시간 죽이기: a mere means of killing time; only for an idle hour
→「단정짓다」도 미묘한 뉘앙스를 갖는 표현으로 이를 처리함에 있어서는 연구가 필요하다. 다음과 같은 예를 참고로 하기 바란다.
- 그들은 내가 당연히 그 연회에 참석할 것이라고 단정짓고 있다.
They took it for granted that I would attend the reception.

To the question, what freedom is, we can hardly find only one answer which is accepted by everyone and keeps one exclusive meaning. In the point of law freedom means that man should not be arrested or retained by force and should not or need not take measure by means of political pressures including warfare. Such freedom means that there is always a certain possibility of deciding and executing their politics for individuals, social groups and organizations on the basic of their own concerns.

1) 빠지다: yield to ~; be reduced to ~
2) 국제적 심성을 기르다: cultivate an international spirit [or mind]
→ 「섬나라 근성」은, 이 문장의 「국제적 심성」의 반대의 의미를 갖는 표현이다. 일반적으로 「~ 근성」이라는 표현으로는 다음과 같은 것들이 있다.
- 영국인은 영국이 폐쇄사회라고 하는 비난을 받고 있기 때문에, 섬나라 근성을 버리지 않으면 안 된다.
As their society is criticized as being closed, the English must cast away their insular narrowness.

Everybody would like to make a trip to some distant stars in the space as well as into the future and past.
But we know that we could not make such a trip by means of an ordinary vehicle.
It would take thousands of years to reach the nearest star ever at the speed of millions of immensity of the space by all means.
That is to say, we must dash through the space by means of some mysterious method of transportation.
But, to achieve this exploit we should know much more than we do now about space and time.
Do we really know what space is? Probably the answer is "No". It is fortunate, however, that we can now control the space.

→ 노예처럼 시달리던 암흑세계: the shadow of slavery 또는 the darkness of slavery
→ …에서 벗어나 …에서 살기 위해서: to come out from~and to live in~
→ 나쁜 버릇이 일조일석에 고쳐질 수는 없다. A bad habit cannot be corrected overnight.
→ 그 다리를 건설하는 데는 2년이 걸렸다. It took two years to construct the bridge.
→ 수백만년의 시간: hundreds of years
→ 효과적으로 민주주의를 운영할 수 있는 수단과 방법: ways and means to make democracy work[to run democracy effectively]
→ 수백년이 지나는 동안에: as the centuries went by
ANS) Through centuries men have fought to come out from the shadow of slavery into the sunlight of freedom. Freedom did not come overnight. It has taken hundreds of years and the efforts of millions of people to find ways and means to make democracy work. The desire for a kind of government that would give freedom to all people has always been strong among men. As the centuries went by, men discovered that 'government by the people' is the ideal form of government. Because government by the people means government for the good of all the people.

(5) 택시의 수가 이렇게 많지 않으면 교통 사고는 좀더 줄 것이다.
→ 「~이 줄다」는 수를 나타낼 때는 few/fewer로, 양을 나타낼 때는 little/ less로 각각 표시한다.
→ Traffic accidents would be fewer. 혹은 Traffic accidents would not be so many.처럼 few와 many를 보어로 사용하는 것은 불만족스러운 경우가 많다. 예외는 있지만 가산 명사인 경우는 less가 아니고 fewer를 사용해야 한다.
→ A reduction in the number of taxis would mean fewer car crashes.
ANS) If there weren't so many taxis, there would be fewer traffic accidents.

It has its origin in the Sinla era more than two thousand years ago, when…으로 시작하도록 한다.,
→ 대대로 전수되다: be passed on generation after generation
ANS) Historically it has its origin in the Sinla era more than two thousand years ago, when Sinla organized the Hwarang(Flowery Youth Corps) to train young people in the arts of war, literature and service to the country. These young people developed a means of self-defense, which has been passed on and developed generation after generation.

→ 어떻게 부르면 좋을지 망설이다: have a hard time deciding what to call the occasion
→ …라고 부르는 것도 알맞지 않다: nor is it properly called~
→ 한국의 문화에 깊이 뿌리박고 있는 추석: Chusok deeply rooted in the culture of Korea; Chusok with a special importance; have a remarkable significance
(ANS) Because there are so many levels of meaning to Chusok, foreigners often have a hard time deciding what to call the occasion. It is not the same as Thanksgiving celebrations, though it includes the thanks for the harvest and the family gathering and eating. Nor is Chusok properly called an autumn moon festival, for the more important meaning to Koreans is to be found in the veneration of the family ancestors. Probably the most important thing about Chusok today is its very Koreanness. At a time when the people of this country are deeply concerned to discover and affirm their true national identity, events with a long history in the culture of Korea a special importance.

(4) 만일 3차 세계 대전이 일어난다면 문명의 파괴는 말할 것도 없고 인류의 파멸이 올 것이다.
→ 문명의 파괴는 말할 것 없고 인류의 파멸이 올 것이다: the result would be the extermination of mankind itself, let alone the destruction of civilization; it would mean the extinction of the human race, not to speak of the destruction of civilization
→ A는 물론 B도: not only A but (also) B; B as well as A로도 할 수 있지만, let alone; to say nothing of; not to say anything of; not to mention; not to speak of 등을 사용해 옮길 수 있음.
→ 그는 사치품이야 말할 것도 없고 필수품조차 살 여유가 없다. ex) He cannot afford necessaries, let alone (or to say nothing of; not to mention) luxuries.
→ 제 3차 세계 대전: a Third World War 또는 another world war임. 여기서 부정관사를 사용한 것은 단지 상상으로 사건이나 계획을 말하고 있기 때문임. 실제의 3차 세계 대전이라면 정관사를 붙여 the Third World War라고 해야 함.
→ 발발한다면: 미래에 대한 가정이므로, were to break out; should break out 라고 함.
(ANS 1) If a Third World War should break out, it would mean the extermination of the human race, not to speak of the destruction of civilization.
(ANS 2) If another world war were to break out, the result would be the extermination of mankind itself, let alone the destruction of civilization.

1. 누구든지 건강을 누려야 한다. 건강하다는 것은 몸이 아프지 않다는 것뿐만 아니라 정신도 건전한 것을 의미한다.
→ 「건강을 누리다」의 건강은 good health라고 하는 것이 좋다. 몸이 아프지 않다는 것뿐만 아니라, 정신도 건전한 것은 신체적으로나 정신적으로 건전하다는 것이라고 보고 to be sound both physically and mentally; to be sound not only in body but also in mind라고 하거나, 건전한 신체 뿐 만 아니라 건전한 정신을 갖는 것이라고 생각하고, to have not only a sound body but also a sound mind로 할 수 있다.

→ ~와 거리가 멀다: know nothing about ~; be a complete stranger

4. 이 창문이 아무리 해도 열리지 않아요. 움직일 수 있을지 어떨지 어떻게 해 보세요.
→ 「능력」을 나타내려면 can을 사용하는 것이 가장 一般的.
→ Please try to open it는 가능하지만 Please try opening it는 좋지 않다. I can't open this window by all means는 잘못.
→ 「아무리 해도 ~하지 않는다」는 won't 를 사용하는데, refuse to-不定詞를 사용하면 좋다.
(ANS) This window won't open, See if you can get it to move.

8. 나는 그가 무얼 말하려 하는지 잘 모르겠다.
→ '잘 모르겠다'는 몇 가지로 표현이 가능합니다. 그가 무얼 말하려 하는지는 What he means; what he is trying to say 등.
(ANS 1) I can't quite understand what he means
(ANS 2) I can hardly follow what he is trying to say.
(ANS 3) I don't understand very well what he wants to say.

[比較] top, summit, peak, climax, acme, apex, pinnacle, zenith
top은 가장 많이 쓰이는 일상어이다.
the top of the house/ Please loosen the top of this jar.(이 병마개 좀 늦추어 다오.)
비유적 용법으로 ‘가장 높은 자리, 수석’을 뜻하기도 한다.
He is at the top of his class.
summit은 어원(summus, highest)이 보여주듯이, 언덕, 산, 고개 따위의 제일 높은 곳을 가리킨다.
Two members of the expedition reached the summit of Mt. Everest.
비유적으로 쓰일 때는 노력해서 도달할 수 있는 최고 수준, ‘절정, 극치’를 뜻한다.
talks at the summit, a summit conference/ At last he attained the summit of his ambition.
peak는 산맥에서와 같이 여러 높은 지점 중에서 제일 높은 지점과 평면(level)이라기 보다는 점(point)을 암시한다. 산의 뾰족한 꼭대기, 정상이 뾰족한 산을 뜻한다.
The peaks were bathed in a rosy light.(산봉우리들은 장밋빛으로 물들어 있었다.)
비유적 용법으로 도표(graph)로 표시될 수 있는 것의 또는 일정한 시간 내에 도달하는 ‘최고점’을 의미한다.
Security prices reached new peaks this year./ Peak traffic on the Drive was from 8:30 to 9:00 in the morning and 5:00 to 5:30 in the afternoon.
climax는 점차로 가치가 상승하는 것을 암시하고 박력, 흥미, 감명도 따위가 차츰 올라가서 이르는 최고점을 말한다.
Reserve your strongest argument for the climax of your speech.
acme은 어떤 사물의 발전, 진보에 있어서 도달하는 완성의 최고점을 가리킨다.
Dr. John was the acme of courtesy.(존박사는 신사도의 극치였다.)
apex는 점(a point)이 원래의 뜻, 즉 원추 따위의 기하학적 도형의 가장 높은 점을 말한다. 비유적으로 생애, 사상, 문화 발전 등에 있어서, 모든 것이 그리로 향해 올라가서, 거기에 모든 것이 집중되어 있는 최고점을 가리킨다.
the apex of a triangle/ His election to the presidency was the apex of his career.
또한 복수형은 apexes이다.
pinnacle은 비유적 용법에서 summit, peak와 같지만, 어지럽고 안정성이 없는 높이를 암시한다.
at the pinnacle of his fame/ The word theater means different things to different groups. To some its very pinnacle is South Pacific, which is despised by he aesthetes.('극‘이란 말은 사람들에 따라 그 의미하는 바가 다르다. 일부 인사들에게는 ’남태평양‘이 바로 극의 극치지만, 심미가들에게는 경멸을 받고 있다.)
zenith는 글자대로의 뜻은 ‘천정’, 비유적으로는 눈부신 출세로 도달한 명성이나 성공을 암시한다.
At the zenith of its power, Rome ruled all of civilized Europe.

[比較] what ever, whatever
(a) 의문사: what ever는 의문사 what의 강조형으로 ‘무식한 또는 극히 구어적인’ 용법에 속하고, What ever can it mean?(대체 무슨 말이냐?), What ever shall we do?(대체 어떻게 해야 할까?) 같은 글은 구어적인 대화를 그대로 옮겨 놓는 경우 이외에는 글에 쓰여서는 안되며, 반드시 두 낱말로 떼어놓아야 한다. whatever를 의문사로 이용해서, Whatever have you done?(대체 무슨 일을 저질러 놓았느냐?)처럼 하는 것은 그릇된 용법이다.
(b) 관계사: whatever는 복합관계사 what의 강조형으로, all that, any(thing) that(~인 것은 모두, ~인 것은 무엇이나)를 의미한다.
Eat whatever you like./ Whatever is left over is yours.
또한 형용사로도 쓰인다.
Whatever request you make will be granted.(네가 요구하는 것은 무엇이든 들어주겠다.)
형용사로 쓰이는 경우 더 한층 강조하기 위해 any, no 따위로 수식된 명사 다음에 자리를 잡아, for any reason whatever(여하한 이유로든지)처럼 할 수 있다. for whatever reason보다 뜻이 강하다.
I have no plans whatever.
(c) whatever는 또한 양보절을 도입하는 경우에도 쓰인다.
Whatever happens, we'll meet here tonight./ Whatever man told you that, it is not true.

Let's go for a golden mean.
또는 Let's go for the happy medium.도 많이 쓰이는데
golden mean이나 happy medium은 모두 양 극단을 피하고
'중용'의 길을 택하는 것을 뜻한다. '한치도 양보하지 않는다'는
우리말과 똑같은 표현은 not yield an inch이다.
도로 표지판에 YIELD라고 써 놓은 것은 물론 '길을 양보하라'는
말이다. 그리고 '타협한다'는 말은 compromise, '양보한다'는
말은 make concessions라고도 한다.
ex) I'll not compromise or make any concessions.
난 타협도 양보도 않겠다.

I'll buy that.
여기서 buy는 '∼을 받아들이겠다' 또는 '∼에 동감한다'는 뜻이다.
'당신 말에 동감이오'란 말이 되는 것이다.
그리고 I mean I'm sold.라고 했다면
이 말도 '설득 당했다' '당신 말에 동감이다.'란 뜻이 된다.
'설득시킨다'는 말은 talk(someone) into∼라고도 표현한다.
You talked me into it은 You sold me on it.과 같은 말
즉, '내가 졌다' '네 말대로 할께'란 뜻이 된다.

Thank you for your business. 거래해 주셔서 감사합니다.
* business는 단지 '사업'이라는 뜻외에도 여러 가지 의미가 있는데
I want your business(with us)라고 하면 '난 당신과 거래를 하고
싶다'는 뜻이 된다. business에는 또 '볼일'이란 뜻도 있는데
쓸데없이 남의 일에 참견하는 사람을 보고 keep out of this.
This is none of your business.라고 말했다면 '넌 좀 빠져.
네가 참견할 일이 아니야' 정도의 뜻이 된다. 그리고 사무실
문에 '볼일이 없는 사람은 들어오지 마시오'라고 써붙이고 싶으면
No admittance except on business라고 쓰면 된다.
또한 business에는 또 '권리'란 뜻도 있는데 반드시
have no business to∼와 같은 형식으로 쓰인다.
You have no business to tell me what to do with my money라
하면 '내 돈을 가지고 내 맘대로 하는데 당신이 이래라 저래라
할 권리가 없다'는 말이다. '진지함' 또는 '진정'이란 뜻으로도
쓰이는데 When I say I will do it, I mean business라 하면
'내가 무엇을 하겠다고 말하면 그것은 내가 진정으로 하는 말이다' 란
의미가 된다.

To mourn means to feel very sad. We mourn when someone we love has died.
애통한다는 말은 아주 슬프게 여긴다는 말이다. 우리가 사랑하는 사람이 죽었을 때 우리는 애통해 한다.
We mourn too when we lose something we love.
우리가 아주 좋아하는 어떤 것을 잃었을 때 역시 애통해 한다.

While Kim Yoon-whan meant to say the next President should come
from the ruling party, Kim Dae-jung wanted him to be an
opposition politician, preferably himself.
김의원은 차기 대통령은 신한국당 출신이어야 한다는 의미에서 말한
것이고, 김대중 총재는 야당 출신, 즉 자신이 차기 대통령이 되어야
한다는 뜻을 담고 있다.

``The service will be good news particularly to the small- and
medium-size companies, which are anxious to advertise their

Internet advertising,'' said a company spokesman.

He recognizes that his new faith will not solve all his problems,
but he feels that his life at last has purpose and meaning.
새로운 그의 신념이 모든 문제를 해결해주지는 않지만

The doctors told me this was almost certainly a type of cancer that is incurable, and that I should expect to live no longer than three to six months.
의사들은 길어야 3개월에서 6개월이라고 말했습니다.
My doctor advised me to go home and get my affairs in order, which is doctor's code for prepare to die.
주치의는 집으로 돌아가 신변정리를 하라고 했습니다. 죽음을 준비하라는 뜻이었죠.
It means to try to tell your kids everything you thought you'd have the next 10 years to tell them in just a few months.
그것은 내 아이들에게 10년동안 해줄수 있는 것을 단 몇달안에 다 해치워야된단 말이었고

It means to say your goodbyes.
작별인사를 준비하라는 말이었습니다.
I lived with that diagnosis all day.

cryptic
Words that are cryptic are mysterious because they contain a hidden
meaning or suggest a secret that is difficult to understand.
<숨은, 비밀의, 수수께끼같은> 입니다.
보호색을 cryptic coloring이라고 한다네요.

What do you mean by that?
그건 무슨 뜻으로 한 말이야?
What are you trying to say?
무슨 말을 하려는 거야?
I didn't catch you.
네 말뜻을 이해하지 못했어.

It's not my mind. (X)
"내 마음은 그게 아냐." 기가 막힌다. 여기서 우리말의 "마음"은
"심정(mind)"이 아니라 "의도(intention, meaning)"를 뜻한다는
걸 왜 몰랐을까
① That's not what I meant.(그런 뜻이 아니었어.)
② I didn't mean to say it like that.
(그런 의도로 말한 것은 아니었어.)
③ You've got me wrong.(그건 오해야.)
④ I think I've given you the wrong impression.
(아마도 내가 말뜻을 잘못 전달했나봐.)

Representative of the stopgap measures is the tax of 20,000 won to
30,000 won to be collected from Koreans travelling overseas starting next
year to create a fund for domestic tourism promotion. A total of 200
billion won is expected to be raised over the next five years by this
means.
그 미봉책의 골자는 내년부터 해외로 출국하는 국민으로부터 2만 - 3만원
씩 걷어들여 국내 관광산업의 진흥 기금을 조성한다는 것이다. 이런 방식
으로 5년동안 총 2천억 원이 조성될 것으로 예상하고 있다.
representative : 대표, 국회의원
stopgap : 구멍메우개, 임시변통의 것(사람), 미봉책; 임시변통의

Even within the ruling New Korea Party, voices have been raised in
opposition to the revision, with some senior party staffers having
determined it to ``unreasonably favor the rich.'' A 1 billion won tax
base means some three times that figure in real values and therefore the
proposed bill will practically allow very rich people to pay nothing for
inheritance of up to 3 billion won worth of property.
심지어 신한국당내에서도, 이번의 조치가 몇몇 당의 중진들이 "부유층에
지나친 특혜"를 주기 위한 것이라면서, 반대의 목소리가 높아지고 있다. 10
억원의 과표기준은 실제 재산에서는 3배가치가 되기 때문에 이번의 개정안
은 실질적으로 고액 재산가에게 30억원의 재산 상속시 한 푼의 세금도 안
내도록 허용하는 셈이다

^^Yet North Korea continues to hew to its anachronistic hard-line
strategy aimed at communizing South Korea by means of force. As a
result it has long refused to open channels of official contact with Seoul
as it sees these as useless in its attempts to achieve unification.
북한은 아직도 무력으로 남한을 적화시키려는 시대착오적인 강경 전략을
고수하고 있다. 그 결과로 북한은 자신들의 추구하는 통일을 달성하는데 무
익하다고 여기고 있는 한국 정부와의 공식적인 접촉 창구의 개설을 오랫동
안 거부해 오고 있다.

The President also stressed that we do not pursue unification that
is ``imposed by one side on the other.'' The statement means that
Seoul does not want to see German-style unification take place here.
Along with the policy, Kim's emphasis on stability in the North will
ease Pyongyang's fears of being absorbed by the South.
김대통령은 또한, 한국이 "한쪽이 다른 쪽을 합병하는" 통일은 추구하지
않겠다고 강조하였다. 이 성명은 독일식 통일이 한반도에서 발생하는 것을
한국은 원하지 않고 있다는 뜻이다. 이런 정책과 함께, 김대통령이 강조한
북한의 안정은 남한의 흡수통일에 대한 북한의 우려를 완화시킬 것이다.
impose : 부과하다 강요하다
stability : 안정, 안정성, 견고성

All in all, the ongoing student move has drawn crucial attention to the
activist students' goals, identical with those of communist North Korea,
of toppling the South Korean government and establishing a
pro-Pyongyang one, and of achieving national unification through violent
or revolutionary means.
종합적으로, 현재 운동권 학생들이 주장하는 목표가, 남한 정부를 와해시
키고 친 북한 정부를 세워서, 폭력이나 혁명의 수단을 거쳐 민족 통일을 이

topple : 비틀거리다, 흔들리다, 쓰러지다

Yet, the education authorities will find it difficult to do their job
without proper assistance from the government and positive cooperation
from parents and the general public under the present circumstances.
As a fundamental means to resolve the student problem, unwavering
and consistent policy measures by the government are deemed
essential.
deem : ..으로 간주하다, ..으로 생각하다

The government should allow employer and employee to resolve their own
problems without intervening. The government does not have to soothe labor
unions or bully management but only take legal action against unlawful moves.
This means the government should make sure employers observe legal
requirements before laying off workers. This is the only way to handle the
conflict. Temporary solutions offered by the government only neglect the
reality.
따라서 정부도 치러야 할 시련이라면 정공법적 대응태세가 필요하다.
노사문제는 기업현장에서 당사자 해결의 원칙을 지키도록 해야 한다.
정부는 이를 위해 노조 달래기에 연연할 필요가 없으며 불법행위엔 철저한
공권력을 행사하고 동시에 경영자들에게도 정리해고 등에 앞서 법이 정한
회피노력을 준수토록 감시해야 할 것이다.

In the old days, pro sports were looked coldly upon. However, in the
world-wide TV era everybody wants to watch the world's best compete. The
International Olympic Committee felt it was forced to admit professionals to
draw sponsorship and advertisement.
"World's Best" means money and fame.

Teenagers now dream to be sports superstars rather than a mere president or
Supreme Court Justice. To be a professional athlete means more fame and
fortune than almost any other endeavor.
장차 희망으로 대통령이나 기업가.법관이 되기보다는 스포츠 슈퍼스타를 더 많이
꿈꾼다고 한다.
